1 Program Overview

1-1 Purpose


This program aims to invite youths to Japan from other countries, in the wake of the Great East Japan Earthquake that occurred on March 11, 2011, to show them the efforts underway at disaster-affected area that are vigorously making recovery initiatives, and to promote understanding on reconstruction in Japan.
The program includes interaction with youth in disaster-affected area, participation in recovery support activities, and other projects, and it is expected that the youth invited will relay the current status of Japan’s reconstruction to the people of their countries through report presentations and other means of communicating their experience in the disaster-affected area after returning to their home countries.

University students, graduate school students, and others from the 10 ASEAN countries (Brunei, Cambodia, the Philippines, Indonesia, Laos, Myanmar, Malaysia, Singapore, Thailand, Vietnam), India, Australia, New Zealand, and East Timor

2 Course Overview


A total of 56 people will be accepted for the four courses. Please refer to the attachments for details on the program courses.

  • A: Field Work Program: Reconstruction after the Great East Japan Earthquake and Revitalization in the Region (Iwate Prefecture)

The participants will be involved in “Hometown Regeneration Support” in Tono, Iwate Prefecture and the earthquake recovery programs in which JOCA is engaged in the coastal areas of Iwate Prefecture, while experiencing hands-on study of local recovery efforts.

University and graduate school students with an interest in regional revitalization programs

A program completion certificate will be issued by JOCA.




  • B: Field Work Program: Reconstruction after the Great East Japan Earthquake and Industrial Restoration (Miyagi Prefecture)

An area including the coastal regions of Miyagi Prefecture, with Sendai, Miyagi Prefecture (JOCA Sendai Office) as the hub

The participants will be involved in the earthquake recovery program in which JOCA is engaged in Miyagi Prefecture, while participating in earthquake recovery programs undertaken by the government, private companies, civil organizations, and all kinds of groups, and experience hands-on study of recovery and industrial restoration efforts.

  • C: Study Program + Field Work Program: Human Resource Development for Peacebuilding and Reconstruction after the Great East Japan Earthquake and Industrial Restoration (Hiroshima Prefecture)

[overview]


In Hiroshima city, which has launched the “Hiroshima for Global Peace” Plan, the participants will experience hands-on study of the human resource development and international contribution initiatives carried out by local governments, universities, and private organizations, with universities in the city of Hiroshima as the hub. The participants will hear lectures on the outline of the reconstruction and periodically visit disaster-stricken areas to learn the situation of the reconstruction.

University or graduate school students with an interest in peacebuilding

The participants will be enrolled in a designated university in the city of Hiroshima. A credit completion certificate will be issued.

[overview]


The participants will audit lectures at the designated universities. The participants will hear lectures on the outline of the reconstruction and periodically visit disaster-stricken areas to learn the situation of the reconstruction.

University and graduate school students who desire to take classes at Japanese universities (designated universities)

[Other]
The participants will be enrolled in a designated university. A credit completion certificate will be issued.



3 Overview for Applicants

3-1 Requirements


1) Must be a university or graduate school student.

2) Must have sufficient English ability to participate in this program.

3) Must have a desire to relay the knowledge and learning from this program in Japan after returning to home country.

4) Must be physically and mentally healthy.

5) Must be a young person (over 18 years old) residing in an eligible country/region with that country’s nationality, or with permanent residence status in that country.
Please note that the following persons cannot be accepted into the program.

1) Persons in the military or affiliated with a military

2) Persons ineligible to be granted a Japanese visa

3) Persons staying in Japan or having their livelihood primarily based in Japan, or those who plan to do so



3-2 Number of Persons to be Accepted


A total of 56 people will be accepted for the four courses.

Note: Application forms must be submitted to each university when the designated university for the C or D courses finalizes the participants. Eligible persons will be contacted by the implementation group as soon as the decision is made.
Notes for Filling Out the Forms


  • Please use a black or blue ball-point pen. Print in BLOCK LETTERS. Alternatively, the application forms may be downloaded from the website and written on a PC.

