6 Nos. New projects are also under consideration of length 41.40 km. and cost Rs. 5249.42 lacs. As per progress of 2015-16 Total 15 projects have been completed and remaining projects are under progress. Physical progress of Cycle Track 56.965 km. and expenditure up to march/2016 is Rs. 4860.415 lacs.
Dr. Ram Manohar Lohiya Samagra Gram Vikas Yojana
Connectivity of all villages/habitations of more than 250 population is the priority of the State Government. In order to fulfil this aim state has launched Dr. Ram Manohar Lohiya Samagra Gram Vikas Yojana, which considers the selected revenue village as the unit of development. All the habitations of more the 250 population of the selected villages will be covered under the scheme on the basis of single connectivity.
For all-round development and providing basic infrastructure like link roads etc. 1598 revenue villages were selected in 2012-13. Similarly 2104 villages in 2013-14, 2098 villages in 2014-15 and 2100 villages in 2015-16 were selected. In 2016-17 also 2100 villages are proposed to be selected under this scheme.
For construction of link roads of the unsaturated habitations of 2100 selected revenue villages, a budget provision of Rs. 200.00 Crores has been made in 2015-16. Similarly budget provision of Rs. 221.31 Crores has been made for on-going works. For financial year 2016-17 budget provision for new construction is Rs. 200.00 Crores and for on-going works is Rs. 380.00 Crores.
Strengthening and widening of existing network:
All single lane state highways and important MDR/ODR where traffic density is high, will be widened and strengthened to two lane standard. For this purpose about rupees 5230 crore has been sanctioned in in 2014-15 budget under State Sector, State Road Fund, Central Road Fund, RIDF. Core road network etc. During 2015-16, about 575kms of State Highways, MDR/ODRs have been strengthened/widened under State Sector, 523 kms have been Strengthened/widened under Vyapar Vikas Nidhi, 573 kms of State Highways and 1487 kms of MDR/ODRs have been strengthened/widened under State Road Fund, 10 kms have been strengthened/widened under Central Road Fund and 555 kms have been strengthened/widened through Thirteenth Finance Commission.
Public-Private Partnership (PPP) in Road Sector through UPSHA
Pursuing its focus on building a good road infrastructure in the state through the private sector, the UP government has decided to undertake the development and maintenance of state highways through the public-private partnership (PPP) mode. For meeting shortfall in the investment for increasing road infrastructure and road maintenance in proportion to the demand, state government decided to invite private sector participation and also formed Uttar Pradesh State Highways Authority for the up gradation cum maintenance of existing economically viable State Highways on PPP Model.
U.P. State Highways Authority was established in the year 2004 by U.P. Act No.-19 of 2004 with the object to develop, maintain and manage the State Highways and any other Highways vested in it by the State Govt. The role of Authority is to develop models for bringing in Private, Institutional and international funding for the road sector and to develop and provide consultancy and construction services and carry on research activities for development, management and maintenance of Highways.
The U.P. State Highways Authority has incorporated Public-Private Partnership (PPP) model for Upgradation/ Maintenance of State Highways issued by the Planning Commission of India. The model Request for quotation (RFQ), Request for proposal (RFP) and Concession Agreement issued by the Planning Commission, Govt. of India have been adopted by the authority to develop its projects on Design, Built, Finance, Operate and Transfer (DBFOT) mode. Construction of Bridges/ROB
In Order to provide proper access and shorter routes to even remotest areas construction of major bridges on rivers is given priority. Similarly to avoid traffic jams and congestion in urban areas, construction of ROBSs is given due consideration.
75 bridges and 10 ROBs completed 2012-13, 130 bridges and 24 ROBs completed 2013-14, 42 bridges and 20 ROBs completed 2014-15, 61 bridges and 20 ROBs completed during the current year 2015-16 i.e. a total of 308 major bridges and 74 ROBs works have already been completed during the current year. 109 bridges/ROBs are targeted during the current year.
Budget provision of rupees 1053.4332 crores for bridges and rupees 571.1385 crores for ROB is being proposed for 2016-17 and about 135 bridges and 75 ROB are likely to be constructed.

Rehabilitation and Upgradation of Roads aided by Asian Development bank (ADB)
The Government of Uttar Pradesh (GOUP) has requested ADB’s financial assistance for improvements of MDRs, this will be ADB’s first road sector assistance to Uttar Pradesh. MDRs form the key linkage between rural road and state highways, to connect semi-urban and urban areas and have to be essentially developed to complete state road connectivity. Developing this network will foster inclusiveness by enabling larger segments of the state population to better access to markets and basic services. The project constitutes rehabilitation and up-gradation of about 431 Km of MDRs. The following roads are under consideration of Loan with ADB:-
