As Commander of the 51st Field Artillery Brigade, as Chief of Artillery of the Artillery of the 1st and 4th Army Corps in turn, and as Chief of Artillery, 2d Army, General Lassiter showed himself to be a leader of conspicuous ability. His energy and sound judgment influenced greatly the successful operations of his commands on the Vesle, at the St. Mihiel salient, and in the Toul sector. He later commanded with skill and marked success the 32d Infantry Division.

By his marked tactical judgment, knowledge of artillery, and loyal devotion to duty he rendered at all times the maximum of support to the Infantry in all tasks assigned his regiment, thereby rendering in a position of great responsibility services of great value to the American Expeditionary Forces.

As Commanding Officer of the 151st Field Artillery, 42d Division, Colonel Leach displayed marked qualities of leadership. Maintaining a high standard of efficiency and morale, he constantly kept his regiment in close proximity to the attacking infantry, were he was able to furnish it accurate and timely assistance, which contributed materially to the successes gained.

He displayed unusual ability in the operations before Soissons, when in an emergency he organized, personally led, and directed surgical teams which cared for hundreds of wounded soldiers at a time when adequate hospitalization could not be established.

In the preparations for the drive on the St. Mihiel salient in September 1918, and for the Argonne-Meuse offensive in October 1918, Colonel Lee had charge of the detailed arrangements for and subsequent execution of the operations of the 89th Division. The successes attained by this Division were largely due to his splendid staff coordination, marked tactical ability, and sound judgment.

Lee, Colonel (Field Artillery), U.S. Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. As Executive Officer to the Chief of Field Artillery, from 1 September 1918 to the present time, Colonel Lee acted as Chief of Field Artillery for a period of about 10 days prior to the armistice during the absence of the Chief of Field Artillery. After the armistice he successfully planned and executed the demobilization of the commissioned personnel of his arm and also organized and conducted the Field Artillery section of the Officers' Reserve Corps in a most effective manner.

As Company, Battalion, and Regimental Commander of the 26th Infantry throughout hostilities, Lieutenant Colonel Legge successfully led his command through each of the offensives of the 1st Division. By his superior tactical judgment, manifest ability, and tireless energy, coupled with unusual leadership, he contributed in a brilliant manner to the success of the 1st Division. Later, as a Division Adjutant, he gave further proof of the highest qualities of military character, again demonstrating conspicuous service in a position of great responsibility.

While with the Purchase, Storage, and Traffic Division of the General Staff as Chief of the Purchase Branch, member of the Board of Contract Adjustment, Chairman of the Advisory Board on Sales and Contract Termination, Member of the War Department Claims Board, and Assistant Director of Purchase, Storage, and Traffic, General Staff, Colonel Lehman's large business experience, breadth of vision, and sound judgment have been of inestimable value in formulating and in supervising the execution of the methods and policies followed in the cancellation of war contracts and obligations and in the settlement and adjustment of terminated obligations.

As Assistant Director of the Nursing Service, American Expeditionary Forces, First Lieutenant Leonard rendered invaluable assistance at the Headquarters of Base Section No. 3. She supervised all nursing activities of the United States Army hospitals established in England, and in many ways promoted the general welfare of the nursing staff and the sick and wounded under their care.

As Chief of the Surgical Service of Evacuation Hospital No. 5 during the operations on the Marne, and the St. Mihiel, Meuse-Argonne, and Ypres-Lys offensives, by his tireless energy, organizing ability, and unusual surgical skill, Lieutenant Colonel Lewis successfully demonstrated that war wounds could be operated upon in large numbers in front-line hospitals with limited personnel, thus conserving many lives among combat troops, thereby rendering in a position of great responsibility, conspicuous service to the American Expeditionary Forces.

General Lewis Commanded with distinction the 30th American Division during its successful operations in Belgium with the 2d British Army, and later, with the 4th British Army in the offensive which resulted in the breaking of the enemy's Hindenburg line. During all these operations he exhibited great ability, determined energy, and marked devotion to duty.

Lewis, Lieutenant Colonel (Chemical Corps), U.S. Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. By his unusual energy, marked ability, and high technical attainments, Lieutenant Colonel Lewis rendered extremely valuable service by securing first-hand data on the use and effects of gas and submitting reports of such value that they became fundamentals upon which the gas-warfare policies of the American Expeditionary Forces were thereafter largely based. Later, as Chief of the Defense Division, Chemical Warfare Service, he obtained a high state of efficiency in the protection of our officers and soldiers against enemy gas and furthered the successes of American arms by securing a better and more effective use of gas, especially mustard gas, against the enemy, thereby rendering services of great value to our Government.

As Commander of the 1st Army of the American Expeditionary Forces, General Liggett Commanded the 1st Army Corps and perfected its organization under difficult conditions of early service in France, engaged in active operations in reduction of the Marne salient and of the St. Mihiel salient, and participated in the actions in the Forest of Argonne; in command of the 1st Army when German resistance was shattered west of the Meuse.

