Acceptable Use Policy
Terms and Conditions for Use of Internet and Technology Resources
INTERNET AND NETWORK SERVICES
Homewood City Schools' Internet connection is a service provided as a collaborative effort involving Homewood City School and the Alabama Supercomputer Authority. We are pleased to provide this access to the schools of Homewood and believe the Internet offers vast, diverse and unique resources to our students, faculty and staff. Our goal in providing this service is to promote educational excellence in the schools of Homewood by facilitating resource sharing, innovation and communication. The Homewood City Schools is connected by a dedicated link to the University of Alabama (Birmingham) which is attached to the state-wide infrastructure of the Alabama Supercomputer. Internally, Homewood City Schools’ wide area network allows data to be shared among all sites.
With this complex association between so many government agencies and providers, the end user of any of these networks must adhere to strict guidelines. All technology resources of Homewood City Schools will be used in accordance with any and all school system policies and procedures as well as local, state and federal laws and /or guidelines governing the usage of technology and its component parts. The following information is being provided to aid faculty and staff in understanding the responsibilities they are about to acquire. The network administrators for Homewood City Schools may modify these rules at any time. The signatures at the end of this document are legally binding and indicate that the parties involved have read the terms and conditions carefully and understand their significance.
Uses of the System
The purpose of this system of networks is to support research and education by providing access to comprehensive resources and the opportunity for collaborative work. The use of system must be in support of education and research, and be consistent with the educational objectives of the schools. Use of other organizations' network or computing resources must comply with the rules appropriate for that network.
The use of this system and networks is a privilege, not a right, and inappropriate use will result in a cancellation of those privileges. The network administrators will deem what is inappropriate use and their decision is final. The network administrators may close accounts and/or remove the material and software on client machines that are necessary for user connection. The administration, faculty and staff may request the network administrators to deny, revoke or suspend specific user accounts.
With the complex internetworking and access to systems available worldwide through the Internet, users understand that the network administrators and the faculty and staff do not control the content of information residing on these other systems. Users are advised that some systems may contain defamatory, inaccurate, abusive, obscene, profane, sexually oriented, threatening, racially offensive or illegal material. Homewood City Schools and the network administrators do not condone the use of such materials and do not permit usage of such material in the school environment. Students and staff bringing such materials into the school environment will be dealt with by the network administrators along with the termination of access privileges and any established district policies.
With the passage of the Children's Internet Protection Act (CIPA) in December of 2000, it is imperative that students’ use of Internet in schools be constantly and closely monitored and supervised by teachers and staff. All computers associated with the Homewood City Schools’ networks pass through a filtering system before accessing the Internet but the only real "safeguard" is close supervision and monitoring of students. Teachers should screen all Internet resources before using them with students.
Homewood City Schools, the Alabama Supercomputer Authority and any of the inter-networked sites does not warrant that the functions or services performed by, or that the information or software contained on the system will meet the user's requirements or that the operation of the system will be interrupted or error-free or that defects in the system will be corrected. The services offered by Homewood City Schools are provided on an "as is, as available" basis. Homewood City Schools does not make any warranties, expressed or implied, including, without limitation, those of merchantability and fitness for a particular purpose, with respect to any services provided by same and any information or software contained therein.
On-line Conduct
Users agree not to publish on or over the system any information which violates or infringes upon the rights of any other person or any information which would be abusive, profane or sexually offensive, or contains any advertising or any solicitation to use goods and services, or political lobbying. Transmission of any material in violation of any US or state regulation is prohibited. This includes, but is not limited to, copyrighted material, threatening or obscene material or material protected by trade secret.
Any action by a user that is determined by a network administrator (either Homewood City Schools or from any internetworked site) to constitute an inappropriate use of the system or to improperly restrict or inhibit other members from using the system is strictly prohibited and will result in terminating the user's access privileges. The user specifically agrees not to submit, publish, or display on the system any defamatory, inaccurate, abusive, obscene, profane, sexually oriented, threatening, racially offensive, or illegal material, nor shall the user encourage the use of controlled substances Transmission of material, information or software in violation of any local, state or federal law is a breach of the Terms and Conditions and all assistance will be provided authorities in the investigation, arrest and conviction of offenders.
The user specifically agrees to indemnify Homewood City Schools and the network administrators for any losses, costs or damages, including reasonable attorneys' fees incurred by Homewood City Schools and the network administrators relating to, or arising out of any breach of the terms and conditions by the system user.
The network system is to be for educational use only. The buying, selling or trading of any commodity or service, whether personally or professionally, using any Homewood City Schools network resource, is strictly prohibited and will result in the termination of user privileges.
