His technical skill, broad vision, business experience, high personal courage, and untiring energy contributed in a very decided manner to the successful accomplishment of this pioneer flight of airplanes around the world. In the splendid performance of these arduous and trying duties he conspicuously contributed in an accomplishment of the first magnitude of the military forces of the United States.

As Commanding Officer of the U.S. Army Air Service around-the-world flight and as Pilot of Airplane No. 1, the "Seattle," from 6 April 1924 until 30 April 1924, when, due to an accident which resulted in the complete wreck of his airplane he was obliged to relinquish command of the expedition. Major Martin by his tireless energy, foresight, and through technical knowledge assisted materially in completing arrangements and developing the special equipment installed in the airplanes, and so perfected and organized the command that each unit would become self-sustaining and automatic in its operations in the event of separation from or disaster to the others. In the performance of this great task he aided in bringing great credit to the military forces of the United States.

A distinguished surgeon and one of the pioneers in developing the modern treatment of battle casualties, Colonel De Page placed his eminent talents and extensive experience at the disposition of the Medical Department of the American Expeditionary Forces, and at all times lent his cooperation toward improving the treatment of the wounded. At his hospital at Le Panne, Belgium, he took an active personal interest in training medical officers of the American Army in the advances being made in battle surgery. Under his able supervision and guidance the observation and experience gained by these officers eventually resulted in saving the lives of many American wounded.

To his consummate skill as an artillerist was due in a large measure the success of the artillery in the operations of the 5th Army Corps in the St. Mihiel offensive and in the first phase of the Meuse-Argonne offensive. Later, as Liaison Officer between the Marshal Commanding the Allied Armies and American General Headquarters, by his courteous efforts and good judgment, he has rendered much valuable assistance to the American Army.
