Edward Santos - Terminal Ballistics - How Bullets Cause Trauma

This course will provide a comprehensive understanding of how bullets cause trauma. Specific emphasis and consideration will be focused on the firearms instructor and how the knowledge gained from this course will enable them to create a more realistic firearms training program as it relates to stopping a threat. Graphic images will be included in this presentation as the elements of ballistic trauma will be studied. This course will dispel the myths of stopping/knockdown power. Individual officers and firearms instructors will gain a comprehensive understanding of ballistic trauma.

Ed Santos, founder of Tactical Services Group, author of Low-Light Combatives, and numerous magazine articles. Retired Army officer, former Level 1 Reserve Deputy for 14 years, and firearms instructor for over 35 years. He has studied the science of how bullets cause trauma for over 30 years. He is passionate about exploring, understanding, terminal ballistics and controlling the low-light environment. His training programs set the record straight while cutting through many common myths.

Peggy Schaefer - NCP: Making YOUR Agency Training Better

The participants will discover how IADLEST's National Certification program can benefit their agency/training company by learning how to use the "best practices" rubrics to evaluate agency and personal training programs developed from national standards. Melinda Schlager - Challenges in the Classroom

Do you have a passion for teaching but feel overwhelmed and frustrated with challenges in the classroom? This session will discuss the common obstacles facilitators face, identify potential causes, and demonstrate how to overcome them with unique, effective, and hands on strategies. In addition to managing students with challenging personalities and behaviors, we’ll also discuss uncomfortable topics that often arise due to the nature of law enforcement and how to manage them both 1:1 and in a group setting.

Dr. Melinda Schlager is the Executive Director of the Caruth Police Institute (CPI) and Associate Professor of Criminal Justice at the University of North Texas at Dallas. She has more than 18 years of experience in higher education and criminal justice practice. Her work at CPI includes developing and implementing innovative management and leadership trainings and continuing education programs for criminal justice practitioners.

Kimberly Schlau - Is Your House In Order?

No one wants to think about his or her death or be reminded of his or her own mortality. Unfortunately, over 100 officers are killed in the line of duty every year, and thousands more are injured as a result of crashes, shootings, assaults, suicides, and other critical incidents. Death is a part of life. Being prepared for your own critical incident or death can prevent additional stress and confusion for your surviving family.

After losing two daughters in 2007 to a a traffic crash caused by a distracted Illinois State Trooper, Kim Schlau has worked with law enforcement, schools, and businesses to prevent crashes due to speed and distracted driving. Kim has taught at ILEETA, IACP, FBINAA, and numerous law enforcement agencies, academies and conferences throughout the United States.

Patrick Shaver - Dinkheller: 20 Years Later

Twenty years ago, Deputy Kyle Dinkheller was killed in the line of duty on a Georgia highway.. Misinformation around his shooting has led to other rumors while viewers attempt to understand what happened that day on that Georgia Highway. 'Dinkheller' is a new documentary that brings in perspectives from family, friends, and co-workers in order to get to the bottom of the incident and provide a look at who Kyle Dinkheller was as a friend, father, and co-worker while exploring the seed of truth that bred a rumor taught in classrooms across the country.

Patrick W. Shaver is a former Atlanta Police Officer. His groundbreaking documentary 'Officer Involved' explores the experiences had by officers in the aftermath of a shooting and is currently being shown around the world. His writing and filmwork focuses on the lesser seen side of law enforcement. Patrick began his career in law enforcment with a Bachelor's Degree from University at Buffalo and Master's of Conflict Management from Kennesaw State University.

Lee Shaykhet - How to establish effective positive communication with the media

The course offers practical solutions to the problem of dealing with the media in the aftermath of an incident. It will deal with the typical issues police agencies encounter when something has appeared to look bad on camera. The class will include all the participants questions answered

Lee Shaykhet has been teaching Law Enforcement since 1979, when he first came to America from Russia. He was featured on local TV news in Detroit, MI. He also taught for ILEETA for the pst 7 years.

