The Approved List of External Supporting Partners contains organizations that have applied to become partners in school improvement in the State of West Virginia as of April 19, 2010. Other entities can still apply in this rolling application format.


The descriptions of services the organizations can provide and contained therein do not represent any preference of the West Virginia Department of Education. Furthermore; the descriptions of services, components of the plan of the provider, cost, or qualifications of the provider contained in this document are not meant to be taken as comprehensive. Should you wish to carefully examine the application of the provider or the submitted appendices, we suggest you either contact the provider or contact the Office of Organizational Effectiveness and Leadership to examine any Approved External Partner Application in detail to assure that you have the pertinent information needed for your school or district to make an informed decision.
We have included two attachments at the end of the list of Approved External Partners.
The first attachment is for a provider you currently contract with and want to continue that contractual arrangement. This vendor does not need to submit an External Supporting Application unless they want to offer their services to other districts in West Virginia.
The second attachment offers you the opportunity to add an individual you contract with to provide services in your district.

  • National team of content area consultants, leadership support providers and school coaches that have documented record of success in all facets of school development and coaching. Experience in national and international schools, research, curriculum, assessment and consulting.

Targets of Support—High School

    • English/reading: Assist schools to enroll academically struggling students into four years of college preparatory English that engages students in reading 8-10 books each year with a balance between expository and literature

    • Mathematics: Assist schools to teach academically struggling students to enroll in four years of mathematics.

Targets of Support—Middle School

  • English/reading: Assist schools to align seventh and eighth grade English/reading to college preparatory English I and college readiness standards. Assist schools to develop a literacy plan.

  • Mathematics: Assist middle grades schools to align mathematics curriculum and instruction to Algebra I and college readiness standards.




  • Instructional Interventions

    • Create a “Failure is Not an Option” culture

    • Create support courses for students lacking skills

    • Redesign student experiences in grades seven, eight and nine to ensure more students complete Algebra I and college preparatory English I.

Qualifications of Organization: The organization has a history of working with schools across the southern regional educational district. There are 112 staff members of which 59 work exclusively with middle grades and high school improvement. SREB uses a cadre of over 100 professional development providers
The organization’s staff is highly qualified having been former practitioners and researchers with much experience in school improvement work.
Cost: $135,080.00 annually per school

  • Closing the Achievement Gap—self assessment and capacity-building system

Qualifications of Organization:


  • Currently has 9 state partnerships—which include urban and rural school systems, charter schools, individual schools, Bureau of Indian Affairs schools, and Department of Defense schools

  • Staff includes professionals who have extensive training in curriculum and instruction

  • Teaching certifications of staff: elementary education, reading, special education,

  • Specializes in literacy and RTI, mathematics, positive behavior, English learners, Parent Outreach, and Assessment

Components of the Plan (Services):

  • Bridge to Algebra, Algebra I, Geometry and Algebra II

  • Differentiated instruction that helps students to succeed in math as a gateway to graduation and 21st century workforce.

  • Carnegie Learning Blended Math Curricula integrates interactive software, text, and collaborative classroom activity for core, full-year math instruction.

  • Cognitive Tutor Software may be customized as a supplemental for intervention programs.

  • All solutions are supported by ongoing Carnegie Learning Professional Development Services to ensure fidelity of implementation and improved teacher effectiveness.

  • Will provide textbooks and software as well as supporting professional development programs for teachers of mathematics.


Qualifications of Organization:

  • Carnegie Learning personnel will include members of their management team, cognitive scientists, customer support and Managers of School Partnerships, a team of instruction math coaches who will develop a comprehensive implementation and ongoing support plan.

  • Develop leadership skills in school leaders to become direct and active involvement in data analysis and monitoring of improvement efforts.

  • Provide explicit strategies to improve teacher effectiveness based upon data conducted in a non-threatening “Find Solutions, Not Fault” environment.

  • Develop a professional learning community through unity of purpose in data meetings focused on student data and the connection to effective instruction.

  • Monthly antidotal reports to school leadership team/principal relative to:

    • Progress monitoring rate of completion

    • Instructional Focus improvement efforts

    • Tier 2 progress reports

  • Promote and sponsor family oriented language activities and events

Qualifications of Organization: Data Matters, LLC is staffed by Stephen B. King, owner. He served as a principal of Mountainview Elementary in Monongalia County for 16 years. During that time Mountainview Elementary was named a WV School of Excellence. His school reduced K-3 struggling readers by 70% between September 2004 - January 2007. He previously served as principal at Second Ward Elementary for 12 years.

    • Uses VAL-ED 360 degree assessment of leadership to assess the effectiveness of school leaders and to elicit suggested clusters of behavior for improvment

  • Digital curricular resources accompanied by reporting systems will allow administrators to see patterns of classroom usage

  • Use of high quality assessments

    • Universal Screener/benchmark assessments include classification accuracy, efficiency and consequential validity

    • Formative assessments through progress Zone provide discrete data points and demonstrate growth over time

    • Response to intervention progress monitoring with Curriculum Based measures informs instruction and management techniques.

  • Providing technical assistance to sustain program

  • Evaluate the program; reports generated for stakeholders quarterly
