Santiago Island - Power Supply, Transmission and Distribution Lines Project
Part III- Rehabilitation, Reinforcement and Expansion of MV and LV Networks

   This invitation for bids follows the general procurement notice for this project that appeared in the issue of Development Business of 16 February 2008

   The Bidders are advised to visit and examine the site where the facilities are to be installed. Arrangements can be made with the DGIE/PEU at the address indicated:

4. 
   The Directorate General for Industry and Energy (DGIE) / Project Execution Unit (PEU) now invites sealed bids from prospective bidders for any or for all of the following lots:
   

Detailed engineering, manufacturing, testing, delivery to site, erection of MV equipment, testing at site, commissioning, basic training and repair of the defects during the Defects Liability Period for the 4 (four) switching stations, 13 (thirteen) secondary substations and about 130 km of single phased MV underground cables, including trench works.

Detailed engineering, manufacturing, testing, delivery to site, erection of MV equipment, testing at site, commissioning, basic training and repair of the defects during the Defects Liability Period for the 4 (four) secondary substations and about 35 km of single phased MV underground cables, including trench works.

(i) manufacturing, testing and delivery to site of the equipment for 13 (thirteen) LV networks, including metering and public lighting in the city of Praia; (ii) manufacturing, testing and delivery to site of the equipment for the 4 (four) LV networks, including metering and public lighting for the city of Assomada.

7. Interested eligible bidders may obtain further information from “Empresa de Electricidade e Água – ELECTRA, S.A.R.L.” (Mr. João Fonseca (j.fonseca@electra.cv)) and inspect the bidding documents at the address given above from 9:00 to 12:00 and from 15:00 to 18:00 (Cape Verde local time).

8 The instructions to bidders and general conditions of contract contained in the bidding documents comply with the World Bank's Standard Bidding Documents for the Procurement of Goods / Works.

9 Bids shall be valid for a bid period of 120 days after Bid Opening and must be accompanied by bid securities of € 100,000 in case of Lot 1 and € 80,000 in case of lots 2 and 3, in local currency or an equivalent amount in a freely convertible currency and be delivered sealed Lot by Lot, to the address below on or before the 27 of November 2009, at 17:00 local time. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend at the address below on the 27 November 2009, at 17:15 local time.
