NATURE OF WORK

Serve as the first level of public contact for the Minneapolis 911 Center, answering and classifying calls for emergency assistance involving police, fire or medical emergency and other public service requests.

TYPICAL DUTIES AND RESPONSIBILITIES


(Including, but not limited to, the following)

  • Answer emergency (911) and non emergency calls-on fourteen 911 lines, six non-emergency lines, and seven administrative lines.

  • Upon answering the Operator uses a critical questions process to determine if the call is an emergency or not.

  • Operator needs to identify if the call is Police, Fire, or Emergency Medical related.

  • Non-emergency calls are placed on hold for emergency calls.

  • Enter missing child reports in the National Crime Information Center (NCIC) computer database and fill out paperwork for Channel 7 to enter information (to remove) when the child is found if notification is received.

  • The operator may initiate phone tracing in emergency situations with special procedures for landlines and cell phones, using cross directory search, subpoenas, special forms for cell phones, or verbal communication with providers.

  • Incident in progress calls require the Operator to keep the person on the line until the Police Dispatcher advises regarding release.

  • Operate the Channel 7 information radio station, handling incoming radio messages from Minneapolis City Police, Traffic Control Agents, Metro Transit Police, and the Public Works Signal Truck.

  • Take requests for tows, Street Department services, Hennepin County Detox and contact the appropriate agencies to initiate these activities.

  • Process warrant checks for MPD per requests, with Hennepin, Ramsey, and Anoka Counties, and on NCIC.

  • Make checks on license plates, and other items such as guns, bicycles, and other items in NCIC/CJIS per requests.

  • Monitor messages from PS Portals a State computer system from the City’s Computer Aided Dispatch

  • Enter information about missing children into NCIC and PS Portals as required.

  • Send teletypes using PS Portals for incidents starting in Minneapolis that may effect other agencies.

  • Enter off duty numbers for MPD and MPPD Officers into CAD and sign on if the Officer Does not have a computer link. These numbers are used as call signs during shift.

  • Mark off personnel as they check-in when required, getting badge number, team specialty, and related information, add necessary information to the call.

  • During storms collect information on power outages, downed trees, and blocked streets and fax this information appropriate agencies every 30 minutes.

  • Operate the Shot Spotter (part of Channel 7 Operators job)

    • Listens to Shot Spotter to determine if they are gun shots or not.

    • If determined to be shots fired, call for a police response, relaying information on direction, number of shots fired, location etc.

  • Operate the ‘Bait Car’ program when required.

  • Experienced operators may be required to provide on the job training to new employees coaching them in all aspects of the 911 operator position.


MINIMUM QUALIFICATIONS: High School Diploma or equivalent.
EXPERIENCE: One-year experience in a similar or related position.
LICENSES/CERTIFICATIONS: Annual Minnesota Criminal Justice Data Network Certification.

OTHER SPECIFICATIONS

  • Completion of FEMA incident systems courses.

  • Satisfactory completion of extensive simulation and on-the-job training in Fire, Police and E.M.S. procedures and methods of operation of computer assisted dispatch.

  • Knowledge of geography of the City of Minneapolis.

  • Knowledge of services provided by the City, County, State and Federal Agencies.

  • Knowledge of mandatory and discretionary procedures and specialized equipment used in the Emergency Communications Center.

  • Good Speech and Grammar skills, and good knowledge phone techniques.

  • Ability to gain control of conversations with irrational, confused or hysterical callers and access situations rapidly and accurately.

  • Ability to perform under pressure and high levels of stress.

WORKING CONDITIONS: Normal with constant exposure to CRT Terminals.
