Brunot de Rouvre, Antoine C. P.

Citation:

The President of the United States takes pleasure in presenting the Army Distinguished Service Medal to Antoine C. P. Brunot de Rouvre, Lieutenant Colonel of Artillery, French Army, for exceptionally meritorious and distinguished service in a

position of great responsibility to the Government of the United States, during World War I. As Regulating Commissioner at St. Dizier, France, Colonel Brunot de Rouvre labored unceasingly in the interests of the American Expeditionary Forces during the St. Mihiel and Argonne offensives. Notwithstanding that the responsibility of supplying two French Armies rested upon him, the facilities at his command were put unreservedly at our service. Without his loyal cooperation the supply of our combat troops would have been most complicated.


Brussaux, Edouard O. J.

Citation:

The President of the United States takes pleasure in presenting the Army Distinguished Service Medal to Edouard O. J. Brussaux, Brevet Major Of Infantry, French Army, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, during World War I. While he was on duty at the 2d Bureau, French General Headquarters, Major Brussaux cooperated in every way possible with American military authorities, placing at their disposal the facilities at his command. He thereby rendered service of great value to the American Expeditionary Forces, proving himself at all times a helpful, able, and loyal friend.

As Chief of Staff to Marshal Petain, General Buat rendered invaluable service to the American Expeditionary Forces and to the cause in which the United States has been engaged.

Citation:

The President of the United States takes pleasure in presenting the Army Distinguished Service Medal to Henri Bucaille-Littinery, Captain of Artillery, French Army, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, during World War I. In connection with the supply and maintenance of automatic arms and machine guns, Captain Bucaille-Littinery rendered service of inestimable value to the American Expeditionary Forces. When assigned as Assistant to the Chief Inspector of Machine Guns and Small Arms, American Ordnance Department, he displayed high professional attainments, energy, and untiring devotion to duty, cooperating with us most loyally at all times.

Cambon, Mr. Jules

Citation:

The President of the United States takes pleasure in presenting the Army Distinguished Service Medal to Mr. Jules Cambon, a French Civilian, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, during World War I. As Special Advisor to the French Prime Minister for Franco-American Affairs, Mr. Cambon displayed the same spirit of cooperation and warm friendship for the American people which he had manifested during his distinguished service as the French Ambassador at Washington. Ever actuated by the desire to cement the cordial relations between the two Republics, he and his staff offered us every facility which his important post commanded, thereby rendering services of inestimable value to the American Expeditionary Forces.

Caquot, A. T.

Citation:

The President of the United States takes pleasure in presenting the Army Distinguished Service Medal to A. T. Caquot, Major of Air Service, French Army, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, during World War I. As Chief of the Technical Section of French Aeronautics, Major Caquot displayed technical aviation knowledge of high order, and performed his exacting duties with untiring energy and devotion. He rendered very valuable services to the American Expeditionary Forces, gladly assisting us at all times in the solution of perplexing problems.

Carrel-Billiard, Marie J. A. A.

Citation:

The President of the United States takes pleasure in presenting the Army Distinguished Service Medal to Marie J. A. A. Carrel-Billiard, Surgeon Major, First Class, French Army, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, during World War I, for services in important researches and in the application of bacteriological methods of control in the dressing and closing of wounds. To him is due the discovery of the Carrel-Dakin treatment for war wounds. By his important service he has shortened the period of hospitalization of wounded men to a marked degree, and to him is due in a great measure the saving of many lives and limbs and the prevention of many disabilities among the wounded of our Army.

Cartier, Francois

Citation:

The President of the United States takes pleasure in presenting the Army Distinguished Service Medal to Francois Cartier, Lieutenant Colonel of Engineers, French Army, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, during World War I. As Chief of the Wireless-Section of the French Ministry of War, Lieutenant Colonel Cartier rendered most distinguished services to the American Expeditionary Forces by placing every facility at the disposal of the American Army and by assisting our officers repeatedly with his sound advice, helping them in the solution of the many technical problems which confronted our Intelligence Section.

Castelli, Emile J. B.

Citation:

The President of the United States takes pleasure in presenting the Army Distinguished Service Medal to Emile J. B. Castelli, Surgeon Major, 1st Class, French Army, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, during World War I, while serving with the Medical Section of the Central Bureau of Franco-American Relations. As Advisor to the Medical Service of the American Expeditionary Forces, Surgeon Major Castelli assisted in the preparation of a comprehensive hospitalization program and was of the greatest assistance in putting this plan into effect. Realizing the importance of liaison between the French and American Medical Services, he organized the medical section of the Central Bureau of Franco-American Relations, which proved of the greatest mutual benefit to the French and American Armies.

Charet, Charles E.

Citation:

The President of the United States takes pleasure in presenting the Army Distinguished Service Medal to Charles E. Charet, Colonel of Artillery, French Army, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, during World War I. Colonel Charet rendered service of conspicuous merit as Chairman of the Committee on Material. In securing the rapid, early, and complete delivery by the Germans of all the artillery and airplane material required by the armistice terms, the achievement of his committee was noteworthy.

Charreyre, Eugene J.

Citation:

The President of the United States takes pleasure in presenting the Army Distinguished Service Medal to Eugene J. Charreyre, Brevet Major of Infantry, French Army, for exceptionally meritorious and distinguished service in a position of great

responsibility to the Government of the United States, during World War I. As Chief of the 3d Bureau, General Staff of the group of French Armies of the East, Major Charreyre has rendered great assistance in the ;acing of the 1st American Division in the

Camp de Lorraine and in furthering their rapid instruction in combat. During the American operations of St. Mihiel and the Meuse Argonne he again ably assisted us in furnishing additional artillery support during the attacks. At all times he assured the best conditions of liaison between the staffs of the French and American Armies.

