Regarding the trees on Main Street in front of the Majors residence: last fall Ron Majors informed the Council that he would rather maintain the trees than for the Town to do this. At this time, the matter has not been taken care of. Mr. Farley will talk to Mr. Majors about this and if the matter is not resolved, then Mr. Dixon will serve written notice which will include a fair deadline to get the trees trimmed.

In addition, the clerk will follow up with the Northern Hamilton County Chamber of Commerce regarding bathrooms and trash collection for the Atlanta Express to be held June 17th.
OLD BUSINESS
Water Grant Project. Steve Brock, Therber and Associates informed the council that the State Revolving Fund is willing to give the Town extra funding which will mean that the Town will only need to finance about $141,000 for the water project. He presented the Council with the completed water rate study. The Council was pleased to hear that the rate increase will only need to be 2.18% to fund the loan.

Ordinance 05-2017-02 AN ORDINANCE AMENDING THE RATES AND CHARGES FOR THE WATERWORKS UTILITY was introduced.
Ordinance 05-2017-02 AN ORDINANCE AUTHORIZING THE ACQUISITION CONSTRUCTION AND INSTALLATION BY THE TOWN OF ATLANTA, INDIANA OF CERTAIN IMPROVEMENTS AND EXTENSIONS TO THE TOWN’S WATERWORKS, THE ISSUANCE AND SALE OF REVENUE BONDS TO PROVIDE FUNDS FOR THE PAYMENT OF THE COSTS THEREOF, AND THE COLLECTION, SEGREGATION AND DISTRIBUTION OF THE REVENUES OF SUCH WATERWORKS AND OTHER RELATED MATTERS was introduced.
Stu Savka, Triad Associates presented a letter to the council which summarized the bid tabulation for the Water Grant Project. It is Triad’s recommendation that the Town hire low bidder, Watson Excavating for this project.

Mr. Phifer made the motion to hire Watson Excavating and Mr. Benge seconded. The motion carried with a unanimous vote.

AYE: Mr. Farley, Mr. Phifer, Mrs. Van Hook, Mrs. Price, Mr. Benge

Triad Associates will notify Watson Excavating.


Orange Youth Baseball Contract. Council members agreed that a conference call with Town Attorney Manny Herceg would be the best way to proceed with drafting the revised contract. After that, they discussed meeting with OYB and Mr. Herceg at 6 p.m. prior to the council meeting on May 23rd.

Mrs. Cook will contact Mr. Herceg.


Fire Department. Mr. Farley reported that he has left a message for Todd Gullion to call him regarding the Atlanta Volunteer Fire Department.

Hoosier Heritage Port Authority Application Fees. Mr. Phifer reported that he spoke to Hamilton County Commissioner Mark Heirbrandt and Mr. Heirbrandt informed him that the HHPA has agreed to waive all fees to the Town regarding the application to bore under the railroad tracks on County Line for the Water Grant Project.
NEW BUSINESS
Resident Hardship. Over the past weekend, Russ Elder and a couple of other citizens constructed a small detachable deck on the front of the little house on the BIP property. The citizen residing there is handicapped and was having a difficult time getting in and out of the house. They learned that they constructed the structure on Town property and bypassed the permit process. The Council agreed to waive the permit fee and allow the structure to remain until such a time that the present occupant moves. The Town is asking that the property owner, Robert Taylor, sign an indemnification and hold harmless form. The clerk will contact Mr. Herceg about this.
Grass Clippings on Town Streets. The clerk asked Mr. Dixon if there was a local ordinance which addresses this to which the answer was ‘no’. At the direction of the Council, the clerk will contact Mr. Herceg to have him draft a local ordinance prohibiting this.
Demolition Fees. Mr. Farley asked if the Town’s demolition permit fees were too high. Mr. Emmert’s response was that they are lower than most surrounding communities.

With no further business to discuss the claims were signed and the meeting adjourned at 8:50 p.m.