The network administrators, at their sole discretion, reserve the right to immediately terminate the privileges of any user who uses "real-time" network features (talk, ytalk, Internet relay chat, Real Audio, Real Video, instant messaging, etc.) without first applying for, and receiving, a waiver. The successful application will have provided a complete justification, with accompanying documentation, for using this network resource in support of the educational goals and objectives of the Homewood City Schools. Also, internet game playing is expressly forbidden and will result in the termination of privileges.
Users should not have any expectation that their use of any technology resources, including files stored on Homewood City Schools’ networks, will be private and will be secure from access by others. Reasonable steps will be taken to maintain the security of technology resources, but no assurance can be given that penetration of such security will not occur.
Without notice and at any time, users should be aware that activities may be monitored and that data stored by users on Homewood City Schools’ networks or any technology resource may be inspected by network administrators.
Termination of Privileges and Other Provisions
A user's access to, and use of, the Homewood City Schools system may be terminated, by the user, with notice to a network administrator. Termination by a user will be effective on the day that a network administrator receives notice or, a future date if so specified in the notice. Accounts that are inactive for 30 days may be removed, along with that user's files, without notice given to the user.
The network administrators reserve the right, at their sole discretion, to suspend or terminate a user's privileges of access upon any breach of the terms and conditions of the Homewood City Schools system. Prior to a suspension or termination, or as soon as it is practicable, the network administrator will inform the user of the suspected breach and give the user an opportunity to present an explanation. All decisions of the network administrators are final.
The terms and conditions shall be interpreted, construed and enforced in all respects in accordance with all applicable local, state and federal laws. Each party irrevocably consents to the jurisdiction of the courts of the State of Alabama and the federal courts situated in the state of Alabama, in connection with any action to enforce the provisions of the terms and conditions, to recover any damages or other relief for breach or default under the terms and conditions, or otherwise arising under or by reason of the terms and conditions.
Backups'>Storage, Security, and Backups
The network administrators reserve the right to set quotas for disk usage on the network. A user who exceeds their quota will be advised to delete old files to return to compliance. Users may request that their disk quota be increased upon submitting a request, via electronic mail to technology@homewood.k12.al.us stating the need for the quota increase. A user who remains in non-compliance will have their files removed by a network administrator.
Security on any computer system is a high priority, especially when the system is accessed by many users. If a user feels that they can identify a security problem, the user must notify a network administrator immediately. The user should not demonstrate the problem to anyone other than a network administrator. Users are not allowed to share their accounts or passwords with anyone else. Failure to maintain the security of the user's account and password will result in the user's privileges being terminated. Passwords should not be easily determined by others, nor should they be words that can be found in a dictionary. For maximum security, a combination of letters, numbers and special characters (minimum of six total) should be used, with the password being changed at least every three months. Attempts to login to the system using another user's account will result in termination of privileges. User should immediately notify a network administrator if their password is lost or stolen, or if they have reason to believe that someone has obtained unauthorized access to their account. Any user identified as a security risk or having a history of problems with other computer systems and software rights will be denied access to the Homewood City Schools system.
Users are prohibited from emailing, storing or saving on external portable devices that do not remain on campus, electronic copies of student or staff personal information. Users are expected to follow all local, state and federal laws and system policies regarding the protection of student and staff confidential data.
Vandalism will result in the cancellation of all privileges. Vandalism is defined as any malicious attempt to corrupt or damage data of another user, the Homewood City Schools system or any Internet associate. This includes, but is not limited to, the uploading or creation of computer viruses.
Backups on server home directories (G: drive) are done regularly and maintained for a minimum of 30 days. Although regular backups are performed, it is the ultimate responsibility of the end users to retain backup copies.
Copyrighted Material and Software Collections
Copyrighted material must not be placed on the Homewood City Schools system, or any system connected to Homewood City Schools, without the author's written permission. Only the owner(s) or persons they specifically authorize may upload copyrighted material to the system. Users may download copyrighted material for their own use where prior, written consent has been provided by the owner(s). Any questions about copyright provisions should be directed to Technology Specialists or Media Specialists.
Only public domain files, and files in which the author has given expressed consent for on-line distribution, may be transmitted by the user. Any other software is strictly prohibited. Any software having the purpose of damaging other users' files, the Homewood City Schools system or any other system (i.e. computer viruses) is specifically prohibited. The network administrators, at their sole discretion, reserve the right to refuse the posting of files, and to remove files. The network administrators, at their sole discretion, further reserve the right to immediately terminate access privileges by a user who misuses the software collection. Network administrators do not guarantee the suitability or performance of any software posted on the Homewood City Schools system or any system accessed through it.
Any user may download public domain materials for their own use or non-commercially redistribute public domain materials. User assumes all risks regarding the determination of whether said materials are in the public domain. As always, any program to be loaded on computers owned by the Homewood City Schools must be registered with the site-based technology specialists.

