Roles and responsibilities The following are the three key roles in the SCE Management process Project Managers have single point accountability for establishing Technical Integrity in the Asset’s project phases Asset Managers have single point accountability for safeguarding Technical Integrity of their Assets for the Operate and, as appropriate, Abandon phases. They are also accountable for ensuring that the Technical Integrity of existing Assets is maintained at a tolerable level, both in terms of the physical hardware and supporting processes. The Project and Asset Managers are jointly accountable for successfully managing the transition from the Asset’s project phases to the Operate phase. • Technical Authorities are responsible for providing discipline specific technical advice and support to the Project and Asset Managers and are the owners of the performance standards for their assigned SCE groups. Technical Authorities will be identified in accordance with the EP Discipline Controls and Assurance Framework (DCAF). SCE Management tools The following mandatory tools (see boxed note) shall be used in EP for managing and reporting the SCE Management process during an Asset’s Operate phase CMMS - for managing the tasks and results recording Total Reliability (TR) Measures dashboard - for performance indicator reporting and trending Facilities Status Reporting (FSR) tool - for status reporting and deviation management. These tools shall be established by the project team during the Asset’s Execute phase and operated and maintained during the Asset’s Operate phase. However, in some specific cases, performance assurance task results maybe best recorded outside of the CMMS. This should only be considered if the assurance task outcome, i.e. pass/fail, requires evaluation of multiple variables, e.g. assessment of a pressure vessel’s suitability for continued service or assessment of wells against the well failure model. Where it is agreed that results are recorded outside of the CMMS, the following conditions shall be met The performance assurance task execution is managed (planned, prepared, scheduled and task completion recorded) in the CMMS. • The results are recorded in a tool which has adequate change, access and other controls and is approved by EP’s IT organisation, e.g. PACER, eWIMS. • Failed performance assurance tasks initiate a follow-on corrective notification in the CMMS, preferably through an interface between the application and the CMMS.
