Hugo Harmatz - 2018 Law Enforcement on Trial. Pitfalls to Avoid

This course of instruction will target major issues which plague law enforcement trainers. Discussion on training and failure to train will be perused with specific cases reviewed. Key issues in litigation and trial preparation will be learned. Use of force and current cases concerning law enforcement proposed errors will be significantly discussed.

Mr. Harmatz has been a professor of criminal, constitutional law as well as law enforcement training issues for numerous years. He has been involved in representing law enforcement official(s) in trial. Mr. Harmatz is licensed to practice law in NJ, NY, IL, DC, MA, PA as well as in a number of Federal Courts and the United States Supreme Court. He has also served as counsel to a number of embassies.

Daryell Harmon - ASP Tactical Flashlight Instructor

This course is revolutionary in how it trains officers in the utilization of the flashlight. Many other courses place the flashlight with the firearm. This course is designed for the officer not utilizing a firearm. ASP teaches the officer to use illumination as a defense tool - not an impact weapon. The flashlight is a mandatory piece of LEO equipment, but as a community, little training is done with it...until now.

Daryell Harmon spent 16 years as a Law Enforcement Officer and retired early from the Dallas Police Department (TX) as a Sergeant. With a passion for teaching, he has been specializing in Use of Force Training since 2003. Responsible for the development and implementation of curriculum for 3,500 in-service officers of the Dallas Police Department, Daryell certified as an ASP Trainer, FBI DT Instructor, PPCT Instructor, Controlled FORCE Instructor, Master TASER Instructor and many more.

William Harvey - Special Event Planning for large scale events - How to and Tips

Preparing plans for larger scaled planned events (5K foot races to week-long special events) requires a different skill set when completing safety planning that includes all of emergency services and other support personnel, not counting attendees and vendors. Using an ICS/NIMS basis as a foundation but allowing local adjustments ensure success.

Chief Harvey has over 45 years of emergency management experience (police, EMT, FF and EOC operations). Currently a chief of police, emergency manager and member of AH-IMT. ILEETA Advisory Board member and has been publishing for over twenty years in several law enforcement related journals and sites.

Paul Hasselberger - Leadership and the FTO Unit

Many administrators understand the importance of training new officers using a standardized training program. While the model the agency adopts to accomplish this goal is an important decision, staffing the training unit with high quality trainers is universally critical. This course is designed to examine the role leadership skills play in developing the talents of the training officers, and the benefits the development of these leadership skills has to the department, training unit, and trainee.

Paul is a lieutenant with the Clifton (NJ) Police Dept. and has been instructing since 2008. After designing and implementing his agency's Field Training Program, he founded the NJ State Chapter of the National Association of FTOs (NAFTO). Paul has taught over 250 FTOs nationwide in 2017, and is a current member of the NAFTO’s National Executive Board. He holds degrees in psychology and criminal justice, and is currently earning his Master's Degree from Seton Hall University.

Sean Hendrickson - Use of Force by the Numbers

This course will provide students with strategies to teach new and veteran officers how to begin moving a post-incident analysis forward to the decision making process. These strategies are also instrumental in teaching how to write a Use of force report that will accurately and legally substantiate the incident. Additionally knowledge of these strategies will help guide policy decisions on Use of Force.

Sean Hendrickson is a Use of Force instructor at the Washington State Criminal Justice Training Commission, where he has worked since 2012. Sean has 18 years of experience in law enforcement prior to working for the CJTC. Sean has provided expert legal opinions on Use of Force and currently instructs Use of Force to new students at the Basic Law Enforcement Academy in Washington State

Peter Hetrick - Advanced Camera Friendly Control and Compliance That Works

This course will expand upon previous class of 2017, presenting additional control and compliance tactics for use on a resisting subject. Finger, wrist, elbow, and shoulder compliance will be utilized from standing and prone positions.

Peter W. Hetrick is an accomplished martial artist with over 35 years of training and DT instructor. He has 7 years with Rock County (WI) Sheriff Department, and has been involved with teaching DT at UW-Platteville WI, Security personnel for over 20 years, and has been an instructor at ILEETA for many years, as well as MTOA and LETOA. He has taught martial arts internationally as an assistant to one of Bruce Lee's original students.

