RESOLUTION 2010-760-A

A RESOLUTION IN SUPPORT OF THE EFFORTS UNDERWAY TO PRESERVE, REHABILITATE AND MAINTAIN ATLANTIC COAST LINE LOCOMOTIVE #1504 AS A JACKSONVILLE LANDMARK; PROVIDING AN EFFECTIVE DATE.


WHEREAS, on September 22, 2009, the Jacksonville City Council, by Ordinance 2009-650-E, designated ACL Locomotive #1504 as a City of Jacksonville Landmark for its rich history as an integral part of the railroad era in Jacksonville; and

WHEREAS, ACL Locomotive #1504 was built in 1919 by the American Locomotive Company in Richmond, Virginia, designed by the United States Railway Administration as part of its World War I commitment in standardizing manufacturing specifications for coal burning steam engines; and

WHEREAS, prior to its retirement in 1952 as the last of its kind in operation, ACL Locomotive #1504 had a long, magnificent history transporting passengers between Richmond and Jacksonville, hauling popular and well known trains such as the Miamian, the Florida Special, the Palmetto Limited, the Southland, the South Wind and the Dixie Flyer; and

WHEREAS, ACL Locomotive #1504 is the only remaining original United States Railway Administration locomotive in the country in its almost original condition and was designated in 1990 as a National Historic Mechanical Engineering Landmark by the American Society of Mechanical Engineers; and
WHEREAS, CSX, a successor railroad company of Atlantic Coast Line, donated ACL Locomotive #1504 to the City of Jacksonville in 1986 and has been on display at the Prime Osborn Convention Center; and

WHEREAS, through the years, exposure to the elements and the lack of consistent on-going maintenance has caused considerable deterioration to this proud locomotive and the North Florida Chapter, National Railway Historical Society, Inc., the Southeast Chapter of the Railway & Locomotive Historical Society, and the Florida Railroad Company, Inc. have all expressed concern and are committed to the preservation and maintenance of ACL Locomotive #1504 and the City of Jacksonville is supportive of those efforts; now therefore

BE IT RESOLVED by the Council of the City of Jacksonville:

Section 1. Support. The City Council of the City of Jacksonville supports the ACL #1504 Preservation Group’s efforts to establish a non-profit corporation whose purpose would be to raise funds for the preservation and maintenance of ACL Locomotive #1504 as a City of Jacksonville Landmark.

Section 2. Effective Date. This Resolution shall become effective upon signature by the Mayor or upon becoming effective without the Mayor's signature.