  • Please use the designated forms.

  • None of the submitted documents will be returned.



3-4 Deadline for Application Documents


Please send the documents by July 20 (Fri.), 2012 by email or FAX.

3-5 Notification of Results


The selection results will be sent by e-mail or fax by July 25 (Wed.).
[Preparation for Coming to Japan]

(1) Passport

Please obtain a passport. If you have a passport, confirm that the period of validity of the passport is sufficient. If the period of validity does not last through to the end of the program, renew the passport.
(2) visa for your stay in Japan.

Those whose participation has been finalized will be contacted immediately regarding the procedures. Please go through the procedures to obtain a visa at the Japan’s diplomatic offices.


(3) Alien Registration

Alien registration is required after coming to Japan, since this program involves a stay of more than three months in Japan. Please bring five photographs of the face (4.5 cm high by 3.5 cm wide) for alien registration purposes.


(4) Refusal of the program

If, after application, a possibility that you must refuse to participate in the program for unavoidable reasons occurs, please contact the implementing agency promptly.



4 Accommodation

The participants will stay at facilities designated by the implementation organization during the program, as specified below. The participants may not choose their own lodging facilities. (There is no need for the participants to reserve accommodation.)

Lodging facilities in Tokyo will be used during the orientation upon arrival in Japan.


Note that the participants will visit disaster-affected area three times during the program, which will be organized by Japan International Center (JICE). During those visits, all the participants will be accommodated by homestay or in hotels arranged by JICE.


5 Expenses, Insurance, Etc.

5-1 Expenses


The implementation group will cover the following expenses for the participants.
(1) Round-trip plane ticket: Plane ticket with date, time, and route designated by the implementing agency

(2) Transportation costs: Cost for transportation from the participant’s residence to the airport of departure, and transportation fees incurred on the program in Japan

(3) Visa: Fees for obtaining a visa

(4) Expenses during stay: Expenses for accommodation, meals, educational materials, school commuting, and others will be covered according to stipulations

(5) University tuition fees: Covered for courses C and D only

(6) Insurance sign-up fees

(7) Other expenses required for participation in the official program

5-2 Benefits


(1) Insurance

The participants will be covered by travel accident insurance.


(2) Medical Care

The abovementioned insurance will be applied for examinations and visits to public medical facilities. Please note that treatment cost for existing conditions, dental care, etc that is over the upper limit of the insurance will not be covered.

If a participant wishes to be covered to a level exceeding the abovementioned insurance, the participant needs to take out an insurance policy at his/her own expense.


(3) Support Structure

JOCA (the implementation organization) will provide support for the participants for their stay in Japan, such as homestay, and related matters. On courses A and B, a program coordinator will accompany the participants during field work.


A counselor familiar with the conditions of each participating country will be available to provide support and advice to participating students.
Contact points and a support structure in case of emergencies, and a counseling system are available to ensure that the participants can engage in the program with peace of mind.


6 Discontinuation of Eligibility for Participation


The participants may have to discontinue the participation, stop receiving their benefits, and be forced to return to their home country in the event that any of the following occur, in which case the participants may be responsible for the expenses for returning to their home country.
1) The participant violates the laws of Japan or commits acts that disturb the social order (including sexual harassment, etc.)

2) The participant violates the rules of the program implementation organizations (including universities) in a flagrant manner

3) It is infeasible to continue the program for reasons of deliberate or flagrant delinquency or negligence by the participant

4) The participant decides to quit the program at his or her own discretion

5) It is infeasible to continue the program due to injury or disease of the participant

6) A false statement is discovered in the information filled out in an application document

7) It is deemed infeasible to continue the program for any other major reason


7 Other Points of Note


The following are not permitted during the participant’s stay in Japan.
1) Accompaniment or bringing along of family members, living with family members, or temporary return to one’s home country during the program

2) Driving an automobile or motorcycle

3) Government activities or for-profit activities

4) Part-time work or other employment