The brilliant and successful attack of the 164th Infantry Brigade, 82d Division, Commanded by General Lindsey, in the Argonne Forest, showed a spirit of aggressiveness and leadership of a high

order. The tactical advantage attained in this action, whereby St. Juvin and Grand Pre were laid open to attack, was largely due to his ability and energy.

Colonel Lindsley conducted with extreme devotion to duty and marked zeal the many activities of the War Risk Insurance Bureau in France. Littell, Brigadier General, U.S. Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. As Chief of the Cantonment Division of the Quartermaster General's Office, General Littell was charged with the task of building the camps and cantonments of the Army raised in the summer of 1917 under conditions imposing almost insuperable obstacles. His completion of this task is a conspicuous example of the exercise of qualities of mind and character making up the highest type of officer.

As Chief of the Production District in which were manufactured practically all the machine guns and automatic rifles supplied for the United States Army and later as Special Assistant to the Chief of Ordnance, in charge of the production of small arms, automatic rifles, machine guns, small-arms ammunition, etc., Colonel Little successfully organized the industry of the country for the production of these items to meet the needs of the United States Army.

Livermore, Captain (Ordnance Corps), U.S. Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. As Director of Regional and Ministerial Liaison and later as Deputy for the Chief Liaison Officer, Captain Livermore displayed unusual administrative ability and rare judgment. By untiring effort and devotion to duty, he was largely instrumental in placing American liaison on a sound footing. His forceful personality and keen intelligence contributed largely to the successes achieved by his department. At all times he showed marked initiative, unflagging energy, and zeal in the performance of exacting and delicate tasks.

Llewellyn, Fred W.

Citation:

The President of the United States takes pleasure in presenting the Army Distinguished Service Medal to Fred W. Llewellyn, Lieutenant Colonel (Infantry), U.S. Army, for exceptionally meritorious and distinguished services to the Government of

the United States, in a duty of great responsibility during World War I. Assuming the responsibilities of the First Section of the General Staff of the 28th Division five days before the Meuse-Argonne offensive, Lieutenant Colonel Llewellyn efficiently coordinated the several services. By his constant vigilance and ceaseless efforts the entire system of supply, traffic, and evacuation operated during the advance of more than 10 kilometers, in accordance with the plans he had arranged. He was tireless in his energy and devotion to important duties, displaying military attainments of high order.

Colonel Lloyd Commanded with distinction the 10th Field Artillery, displaying marked ability as an artillerist. His unflagging zeal and sound judgment was revealed by the success achieved by his regiment in furthering the gains achieved by the 3d Division in its operations in the field.

Colonel Logan Commanded, with marked skill and initiative, the 102d Field Artillery, 26th Division, during the Chateau-Thierry campaign, where at all times he furnished valuable support to the advancing infantry. Later he served creditably as an instructor at the Army General Staff College at Langres, France, rendering important services to the American Expeditionary Forces.

Colonel Logan's marked administrative ability enabled him to assist most ably in the direction of important operations while on duty at G-1, General Headquarters, American Expeditionary Forces, as Deputy Chief of Staff, 2d Army, and G-1, 3d Army. As American Representative with the Franco-American War Affairs Commission, at Paris, he displayed unfailing tact, energy, and sound judgment in handling the intricate details of the relations between the French and American authorities, achieving signal success. His high military attainments were shown in the successes with which he performed duties of vital moment.

Citation:

The President of the United States takes pleasure in presenting the Army Distinguished Service Medal to Thomas C. Lonergan, Lieutenant Colonel (Infantry), U.S. Army, for exceptionally meritorious and distinguished services to the Government of the United States, in a duty of great responsibility during World War I. As an Instructor at the Army General Staff College, American Expeditionary Forces, Lieutenant Colonel Lonergan displayed high professional attainments and unfailing energy, performing services of inestimable worth in connection with the instruction and training of officers for General Staff duty. He prepared the "Notebook for the General Staff Officer" and the "Provisional Staff Manual," and was mainly responsible for the "Handbook of Division and Brigade Commanders," all of which proved to be most valuable books. As Adjutant of the 159th Infantry Brigade, 80th Division, during the St. Mihiel offensive, and later as a member of the Interallied Games Committee he gave further proof of his sterling ability, sound judgment, and keen foresight. In all of these positions he rendered most conspicuous service to the Government.

Colonel Longley has been in charge of the Water Supply Service, and as Commanding Officer of the 26th Engineers, a water supply regiment, since the fall of 1917. His untiring energy, unusual initiative, and good judgment have to a marked degree, been responsible for the plentiful supply of pure drinking water to the combatant troops, thereby materially assisting in maintaining the unusually low rates in sickness among our troops.