Bob Higginbotham - Behavior Analysis: Detect Deception in Formal/ Roadside Settings

This is an opportunity to use behavioral science to contrast less-intrusive techniques to identify truth or deception. You will learn how research-based behavioral indicators can guide investigative focus once a subject has been engaged in casual conversation and/or in a semi-/formal interview processes. Instructors can contrast this methodology with conventional interview training. This skill can be used as a force multiplier/resource allocation tool, allowing you to quickly determine on whom to focus your investigative efforts and which subject can be removed from suspicion.

Captain Bob Higginbotham M.A. (Ret.) has served as a Sniper-Team Leader, SWAT Tactical Supervisor, and Detective Sergeant. Bob incorporates cognitive and psychosocial research to produce combat effectiveness and a unique perspective to high-yield human performance. Bob specializes in Affect Script Psychology, real-time interpretation of human behavior and non-invasive interview stratagem. Bob is a Board Member of the Tomkins Institute and a founding member of the Emotional Intelligence Academy.

Steven Holmes - Training Simulators and Situational Awareness

Fifty-Thousand officers were assaulted or killed in 2015. Could these incidents have been prevented if the officers had more training in situational awareness? Situational awareness allows for an officer to develop a plan for a course of action that will provide them the opportunity to assess, and minimize risk to themselves and the public. Using training simulators, officers can safely learn to recognize warning signs before they are put to task in a real-world situation. This course will provide members with training objectives for including situational awareness into simulation training.

Steve Holmes currently is an instructor for Ti Training. Steve has 21 years of law enforcement experience, and retired as a Sergeant from Golden, Colorado. He held numerous positions during his career in law enforcement including patrol, narcotics, professional standards, and training. Steve is a graduate of the FBI National Academy and the Northwestern School of Police Staff and Command. Steve holds a BA in Sociology from DePaul University and a MCJ from the University of Colorado.

Patrick Horine - Developing and Validating Training

This four-hour course is designed for instructors who develop curriculum. Many instructors are tasked with developing classes yet receive little to no training on how to do so. The goal of this course is to provide a practical and simple method to develop curriculum in a timely manner. In this course, students will learn how to apply the instructional design model to develop valid, well-designed instruction. Topics include proven techniques and tools for simplifying the process, validating curriculum, evaluating curriculum, and methods for standardizing training among multiple instructors.

Mr Patrick Horine has over 35 years experience in law enforcement and law enforcement training. He served in Marine Corps law enforcement as a Watch Commander, Police Academy Instructor, and Criminal Investigator. He has a Master of Science in Educational Leadership from Troy University and attended the FBI National Academy 194th session. He is a Missouri POST Generalist and Specialist Instructor and serves as the Senior Curriculum Developer for the Marine Corps Police Academy.

Richard Hough - Street-Level Decision-Making

The course provides attendees with a review of current trends in media and public interest in arrest events. A presentation of the process of decision-making takes attendees through the dynamics of situations that involve psychological hesitancy or resistance and can escalate to resistance or arrest. The course looks at contemporary psychological and management research along with what works and why officers, trainers, supervisors need to reexamine their decision-making skills and habits.

Dr. Richard Hough is a career-long law enforcement and corrections practitioner, administrator, and trainer and he continues to consult in the areas of use-of-force, police procedures and policy, and criminal investigations. Dr. Hough has been an expert witness in use of force, police practices, and criminal investigations cases for 25 years and has taught defensive tactics for more than thirty years.

Glen Hoyer - LEOSA Policy & Procedure

The course will review highlights of the law and assist the agency and/or officers with what records should be kept, what information should be on the Identification Credentials, the Annual Qualification card and considerations for the type of course of fire that should be utilized for the retired officer qualification.

Glen Hoyer a career law enforcement officer, retired as a Captain after 25 years of service, from the Lexington County Sheriff’s Department (SC). He worked uniformed patrol, investigations, S.W.A.T., and as a canine handler. He has been a firearm instructor since 1986 in many disciplines and began working part-time for the NRA Law Enforcement Division in 1996. After retiring he was hired as the Law Enforcement Training Manager at the NRA and was later promoted to the Division Director.

Charles Huth - 7 Traits of Effective Leaders

This course is a mixture of lecture and open discussion designed to promote understanding and regard for the perspectives of direct reports. It is designed to prepare the law enforcement leader to manage personnel in socially challenging and diverse situations. This session will help illustrate how a frame of mind that is regarding of others impacts interpersonal communication, relational trust, and accountability in a complex environment. The course introduces the concept of objectification and how we tend to see others only in terms of how they get in our way, indulge us, or don’t matter.