Gary Sikorski - Civilian Safety Awareness Instructor Course

CSAP provides candidates methods to teach civilians effective self-defense and safety awareness techniques. Candidates will learn how to teach civilians critical safety principles such as: how to discourage threats, how to identify and avoid dangerous situations, and how to live life with peace of mind. Candidates will also learn essential facts about civilian pepper spray, how to deploy it effectively and responsibly, how to escape an attacker, as well as how to prepare civilians with these skills. Candidates will also learn how to market CSAP in their communities.

Gary Sikorski (Deputy Police Chief, Retired) serves as the primary defensive tactics/use-of-force instructor at a regional police academy in Michigan. Gary is a Sabre master chemical aerosol spray instructor, master Taser instructor, defensive tactics, and firearms instructor. Gary is also president and chief instructor at Reasonable Force Training, conducting law enforcement, security, corporate, and personal safety training.

Lawrence Simon - Sexual Deviant Killers

This course offers wide-ranging examination into the minds of convicted murderers and violent sex offenders, whose primary motive is sex-related and who predominantly target women and children. The instructor is a doctor of psychology, author and served in various capacities as a consultant, utilized on task forces, including but not limited to bizarre sex crimes, cold case sexual assaults and high profile serial homicides. Dr. Simon’s post-secondary educational background and credentials, hands-on investigative research and years of practice trudging through the dark minds of the most unusual, violent, and deranged individuals makes this course unique.

Dr. Lawrence J. Simon is author of the books Murder by Numbers: Perspectives on Serial Sexual Violence & Mortal Desire: Origins of Sexual Violence. He is a Doctor of Psychology and acknowledged by the American Board of Sexology as a diplomat and certified Sexologist for informational purposes only. He spent most of his professional years employed in corrections where he’s interviewed and assessed some of the most dangerous inmates in the country including those on death row.

Susan Simons - Warrior Survival at Home and on the Streets

Officers are exposed to all the traumas in our society and then expected to go home and shed the “garbage” at the end of the shift and peacefully co habitat and communicate with their families. Harinder Singh Sabharwal - Survival Tactics and Tactical Breathing an Integrated Approach

To teach officers how to stay calm and adapt tot eh various ranges of combat (knife, empty hands, ground, baton, and mass attack). Participants will learn how to stabilize their breathing and slow down, during highly tense situations. Participants will learn tactical strategies to deal with knife, ground, baton and mass attacks. They will learn two simple exercises that will transform their physical fitness levels. They will learn our unique training drill and method to combine fitness, breathing, mindset and tactical responses to hostile situations into one training session.

Larry Smith - Aerosol Weapons OC Instructor Training

This course is designed to teach others in the uses and concepts of Aerosol Weapons OC. There will be no OC exposure. Those successful in passing the course will be able to train others in the uses and concepts of pepper spray (OC) using generic Products. This is not hey product based course. A training manual and training support will be provided for each student.

Larry Smith is a retired San Diego Police Lieutenant that taught in the community colleges for over 50 years. He is one of the first developers of an OC training program for law enforcement in 1990. Since then the program developed into one 2000 instructors worldwide. He has many awards for instructing criminal justice subjects. He is a teacher of aikido and a member of the ILEETA advisory board.

David Sohm - Re-Creating Stress - A Training Model

Participants will learn to identify the various stress types and factors, recognize the significance of correctly applied stress during all training, be able to apply the stair step stress training model to their training programs utilizing various stress training methodologies present in the course to better train and prepare their officers for real life force and deadly force encounters. Karen Solomon - Watch Your 12 - Resiliency, Suicide and the Families Left Behind

The instructors will learn the importance of preparing departments for a suicide and how to set up support. With the assistance of law enforcement suicide widows we will help you understand the types of wellness policies that need to be in place, the impact of not having them and how to get them implemented. An open discussion panel with the widows will enhance the information presented.

Karen Solomon is a law enforcement columnist and author of 'Hearts Beneath the Badge' and 'The Price They Pay'. She is the co-founder of Blue H.E.L.P. whose mission is to reduce law enforcement suicide through data collection and resiliency training. Karen is also the co-creator of Honor Them, a page devoted to honoring the service of those lost to suicide and supporting the families left behind.

David Standen - Safariland Use of Force Instructor Course

The course focuses on Graham vs. Connor and utilizes additional recent court cases to gain a better understanding of what officers are allowed to do based on the actions of the subject. The instructors have designed this course to create the most comprehensive look at police use-of-force. This course will examine how the Graham vs. Connor Supreme Court decision assisted law enforcement. This course will discuss whether or not a Use of Force Model is a useful teaching tool and what trainers can do to make use of force training beneficial to officers using the proper teaching tools and tactics.

