SUMMARY:

Pre-purchase Condition Assessment Inspection of ‘M/V Name was carried out on 9th of March 2018 at Shanghai in China. The vessel was inspected whilst docking at HRDD Shanghai


The Class survey position is satisfactory with intermediate Survey currently in progress and last special Survey carried out on 9th of July 2017.
Classification is NK with notation:
NS*(BC-A), BC-XII, GRAB) (ESP)(PSCM)
Strengthened for heavy cargo loading where hold nos. 2 & 4 may be empty.
Condition of main deck was found satisfactory, well painted & marked though had some localized rust spots on cross decks & was covered with grit, dust because of dry docking works in progress.
General condition of engine room was found satisfactory .Bilges & tank top were found clean & devoid of water or oil accumulation . Machinery routine maintenance were checked & found equipment’s within the stipulated overhaul interval's.
Fore peak , no 1 P & S DB tanks & no 1 & 3 TST(S) tanks were inspected The condition of tanks were found satisfactory with paint coating & anodes intact & no significant damages, cracks or dents noted though significant mud deposits were found especially in the forward DB tanks .
Condition of Cargo holds though not blasted & painted during the current drydock was found good with paint coating intact , no dents ,deformation, scratch & rust marks on the bulkheads noted . Though tank tops had rust patches & some minor dents at a few places though not significant in nature were found.
Vessel has no open condition of class .
Vessel has extension from USCG for BWTS installation valid till next scheduled dry-docking after April 1, 2019. As per IMO vessel is supposed to comply with D2 regulation for Ballast water treatment system (BWTS) by first renewal survey of IOPP which in this case is 25th July 2020.
The vessel was initially not fitted with ECDIS & one ECDIS from Furuno was installed during the current drydocking of the vessel .
Condition of cargo gear cranes were found satisfactory. Vessel does not have grabs , as per vessel all four cranes are in good operational condition & has been recently used .
During routine checks during dry dock as per ship staff white metals particles were found in the stern tube bearings & clearances found exceeding hence tail shaft was disconnected & problem is being investigated & rectified .
Vessel has been built by Mitsui engineering & shipbuilding company Tamano ( Japan) & design and quality of construction is good also the general maintenance of the vessel was found satisfactory .
General maintenance of the ship, like greasing, painting, housekeeping was found satisfactory. The overall condition corresponds well to age and is satisfactory.

All ratings used within this inspection report are to be in accordance with the following Idwal Ratings/Nomenclature.

BALLAST TANKS & VOID SPACES
Fore peak , no 1 P & S DB tanks & no 1 & 3 TST(S) tanks were inspected The condition of tanks were found satisfactory with paint coating & anodes intact & no serious damages, cracks or dents noted though some significant mud deposits were noted especially in the forward DB tanks


GALLEY & ACCOMMODATION
Galley and accommodation spaces were found in good condition, clean and tidy. Though accommodation deck especially funnel deck needs some cleaning & upgradation Meat room & fish rooms were also inspected & found in satisfactory condition.


NAVIGATING BRIDGE & COMMUNICATING EQUIPMENT
The vessel was not fitted with ECDIS & one ECDIS(Furuno) was installed during the current drydocking of the vessel. Vessel to use paper charts as secondary means of navigation. Remaining bridge equipment including Radar, GPS, Echo sounder, VDR, gyro compass was found & reported to be in good working condition.



ENGINE ROOM, MACHINERY & MACHINERY SPACES
General condition of engine room was found satisfactory. Bilges & tank top had were found clean & devoid of water or oil accumulation . Machinery routine maintenance were checked & found equipment’s within the stipulated overhaul interval's


FIRE & SAFETY APPLIANCES
They were found in satisfactory condition. Inspection records found up-dated. No alarms or defects were noted in the fire alarm panel or any problems reported .



LIFESAVING EQUIPMENT
They were found in good condition. Vessel is equipped with free fall lifeboat Same was lowered to water level using davits recently & tried out successfully. Rescue boat’s, life rafts & lifebuoys were also found in satisfactory condition.


SAFE WORKING
Crew found using PPE & employing safe working practises though time was short to fully assess same.


POLLUTION CONTROL
Pollution control equipment were found in good order.




ONBOARD MANAGEMENT & CREW MOTIVATION
Onboard crew management was found satisfactory with crew found adequately motivated & happy during work hours.


CARGO SYSTEMS
Condition of Cargo holds though not blasted & painted during the current drydock was found good with paint coating intact ,no dents ,deformation, scratch & rust marks on the bulkheads . Though tank tops had rust patches & some dents at couple of places though not serious.