Major Charles ‘Chip’ Huth has 26 years law enforcement experience and currently serves as a Commander with the Kansas City, MO Police Department. He formerly led the Street Crimes Tactical Enforcement Team and has planned, coordinated, and executed over 2500 high-risk tactical operations. He is a licensed national defensive tactics trainer, a court certified expert witness in the field of police operations & reasonable force, and the state of Missouri’s defensive tactics subject matter expert.

Michael is a certified FLETC Driving Instructor, CrossFit Level 1 certificate holder, and certified Cooper Institute Law Enforcement Fitness Specialist. He also testifies as a use of force expert witness.

Thomas Jackson - Reviewing Force on Video, Simple Steps to Clarity

This course will provide attendees with an understanding how video affects the viewer, and can erode an objective assessment of force captured on video. The attendees will then receive instruction on how to manage their perception and maximize their objectivity in the assessment. Finally, the attendees will receive specific ideas on how to manage the aftermath of a force incident captured on video, both externally and internally.

Retired Deputy Chief Thom Jackson spent 23 years as an officer of the NV Department of Public Safety in Las Vegas. His career focused on Use of Force, Training, and Leadership. Deputy Chief Jackson was awarded several commendations, including the LVMPD Unit Valor and the DPS Meritorious Service for his leadership at the Bundy Ranch Standoff.

Tim Janowick's quarter century of law enforcement experience includes a large cross-section of policing including patrol, traffic crash investigation, forensics, trainer, supervisor, and command staff. He retired in 2017 as the Chief of Police. The fortunate experiences and learning he has had throughout his career provided him the opportunity to speak to international audiences across the United States.

Olivia Johnson - Enhancing Officer Resilience

Health, wellness, and resiliency affect every aspect of our lives (work, home, and community), but is often taken for granted when we are feeling good. Sadly, many officers have slipped into this dangerous cycle of unhealthy living. Agencies can be at increased risk for litigation and liability due to unhealthy officers. An unhealthy officer places everyone they come in contact with in jeopardy. The answer is training and education and understanding all the risk factors faced by those choosing to serve and protect.

Dr. Olivia Johnson holds a master’s in Criminology and Criminal Justice from the University of Missouri and a doctorate in Organizational Leadership Management from the University of Phoenix. She founded the Blue Wall Institute where she trains on wellness issues, suicide awareness and prevention, peer support, etc. She serves on the St. Clair County Suicide Alliance Board and is a Senior Research Associate with the Institute for Intergovernmental Research.

Chuck Joyner - How Not to Get Shot, Sued, or Imprisoned; A look at Use of Force and Liability

This course will identify why some officers are reluctant to use lawful, reasonable force, and why other officers may use excessive force. A method to quickly and easily identify the appropriate and lawful force needed will be presented. Case studies will be conducted to identify what has led officers to get injured, killed, sued, or imprisoned based on their use of force decision-making and application. Strategies used by plaintiff's attorneys (civil) and prosecutors (criminal) will be presented, as well as the necessary steps to maximize officer safety and minimize officer liability.

Chuck Joyner was with the CIA from 1983-1987, was a FBI Special Agent from 1987-2011, and is currently a police officer in Texas. He has testified in many cases to include allegations of civil rights violations by DOJ. Chuck is a certified FBI Firearms, DT, Tactical, Chemical Agents, and Master Police Instructor. He is a certified TASER, and Mental Health Officer instructor. He has provided use of force instruction to thousands of FBI agents, police officers, and military personnel.

Kelly Keith - Reality Based Training -

Kelly Keith is a 30 year Police Officer that has worked with Winnipeg Police, Victoria Police, Justice Institute of British Columbia, the Atlantic Police Academy and is now working part time with Ste Anne Police Department. He has been involved in training for 15 years and has testified as a use of force expert in court on numerous occasions. He is an Instructor Trainer for Stressvest and Simunition. He has taught all across the United States, Canada and Internationally.

Carlos Kerley - Psychological Aspects of Shooting

Any firearm instructor who has been around is familiar with the pie chart used to diagnose solutions to various bullet impacts. This course steers away from that mindset and brings to light the subconscious mind and why a new shooter will "flinch" on a dry fire fully aware the pistol is unloaded. Presentations will be given on the why of this phenomenon, the training scars we may be inducing, and the cures that have been found to work every single time. This course is designed to teach the new shooter a better platform, clean up problem shooters, and fine tune seasoned shooters.