David Standen is the founder and chairperson of Reasonable Force Consultants and Expert Witness. He is currently the Captain of all Police Operations at American International College. He was the primary Defensive Tactics/Use of Force instructor with the Springfield (MA) PD. As the Defensive Tactics Coordinator for the state of MA he wrote the Defensive Tactics and the Use of Force Lesson Plans. He has trained thousands of Police, Corrections, and Military and Civilian personnel across the country.

Matthew Stiehm - Dueling Experts

Dr. Stiehm and Dr. Brave served as police practices professionals in Brossart v. Janke a federal civil rights lawsuit for excessive force. The force weapon was Taser. Dr. Stiehm and Dr. Brave will each discuss how they came to their conclusions, and provide a review of what it is like to be an expert, and debate the merits of the action for ILEETA members, so they can get a better understanding of what it takes to become an expert.

Dr. Stiehm has been in law enforcement education, and training for 17 years. He has provided presentations to ILEETA, IACP, IACLEA, MN Chiefs and other organizations on use of force. He has been retained as an expert in a variety of states, and written Rule 26 Reports in support of those cases. Dr. Stiehm also is an active writer and researcher, and his articles can be found at Law Officer Magazine, and Policeone.

Chris Stoaks - De-Escalation: What it really is and how to do it.

Over 90% of all crisis situations are emotionally driven. This educational and entertaining class examines crisis from a mechanical perspective. By understanding and manipulating the components of a crisis and the variables that influence them, we can return subjects in crisis to a more rational state of mind. With active listening as the primary tool for de-escalation, students are challenged to approach crisis situations with humility, using empathy to understand and de-escalate the subject in crisis. In the end, do we want to be Right or do we want to be Successful?

Officer Chris Stoaks is a Hostage/Crisis Negotiator, CIT trainer, CISM/Peer Support Team member, and Honor Guard Commander. A US Marine veteran, he went on to earn a BA degree in Psychology and worked with youth in juvenile and alternative high school settings before joining the City of Bend Oregon Police Department in 2007. Officer Stoaks is currently assigned as a School Resource Officer.

Theodore Striegnitz - The Science of Firearms Training

In this course, firearms instructors will be introduced to the exciting field of motor learning science and its broad implications for enhancing law enforcement firearms training. The course will cover evidence-based approaches regarding structuring drills, coaching shooters, and assessing their learning, all with the goal of maximizing student skill retention. Emphasizing real-life training concerns, this course will give firearms instructors a “toolbox” of techniques to create high impact firearms training.

Theodore “Ted” Striegnitz has over a decade of experience as a law enforcement instructor and technical advisor for the training unit of a major county sheriff’s office in Michigan. He provides instruction in a variety of topics including firearms, defensive tactics, officer safety, and mental health issues, and he is a Michigan Sheriff’s Coordinating and Training Council approved instructor for local correctional officer academy training. Ted has a BS in biology from Hillsdale College.

Minhduc "Kimba" Tieu - Inside the Actor’s Studio: The Value of Training Our Role Players

An often overlooked area of scenario instruction is the cultivation of effective actors. Experience shows that our scenarios improve if role players better understand their responsibilities in terms of creating a safe learning environment, providing opportunities for realistic conditions and actions, and working collaboratively with the instructor to achieve student success. This course will discuss considerations for scenario actors, share lessons learned from years of scenario development and instruction, and provide a framework for training your actors.

Kimba Tieu is a sergeant from the City of Madison Police Department in Madison, Wisconsin. He has worked a variety of assignments throughout his twenty-year career, to include patrol services, undercover narcotics, crowd control operations, training officer, and night shift supervisor. He is the current Use of Force Coordinator for their agency, responsible for data collection and analysis, training and outreach on topics related to use of force.

Dennis Valone - Training or Evaluating? Rethinking Scenario Based Training

Well-designed Scenario Based Training (SBT) can significantly improve officer safety and performance. In an era of increased violence (LEOKA 2016), SBT is no longer a luxury, it’s a necessity. Unfortunately, many well-intentioned scenarios can cause negative training scars. This course will examine the purpose of SBT (evaluation vs. training), provide an evidence based training model for the development of realistic SBT, learn how to “reverse engineer” real life events and convert them into scenarios, and explore ways of breaking down training silos that often impede officer performance.

