RESOLUTION 2016-815-A

A RESOLUTION HONORING AND CONGRATULATING REAR ADMIRAL Mary M. Jackson for being nominated as vice admiral and commander of naval installations command, and RECOGNIZING her accomplishments AS SHE RELINQUISHES COMMAND OF Navy Region Southeast; PROVIDING AN EFFECTIVE DATE.


WHEREAS, Mary Jackson, a native of Wimberley, Texas, graduated from the United States Naval Academy in 1988, where she earned her bachelor’s degree in Physics with an emphasis on Oceanography; and

WHEREAS, Rear Admiral Jackson earned a graduate degree from George Washington University in Engineering Management and is qualified as a joint specialty officer; and

WHEREAS, Rear Admiral Jackson, while at sea, served on ships in both the Atlantic and Pacific fleets with deployed operations in the Atlantic, Caribbean, Arabian Gulf, Indian Ocean, Mediterranean Sea, Black Sea and Western Pacific areas of operation; and

WHEREAS, Rear Admiral Jackson’s ashore assignments included the United States Naval Academy; US Joint Forces Command; Naval Surface Forces, Atlantic Fleet; and Navy Personnel Command; and

WHEREAS, Rear Admiral Jackson has served as executive officer at Naval Station Norfolk and subsequently commanded Naval Station Norfolk; and

WHEREAS, most recently, Rear Admiral Jackson served as Chief of Staff to Commander, Navy Region Mid-Atlantic before she assumed command of Navy Region Southeast in Jacksonville, Florida on July 18, 2014, where she oversees 17 naval installations in the Southeast United States and Guantanamo Bay, Cuba, including Naval Station Mayport and NAS Jacksonville; and

WHEREAS, Rear Admiral Jackson has been a key figure in Jacksonville’s military community, during her tenure here she has been active with the Jacksonville Chamber of Commerce, Generation W, has served on numerous board and panels and has served as a guest speaker at many local events; and

WHEREAS, President Barack Obama has nominated Rear Admiral Jackson to the rank of Vice Admiral and Commander of Naval Installations Command, which is responsible for overseeing 70 Navy installations throughout the world, and will relinquish command Navy Region Southeast; now therefore

BE IT RESOLVED by the Council of the City of Jacksonville:

Section 1. The City of Jacksonville hereby honors and congratulates Rear Admiral Mary Jackson for her outstanding service career upon the occasion of her nomination by President Barack Obama to the rank of Vice Admiral and command of Naval Installations Command, and hereby recognizes her accomplishments as she relinquishes the command of the Navy Region Southeast, and wishes her much success in her future assignments. Her contributions to the Navy and to the Jacksonville community are gratefully acknowledged and will be long remembered.

Section 2. Effective Date. This Resolution shall become effective upon signature by the Mayor or upon becoming effective without the Mayor's signature.