Carlos Kerley has been a police officer since 1989, a Firearms Instructor since 1992, and is the Range Master for the 371 Officers of the Springfield PD. With this, teaching for the Drury LE Academy, and private instruction he has observed thousands of shooting students over the decades. In this course he will explain the subconscious mind control of shooting and the cures anyone can apply to their program. This course is designed to help both new recruits and seasoned Officers.

Laura King - Tactical Brain Science: How the mind impacts police performance

In this course students will begin to explore how their professional performance can be either enhanced or compromised by the physiological conditions occurring in the brain. The concept of psychological resiliency will be taken to a deeper level of understanding through an exploration of emotional intelligence, emotional control and neuroplasticity. Attendees will develop an understanding of how these concepts can be leveraged to improve police performance. Evidence based action steps that can be implemented as daily habits resulting in enhanced psychological resiliency will be discussed.

Laura King is a police professional with over 20 years of experience. She earned a PhD in psychology and has dedicated her efforts over the past several years to helping law enforcement professionals understand the crossroads between psychology and professional performance. Laura is an experienced college professor and police trainer.

Rob King - Elephant In The Uniform, When Trauma Comes Home

The block will consist of classroom lecture by an Officer who was affected by a partner's LODD and by his wife whose job it became to pick up the pieces and support her L.E. husband. This will not be limited to LODD but will include effects of traumas and secondary traumas that are normal to the job and how they affect us at home. Also included will be open discussion by attendees.

I am a nineteen year Officer and a P.O.S.T. certified instructor at the Saint Louis Metropolitan Police Department. My primary responsibility is Firearms / Tactical instruction. But, my greater passion is Mental Wellness and L.E. Suicide Prevention. I have attended many Mental Wellness, Resiliency, and Suicide Prevention train the trainer sessions presented by Major Darren Ivey KCPD, Dr. Kevin Gilmartin, National C.O.P.S., and Blue Courage as well as others.

Brian Kinnaird - The Trainer as a Researcher

This class will provide a crash-course on applied research methods for creating and improving rigor in your scientific observations used in training development. It will help to reduce the probability of errors that occur in human inquiry by using the scientific method and real-world applications in solving law enforcement issues required by training.

Brian A. Kinnaird, Ph.D. is a cop-turned-professor with two decades of experience in the field of law enforcement, education and training. He is a Charter Member of ILEETA and formerly served as Editor of the Use of Force Journal & ILEETA Review. Dr. Kinnaird enjoys an international research and training agenda when not teaching in the academic classroom.

Jim Klauba - ASP Force Option Integration

This one of a kind introduction course melds Baton, Handcuffs and Flashlights together as one. This course focuses on the 98% of the times officers use tools with no firearms. The transitions that we work through build confidence and allows for multi-purpose drills to be taken back to the officer’s agency. We will provide tactics utilizing the flashlight to distract, disorient and disable the subject on the street while enhancing officer skill sets.

Jim Klauba is the Control Tactics Instructor for the Physical Skills Unit of the Training Academy in Chicago. He has over 12,000 hours of teaching experience at the Chicago Police Department in the areas of Control Tactics and Use of Force. Jim is certified as an ASP Trainer, Instructor Trainer in Krav Maga, a Certified Instructor by the State of Illinois in: Police Proficiency: Control and Arrest Tactics, Use of Force and Firearms Instructor.



Gary Klugiewicz - The Role of De-escalation Verbal Tactics in the Use of Force

This course will examine the Verbal Defense & Influence methodology as applied to the entire spectrum of human conflict. The class will show instructors how to safely make the best initial contact using non-escalation tactics, how to de-escalate conflict using redirection and persuasion tactics, manage crisis utilizing Point-of-Impact Crisis Intervention Tactics, quickly overcome resistance during Combat, and bring a situation back to normalcy in closure.

Gary Klugiewicz is the director of training at Verbal Defense & Influence, a member of Vistelar. His background includes of over 30 years of defense tactics training experience. Gary is best known for his dynamic simulation programs that combine verbalization skills with physical alternatives. His emphasis in on training instructors to conduct fire drills rather than just fire talks that allow officers to perform their trained tactics in real world applications.
