RESOLUTION 2008-120

A RESOLUTION COMMEMORATING AND HONORING THE LIFE AND PUBLIC SERVICE OF FORMER CITY COUNCIL MEMBER OSCAR N. TAYLOR, JR.; PROVIDING AN EFFECTIVE DATE.


WHEREAS, Oscar N. Taylor, Jr. grew up in South Jacksonville and attended Douglas Anderson School before entering the working world to support his family after the death of his father; and

WHEREAS, after working as a commercial fisherman and enlisting in the U.S. Army during World War II, Mr. Taylor was for many years an employee of the Atlantic Coast Line Railroad during Jacksonville’s heyday as an important center of rail travel; and

WHEREAS, while working as a passenger sales representative for the railroad in the 1960s, Oscar Taylor was given the task of organizing the Freedom Train that carried hundreds of civil rights activists from Jacksonville to Washington D.C. to participate in the 1963 March On Washington For Jobs and Freedom, at which Dr. Martin Luther King, Jr. delivered his famous “I Have A Dream” speech; and

WHEREAS, profoundly affected by the march and the civil rights movement, Mr. Taylor, himself a victim of racially-motivated intimidation earlier in his life, decided to put his hopes and beliefs into action in the political arena and in 1967 was one of four African-Americans elected to the first City Council of the new Consolidated City of Jacksonville on a platform stressing improvements in the city’s educational system and in basic public services throughout the community; and

WHEREAS, Oscar Taylor was the first African-American to be chosen as Floor Leader of the City Council, and blazed a trail for future generations of African-American leaders in the city; and

WHEREAS, Mr. Taylor continued to serve his community throughout the rest of his life in his church, as a Scout Master, in the Masons, and as a school crossing guard, always devoting himself to service of others and the promotion of the common good until his passing in May 2007; now therefore

BE IT RESOLVED by the Council of the City of Jacksonville:

Section 1. The City of Jacksonville hereby commemorates the life and public service career of Oscar N. Taylor, Jr., and remembers his years of outstanding service and dedication to the causes of progress and harmony in his home town. His contributions will be long remembered by all who knew him.

Section 2. Effective Date. This Resolution shall become effective upon signature by the Mayor or upon becoming effective without the Mayor's signature.
