Santiago Island - Power Supply, Transmission and Distribution Lines Project
Part I - Palmarejo Power Plant - Extension II

1. 
   This invitation for bids follows the general procurement notice for this project that appeared in the issue of Development Business of 16 February 2008.
   
2. 
   The Government of Cape Verde has obtained a loan from the African Development Fund and a loan from the Japan Bank for International Cooperation towards the cost of the “Santiago Island - Power Generation, Transmission and Distribution Capacity Development Project”, and intends to apply part of the proceeds of the loans to cover eligible payments under the contracts for Part I - Palmarejo Power Plant - Extension II. Bidding is open to all bidders from eligible member countries as defined in the ADB's Rules of Procedure for the Procurement of Goods and Works.

   This invitation for bids is done pursuant to the procedure of the African Development Bank Group as defined in the Appendix II of its Rules of Procedure for Procurement of Goods and Works, January 2000 edition.
   

4. 
   The Directorate General for Industry and Energy (DGIE) / Project Execution Unit now invites sealed bids from prospective bidders for the second extension of Palmarejo Power Station, located on the Santiago Island, 11 km from the city of Praia. The above mentioned second extension consists of the following:
   

• 
  Supply on a turnkey basis, including design, construction, delivery, erection and commissioning, of two diesel generator sets, medium speed units, with an unitary output between 10,000 and 12,000 kW, including civil works for the expansion of the power house, control room and switchgear room, and their electrical and mechanical auxiliary systems. The supply includes a new tank farm and a new fuel treatment house.

   The instructions to bidders and general conditions of contract contained in the bidding documents comply with the World Bank's Standard Bidding Documents for the Procurement of Goods and Works.

   Bids shall be valid for a period of 120 days after the bid opening date and must be accompanied by a security bond worth EUR 150 000, or its equivalent in local currency or even in any freely convertible currency. Bids must be delivered to the address below, on or before 17:00, local time, on the 19^th of February 2009. Late bids will be rejected.