Captain Dennis Valone oversees the daily operations of the Alpharetta Department of Public Safety (GA) Training Division. Dennis has held numerous assignments from UPD Commander to SWAT Team Leader. Dennis is an Instructor in Defensive Tactics, Firearms, EVOC, and General topics. Captain Valone has presented at several conferences including ILEETA, ALERT, and State FBINA Chapters. Captain Valone is Below 100 Instructor and is the lead leadership instructor for Command Presence Training.

This presentation will also discuss the importance of your Intellectual Property rights and share how the National Training Program can even help you find new markets.

Throughout his 20 year career, Ari Vidali has developed innovative readiness strategies for law enforcement, military, and public safety. He is an acting committee member for the National Congress for Secure Communities and a technology advisory board member for IADLEST. A frequent speaker and writer, Mr. Vidali presents at numerous conferences each year and his interviews and articles have been featured in publications such as the Wall Street Journal, Chicago Sun Times, and NATO IOS Press.

Scott Vincent - Health and Wellness Programs for Law Enforcement: A Model Program

In 2017 the Bend Police Department (OR) began a comprehensive screening program to promote health and wellness with its officers. There were five screenings given to 57 officer. The screening consisted of a CT heart scan and lipid blood test, physical function evaluation, PTSD screening, a sleep study, and a diet screening. We will share with you how we did it, share our results, and show you how you can bring this life saving program to your department. We will provide you with an outline, and show you how to set up contacts in your area to bring this program back to your department.

I am a 29 year veteran of law enforcement and I am currently assigned as the Training Sergeant and PTO coordinator for my department. I have a Master's degree and have instructed over 800 hours.

Sue Weaver - Strategic Approach for Police with the Mentally Ill

This course will provide an overview of police interaction with mentally ill. In a recent study, 38% of subjects on which police used force, had a history of mental illness, demonstrating the need to understand this segment of the population better. Using the framework from the Toronto Police Service model of dealing with mentally ill persons, the three phases will be explained, detailing the evolution of these strategies into policy. Also, application of basic crisis prevention & intervention techniques will be taught as they are applicable to a wide variety of mental illness encounters.

Dr. Sue Weaver’s career as a law enforcement officer spanned 23 years. She was certified in crisis prevention & intervention (CPI), & was a CPI instructor. Dr. Weaver has a B.S. degree in psychology, M.A. degree in dynamics of criminality, & Ph.D. in Criminal Justice. Weaver was certified & taught police academy for five years in No. Carolina (including Interaction w/Mentally Ill) & has been teaching criminal justice at the college level since 2004. She has attended several courses on mental illness through Duke University. Dr. Weaver has been an ILEETA member since 2012.

Jeff Welch - Below 100 - How Below 100 Culture Applies to Training

This course is designed to take the components of Below 100 and incorporate them into an agencies training programs. This course is designed to further expand the Below 100 mission by making training safer to help prevent any preventable deaths during training.

Training Sergeant Jeff Welch, 19 years with the Henderson Police Department. Below 100 Core Instructor, Firearms Instructor, Combative Instructor and Vehicle Operations Instructor. Involved in training for the past 17 years and a graduate of the 246th session of the FBI National Academy.

Timothy Whitcomb - Surviving PTSD in Law Enforcement

A dynamic, powerful and emotional presentation regarding the reality of the incident rate of Post Traumatic Stress Disorder within the ranks of our Law Enforcement community. Emphasis is placed on the history of PTSD, with a specific focus on police suicide, as well as recommendations for administrative training to prepare, insulate, protect and treat the expected exposure to trauma.

Timothy Whitcomb is currently the Sheriff of Cattaraugus County and brings 28 years of law enforcement experience. Sheriff Whitcomb will enlighten participants on the history of PTSD with recommendations for administrations to prepare, isolate, protect and treat expected exposure to trauma by taking you through his personal struggles and survival of this manageable disorder. He has presented throughout North America ranging from local communities to the FBI Academy in Quantico.