Electronic Mail
E-mail is an electronic message sent by or to a user in correspondence with another person having an Internet mail access. Because email is not securely transmitted, discretion must be used when sending, or encouraging the receipt of email containing sensitive information about students, families, school system employees or any individuals. There is no assurance that email will be confidential and/or private.
Email accounts may not be used for:

  • harassing or threatening messages

  • political activity, personal gain, commercial purposes, or profit

  • attempting to send or sending anonymous messages

  • posting or forwarding other user’s personal communication without the author’s consent

Messages received by the user are retained on the Homewood City Schools’ server until deleted by the recipient or for a minimum of 365 days. A canceled account will not retain its messages. Backups are maintained for a minimum of 14 days.


Any email is discoverable in a due process situation or other legal action. Emails may be considered “permanent” information and thus may be governed by retention periods and the Federal Rules of Civil Procedure. This “permanent” information should be printed and retained in files.
Emails between teachers and parents should be positive and/or general in nature. Discussions involving serious problems and any/all protected information (grades, Special Ed, 504, medical or disciplinary matters) should occur in person or by telephone. Confidential information is never appropriate in email.
The network administrators will not intentionally inspect the content of e-mail sent by a user to an identified addressee, or disclose such contents to other than the sender, or an intended recipient, without the consent of the sender or intended recipient, unless required to do so by law or policies of Homewood City Schools, or to investigate complaints regarding mail which is alleged to contain defamatory, inaccurate, abusive, obscene, profane, sexually oriented, threatening, racially offensive or illegal material.
Using address books and distribution lists to send non-professional, unsolicited e-mail ("spamming") is expressly forbidden and will result in the termination of user privileges. The network administrators reserve the right to cooperate fully with each Homewood city, school, local, state and federal officials in any investigation concerning or relating to any mail transmissions.
Personal Devices and Storage Devices
Students are not allowed to bring personal computers or devices to school unless permission is granted by the Principal of the school. Students and teachers are not allowed to connect any personal devices such as computers, printers, and scanners to Homewood City Schools’ networks at any time. Any and all storage devices such as “jump” drives should be scanned before using on any Homewood City Schools’ computer systems.
Website Posting
Teachers and staff in Homewood City Schools are encouraged to take advantage of the website established for each school for publishing locally generated, educationally related materials. The website cannot be used for profit, for commercial purposes, for expressing personal opinions, or for editorializing. Appropriate use of this resource is critical to its continued availability. To this end, the following information will serve as a guide when monitoring and reviewing submissions for content and presentation.


  • Unless authorized by the Superintendent, NO ONE is allowed to post information using HOMEWOOD CITY SCHOOLS' name or make any appearance of representing HOMEWOOD CITY SCHOOLS or its constituents (teachers, classes, organizations, etc.) on any website other than the District website server.

  • Links should be used with great caution. If used, links should be checked frequently and a disclaimer given to the user upon leaving the any Homewood City website.

  • Links from pages housed on Homewood City Schools’ websites to personal blogs, social networking sites, advertisements, and/or personal web pages are prohibited.

  • Postings should not contain personal antidotes, references or commentary not consistent with projecting a positive, professional and unbiased image to the broader audience that this medium attracts. Refrain from making any editorializing commentaries. Postings should demonstrate a high level of writing, editing, and publishing skills. Please use peer review processes whenever possible. Web pages should conform to the organizational framework and structure of the posting site.

  • All staff should also be aware of and adhere to the laws, regulations and courtesies regarding intellectual property. The use of copyrighted material, without written permission of the owner, is unethical and illegal. The fair use provisions of the Copyright Law do not extend to Web publishing.

  • Student pictures or other personally identifying information can be used in accordance with the signed Homewood City Schools Technology Resources Agreement and FERPA guidelines. Group pictures without names are preferred when used on Website.

  • Demographic information should never be given on any student.

  • Written permission must be obtained from the student and parent before posting student work.



Purchase of Technology Resources
To ensure the compatibility and integrity of our system, all technology resources purchases such as hardware and software must be pre-assessed by the Principal or Asst. Principal in charge of Curriculum and the Technology Specialist at your school. The purchase of unauthorized software and hardware will not be permitted, installed or supported. All technology resources, regardless of funding, should be purchased from an approved contract or bid. Technology Specialist will be able to provide that information to staff.
