Aims to encourage and facilitate partnerships between businesses and the communities of which they are a part and to develop and promote a culture of corporate social responsibility in Australia.
Compensation for extension of fringe benefits to pensioners and older long-term allowees and beneficiaries
A payment made to state and territory governments to compensate for additional people entitled to state and territory government concessions following the extension of the Pensioner Concession Card to all part-rate pensioners in 1993.
Concession cards
Commonwealth concession cards, including the Pensioner Concession Card, Commonwealth Seniors Health Card (CSHC) and Health Care Card, provide holders with access to concessions on health, household, transport and a range of other services.
Direct deduction facilities
Two Centrelink facilities that allow clients to have bills deducted directly from their Centrelink payment.
Disaster Relief Payment
Provides short-term financial assistance to victims of a major or widespread disaster as declared and gazetted by the Minister for Family and Community Services.
Emergency Relief Program
Provides grants to community and charitable organisations to provide assistance to individuals and families in emergency financial crisis. Also provides training support for paid and voluntary workers in the sector.
On completion of negotiations with the states and territories, this payment will allow the extension of ‘core’ concessions to CSHC holders.
Family and Community Network Initiative
Provides funds for a wide range of projects to improve access to information and services relevant to families and communities. The program focuses on the development of networks of community projects and services in disadvantaged communities. The Community Portal www.community.gov.au is a one-stop shop for community information.
Indigenous Housing and Infrastructure—expand the supply of healthy housing
Fixing Houses for Better Health (FHBH) focuses on housing assessment and maintenance in improving health outcomes for Indigenous people. Projects survey and fix critical health housing hardware in remote Indigenous communities. Local Indigenous people are trained and employed in the survey methodology and basic maintenance.
National Reciprocal Transport Concessions for State Seniors Card Holders
Subject to agreement with states and territories, will assist state and territory governments to fund travel at concessional rates for holders of State Seniors Cards who travel on public transport while interstate.
National research on gambling
Aims to develop policy and support research that addresses the negative social and economic impact of problem gambling on individuals, families and communities.
Reimbursement to Great Southern Rail for concessional fares
A FaCS—Great Southern Rail agreement for delivering rail travel concessions to pensioners, eligible veterans and holders of the CSHC.
Provides funding for community-based projects to strengthen families and communities. Initiatives provide support for capacity-building in communities across Australia.
Volunteer Management Program
Provides funding for services to support volunteering matching, referral and training activities.
Performance summary Key achievements included:
positive responses by community organisations to the Stronger Families and Communities Strategy. Since the strategy began, 540 projects have been approved, with 164 projects of these projects approved in 2002–03
announcement of new $3 million program of Volunteer Small Equipment Grants
opening of new National Volunteer Skills Centre and delivery of arts and museums volunteer skills training to 78 rural and regional locations around Australia (in conjunction with the Department of Communications, Information Technology and the Arts)
funding of new volunteer services to support Australians Working Together (AWT) implementation
support for individuals and communities affected by the drought by providing personal counseling services through Family Relationship Services providers and specialist Centrelink staff
the launch of the Community Portal as part of e-Government Week. The portal has more than 250 community topics and links to thousands of resources provided by all levels of government and the non-government sector. It has special sections for community groups and those involved in community development.
advice and feedback to the Government on corporate social responsibility through the Prime Minister’s Community Business Partnership (PMCBP), whose secretariat is located in FaCS. The 2002 Prime Minister’s Awards for Excellence in Community Business Partnerships received more nominations than in any previous year.
agreement to develop a draft memorandum of understanding between the Australian Government and state and territory governments to form a secretariat for the National Gambling Research Program and to facilitate national research on gambling
successful completion of a pilot to waive Centrepay transaction fees for organisations offering no-interest loans under the No Interest Loan Scheme
providing concessions to more than 5 million concession card holders, helping make services and products more accessible and affordable
training for emergency relief volunteer staff through 52 workshops
broad consultation with the emergency relief sector through the release of a discussion paper on future directions of the Emergency Relief Program
conduct of FHBH projects in 11 remote Indigenous communities across Western Australia (5), the Northern Territory (3) and the Torres Strait region in Queensland (3). In the first survey/fix, 1826 plumbing and 968 electrical trade items were fixed out of 4186 items checked and reported. Ninety-six Indigenous people were employed on the projects and received training in the survey/fix process and basic maintenance.
signing of the Shared Responsibility Agreement between the Australian Government, the Northern Territory Government and the Wadeye community to progress the Indigenous Community Coordination Pilot. Family and Community Network Initiative funds were approved to set up a program that builds on culturally appropriate family intervention and education strategies. The community has identified and developed three priorities—family and women, youth, and the development of a construction industry.
Work is required to:
finalise assessment of Volunteer Small Equipment Grants and disburse funds to successful community organisations
target additional new AWT volunteer program services to areas of greatest need
support people affected by the drought as part of a whole-of-government response
roll out a PMCBP ‘brokerage’ or ‘matching’ service through a community provider, with the aim of creating more community-business partnerships. Work will continue to further raise the profile of the PMCBP, including through the Prime Minister’s Awards.
further understand and minimise the harm that problem gambling can cause to Australian families and communities
further extend ‘core’ concessions to CSHC holders and reciprocal transport concessions to State Seniors Card holders
