INTRODUCTION
Each year, the Subregional staff prepares an end of year report which is intended to briefly summarize the County's overall transportation program and to highlight several of the major accomplishments that occurred over the past year. In this manner, local and County officials, interest groups and the general public will better understand the County's efforts to plan, operate and to improve the transportation system to meet the present and future needs of Ocean County residents.
Ocean County maintains an active support staff comprised of professional engineers and planners and also operational personnel such as those employed in the County's Transportation Department.
The County's transportation planning program consists of a cooperative effort between the Board of Chosen Freeholders and its agencies and advisory boards. The primary planning agencies include the Ocean County Planning Department and the Ocean County Engineering Department. The primary operating agency is the Ocean County Transportation Department that administers and operates several service programs including the Section 18 Rural Bus Program, Ocean Ride and the Senior and Disabled Program.
The overall policy and objectives of the County's transportation planning program are incorporated in to the Ocean County Comprehensive Master Plan. The most current Master Plan was adopted by the Planning Board on December 7, 1988. Some aspects of this program, particularly those associated with streets and highways are implemented in part through the County's Subdivision and Site Plan Review Resolution. Daily planning activities and special studies are conducted as work tasks in the Subregional Transportation Program. Public participation is provided through the efforts of established advisory boards such as the Board of Public Transportation and the Senior and Disabled Transportation Advisory Committee and through ongoing public involvement activities.

To keep the County Road network operating efficiently, future development must be managed effectively. Ocean County remains the fastest growing County in New Jersey with the 2000 Census indicating a population of 510,916 year-round residents. This amounts to a 17.9% increase over the 1990 census. According to the U.S. Census Bureau, as of July 1, 2006 the annual population estimate for the County was 562,335, a growth rate of 9.5% over the past 6 years. This represents the highest percent of growth of all the counties in New Jersey over the same time period.


The Ocean County Planning Board review process is an important aspect in mediating the inevitable effect that this level of growth has on the County’s transportation system. All developments that affect County roads or facilities require approval by the Ocean County Planning Board. These developments are reviewed for compliance with the road and drainage standards set forth in the Ocean County Subdivision and Site Plan Resolution. During the last fiscal year, the Planning Board reviewed 592 subdivisions and site plans, representing a significant effort by the review staff. The staff also reviews and comments on pertinent state review applications on an as needed basis.
The Subregional support staff includes both planners, engineers and transportation specialists, who work cooperatively on a variety of transportation issues. The staff handles the basic responsibilities of the Subregional Program which include:

Program Administration:

The general administration functions of the Subregional Transportation Planning Program.


Transportation Planning:

The investigation of local transportation needs and the assessment of the impacts of changing land use and travel patterns on the regional transportation system.


Interagency Coordination:

Participation in activities involving other transportation agencies.


Public Participation:

Encourage citizen awareness and allow citizen input regarding transportation issues.




PROGRAM ADMINISTRATION

As in past years, the Planning staff handled the overall administration of the Subregional Transportation Program including grant administration and the preparation of required products including the Annual Report, Progress Reports and Financial Reports. From August 2005, Tiffany Robinson, Assistant Planner, administered the STP program as well as other transportation planning issues for the County, working with other Subregional staff from Planning, Transportation and Engineering to ensure the program’s continued success in the County. With her departure in early June 2007, Victoria K. Pecchioli, Principal Planner, has taken on the responsibility of producing the Reports and Financial Reports for this past quarter and fiscal year.


The Planning staff works collaboratively with Engineering to participate in various NJTPA activities including attendance at NJTPA board meetings, R-TAC meetings, standing committee meetings and various cooperative planning efforts including the Strategy Evaluation efforts, Corridor Studies and other activities related to the development of the Regional Transportation Plan. This responsibility was shared between Tiffany Robinson and Ralph Patterson, Assistant Director of Engineering. Ralph had been chosen to be the designated voting member to represent the County at NJTPA Board Meetings and their committees such as R-TAC. Although Tiffany was not a voting member of NJTPA, she also attended meetings such as R-TAC and acted to disseminate the information as it relates to the various departments.
The Engineering staff, under the direction of the County Engineer, continues to handle the majority of the work entailed in the preparation of the local portion of the TIP, CTP, the Ocean County Capital Improvement Plan, local/scoping lead projects and the implementation and management of the County’s road and bridge projects.
The Department of Transportation Services administers and operates a county-wide transportation program known as Ocean Ride, which provides fixed bus routes and demand-responsive services. The Director of Transportation Services served as the designated Transportation Coordinator for the Human Services Transportation Coordination planning effort, culminating in the

Interim Ocean County Human Service Transportation Coordination Plan.
