Assistant, and Fire Marshall shall assist the Executive Officer in administration of this program, and all levels of the chain of command in documenting discrepancies in the CSMP, as appropriate. h. Ship’s Maintenance and Material Officer shall provide assistance and advice to all levels of the chain of command for correcting discrepancies that require intermediate or depot level attention. i. Ship’s Safety Officer shall assist in the immediate correction of safety violations/issues arising from zone inspections. He/she shall make recommendations) as appropriate to the Commanding Officer and Executive Officer concerning major safety issues.
4. Procedures a. Each zone shall be designated for inspection at least quarterly. Modifications to the quarterly inspection plan will be approved by the Executive Officer and published by notice or an appropriate planning publication. Ships with Division in the Spotlight programs should schedule the inspections concurrently. b. Inspectors will be assigned and published in a notice or an appropriate planning publication.

COMNAVSURFORINST 3120.1 26 Aug 02 c. Inspectors and division officers will assemble in a predesignated location prior to the designated starting time of the zone inspection. Officers/chief petty officers with particular concerns will brief all inspectors and provide guidelines for items of interest, followed by commencement of the zone inspection. d. Inspectors will document all zone inspection discrepancies on enclosure (1), zone inspection deficiency listing (ZIDL) form. Additionally
(1) Each division will be responsible for generating a
ZIDL folder/binder for each space assigned. This folder/binder will contain ZIDLs from prior zone inspections and blank ZIDL forms.
(2) Upon conclusion of the zone inspection, all ZIDLs will be routed to the ship's M Coordinator within 24 hours for chain of command routing.
5. Inspection Criteria. Zone inspection parties should use enclosure (2), the Zone Inspection Material Checklist, as a guide and review the departmental tag out log or DC closure logs as required. Additionally, zone inspectors should particularly note previously reported discrepancies, longstanding discrepancies, fire hazards, electrical safety hazards, faulty safety devices, damage control equipment discrepancies, deterioration of the hull or mechanical fittings, and the state of material condition, preservation, and cleanliness. Each space should be assigned a grade of SATISFACTORY or UNSATISFACTORY. Anyone of the following conditions will merit a grade of UNSATISFACTORY for the space being inspected major safety violation, signs of severe exfoliation or rust buildup, or gear adrift with potential of either equipment damage or personnel safety hazard.
6. Reports a. During the zone inspection, feedback will be provided to the personnel presenting the space in the form of the space copy of the ZIDL form. b. The M Coordinator will collect all zone inspection
ZIDLs, compile the ZIDLs by department, and forward the zone inspection package to the Executive Officer for review. All
ZIDL safety discrepancy items (safety copy) will be routed by the M Coordinator to the Safety Officer for action. After the Executive Officer review and approval by the Commanding Officer,

COMNAVSURFORINST 3120.1 26 Aug 02 the ZIDL reports will be distributed to department heads for action. c. Department heads will distribute the ZIDLs to their division officers for discrepancy correction/documentation. Ensure discrepancies that require parts, are recurring equipment failures, require off-ship assistance, or cannot be corrected in five working days are documented in the CSMP. Additionally, safety and damage control zone inspection discrepancies should be entered in the departmental 8 o’clock reports as appropriate. When corrections to zone inspection discrepancies are complete, the department head will sign completed ZIDL forms and forward them back to the Executive Officer or M coordinator (as appropriate) for filing in the ship's Zone Inspection Record. d. Division officers will provide ZIDL discrepancies to appropriate work centers for correction/documentation of discrepancies. Once discrepancies are corrected, the division officer will return completed ZIDLs to the department head. e. Work Centers are to corrector document ZIDL discrepancies as appropriate and return completed ZIDL forms to the division officer. The work center or division officer should retain a copy of the completed/annotated ZIDL form department copy. f. Any discrepancy that results in a grade of UNSATISFACTORY shall be corrected on the day of the inspection. Those not corrected on the day of the inspection shall be reported by the department head to the Commanding Officer via the Executive Officer.
7. Records. The ship's zone inspection ZIDL records history will be maintained on board fora minimum of 24 months.
