Road Construction Projects:
As in past years, the County Engineer, the Transportation Planner and the Freeholder Transportation Liaison met with each of the County’s 33 municipalities to discuss transportation issues. From these meetings, the County Engineering Department develops its list of priority projects for incorporation into the TIP, the CTP and the County’s Road & Bridge Program.

Significant transportation projects that were completed during FY 2007 included the following:




  • Reconstruction of Fischer Blvd. From Bay Ave. to Hooper Ave., Dover/Toms River* Township;

  • Reconstruction of County Line Rd. from Bennetts Mills Road to Jackson Mills-Freehold Road, Phase 1, Jackson Township;

  • Reconstruction of Hope Chapel Rd., Phase B (Miller Road to County Line Road West), Lakewood Township;

  • Reconstruction of Brick Blvd. from Yorktowne Blvd. to Beaverson Blvd., Brick Township;

  • Replacement of Bridge No. 1523-001, Crosswicks Creek Bridge (Cty. Rt.537), Plumsted Township;

  • Reconstruction of Toms River Rd., County Rt. 571, Jackson Township;

  • Reconstruction of Drum Point Rd., Brick Township;

  • Reconstruction of Rt. 527 (Rt. 70 to Faraday Ave.), Dover/Toms River* and Jackson Townships;

  • Replacement of Center Street Bridge over Willis Creek, Little Egg Harbor Township;

  • Reconstruction & Resurfacing of Cty. Rt. 549 from Water St. to Bay Ave., Dover/Toms River Township*;

  • Construction of Traffic Signals, Gr. 2005-A, Point Pleasant and Ocean Gate Boroughs, Brick, Lakewood, Dover/Toms River* Townships;

  • Reconstruction of Burrsville Road, North of Patriot Avenue to Burnt Tavern Road, Brick Township;

  • Construction of Stormwater Management Improvements, Contract 2005-A, Berkeley, Dover/Toms River* and Jackson Townships;

  • Reconstruction of Lacey Rd. between Rt. 9 and Garden State Parkway, Phase A, No. III, Lacey Township;

  • Construction of Plowable Pavement Reflectors, Various Locations.

*Effective November 14, 2006, Dover Township was officially renamed Toms River Township.


In December 2006, construction was completed on the new Toms River Bridge, a long-awaited project for Ocean County, which was included in the TIP. The 153-foot long span bridge is the second bridge to cross the Toms River in the downtown area, linking the Downtown to South Toms River. It not only provides some congestion relief for motorists in the downtown area, but it also provides a bike lane and a sidewalk for pedestrians.

Significant transportation projects (over $1 million) that were planned or under construction during FY 2007 included the following:


  • Reconstruction of Route 554 (West Bay Avenue) at Lighthouse Drive, Barnegat Township;

  • Reconstruction of Route 526 (County Line Road) from Bennetts Mills Road to Jackson Mills Road Jackson Township;

  • Reconstruction of Lacey Road from Route 9 to the Garden State Parkway, Lacey Township;

  • Reconstruction of Bennetts Mills Road from Route 526 to Manhattan Street, Jackson Township;

  • Reconstruction of Route 539 from Route 72 to Route 530, Barnegat, Lacey and Manchester Townships;

  • Reconstruction of Route 528 from Route 9 to Gudz Road, Lakewood Township;

  • Reconstruction of Route 528 from Route 547 to Gudz Road, Lakewood Township;

  • Reconstruction of Route 526 from Route 9 to Squankum Road, Lakewood Township;

  • Reconstruction of Massachusetts Avenue from Route 70 to Cross Street, Lakewood Township;

  • Resurfacing of Long Beach Boulevard, Beach Haven Borough and Long Beach Township;

  • Replacement of Vince’s Bridge (Oak Ridge Parkway), Dover/Toms River Township;

  • Reconstruction of Beach Avenue from 18th Street to Macevoy Lane, Long Beach Township;

  • Reconstruction of the entire length of Adamston Road, Brick Township;

  • Reconstruction of Route 571 from Goetz Lane to Route 528, Jackson Township.

In addition to the above listed projects, the County maintained an active program of reconstructing and resurfacing other County Roads, traffic signal upgrades and installations, planemetric mapping, the acquisition of necessary rights of way or easements and stormwater management projects.