Chevalier, Louis J. G.

Citation:

The President of the United States takes pleasure in presenting the Army Distinguished Service Medal to Louis J. G. Chevalier, Major General, French Army, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, during World War I. As Inspector General of the Forest Service, Minister of Munitions and War Manufacturers, General Chevalier directed the French civil agencies in obtaining standing timber and manufactured forest products required by the allied armies. With great administrative ability he superintended the supply of lumber to the American Expeditionary Forces, at all times doing everything within his power to further our needs, affording most loyal cooperation.

Chicoyneau de Lavalette de CoElosquet, Charles O. M.

Citation:

The President of the United States takes pleasure in presenting the Army Distinguished Service Medal to Charles O. M. Chicoyneau de Lavalette de CoElosquet, Lieutenant Colonel of Infantry, French Army, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, during World War I. In his capacity as Chief of the French Geographic Bureau he went far beyond the bounds of duty to render valuable services to the American Expeditionary Forces. He placed a fund of valuable information at our disposal, being ever ready to give us the benefit of his wide knowledge. At all times he proved himself devoted to our interests and a most loyal friend.

As Commander of the 26th and 79th Division, American Expeditionary Forces, General Claudel rendered invaluable service to the American Expeditionary Forces and to the cause in which the United States has been engaged.

As French Minister of Public Works, Mr. Claveille rendered service of immense value to the Transportation Corps of the American Expeditionary Forces, showing himself at all times willing to go to any lengths to assist us. He displayed broad vision, a keen grasp of the essentials and great energy in overcoming difficulties in times of emergency.

Clavel, Jean M. G.

Citation:

The President of the United States takes pleasure in presenting the Army Distinguished Service Medal to Jean M. G. Clavel, Colonel of Engineers, French Army, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, during World War I. Through his wide experience and eminent technical ability, Colonel Clavel was of the utmost assistance in connection with the establishment of Base Section No. 2 at Bordeaux. Not only did he conduct the negotiations for placing at our disposal the indispensable Bassens dock, but he made possible the enlargement of our port facilities by the construction of railroad terminals. In numerous other ways he furnished us material aid by his sound advice and whole-hearted spirit of cooperation, rendering services of a high character to the American Expeditionary Forces.

Clemenson, Louis

Citation:

The President of the United States takes pleasure in presenting the Army Distinguished Service Medal to Louis Clemenson, Lieutenant Colonel of Infantry, French Army, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, during World War I. As Regulating Commissioner at Is-sur-Tille, Lieutenant Colonel Clemenson rendered invaluable assistance in the organization and operation of the American Regulating Station and Depots at that point. His hearty cooperation and genius for organization aided materially in the achievement of most satisfactory results and the development of an efficient service.

Cochet, Maurice D.

Citation:

The President of the United States takes pleasure in presenting the Army Distinguished Service Medal to Maurice D. Cochet, Lieutenant Colonel of Engineers, French Army, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, during World War I. In his capacity as a Member of the French Mission attached to the American General Headquarters from June 1917 to April 1918, Lieutenant Colonel Cochet gave us much assistance in all matters of organization of units, and especially those affecting the organization of artillery. By his good judgment and willing spirit of cooperation, coupled with his high military attainments, he rendered services of particular worth to the American Expeditionary Forces.

Coffec, Frederic M. M.

Citation:

The President of the United States takes pleasure in presenting the Army Distinguished Service Medal to Frederic M. M. Coffec, Brigadier General, French Army, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, during World War I. As Director of Artillery, Ministry of War, during the formative period of our Artillery, General Coffec has given most valuable service to our Artillery personnel in the solution of the difficult problems of organization and training. He placed at our disposal the means of instruction and training for our Artillery. Through his efforts the Samumur Artillery School was opened to us, the instruction camps at Coetquidan Meucon Souge, and Valdahon, France, were prepared as centers of training, and the facilities of the Tractor Artillery School at Vincennes were opened to us. The services he has rendered to the American Expeditionary Forces have been of great value.

He displayed untiring energy, devotion to duty, and great tact in the performance of his manifold duties.

Citation:

In Command of the 12th French Region, General Comby showed unceasing devotion to the welfare and comfort of the American troops entering that territory, at all times affording the American military authorities loyal cooperation. He exercised extraordinary personal interest in Franco-American relations and rendered invaluable service to the American Expeditionary Forces.

As Commanding General of the 15th Army Corps, French Army, General Corvisart rendered invaluable service to the American Expeditionary Forces and to the cause in which the United States has been engaged.

As French Regulating doctor at St. Dizier, France, Dr. Coussergue rendered the American Expeditionary Forces valuable service in making possible the evacuation of the forward areas during the St. Mihiel and Argonne offensives. When the number of American hospital trains available were found insufficient, he placed at our disposition the facilities of the French, laboring personally, day and night, in order that there might be no interruption of service.

As Commanding General of the 11th French Region, General Coutanceau rendered the American authorities most valuable assistance, meeting them always in a spirit of cordial cooperation. Crochet, Eugene

Citation:

The President of the United States takes pleasure in presenting the Army Distinguished Service Medal to Eugene Crochet, Captain of Infantry, French Army, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, during World War I. As Liaison Officer with the 1st Division during all the active operations of the division from April to October 1918, Captain Crochet showed exceptional ability and tireless energy in the performance of his exacting duties. Although his task was a difficult one, he labored incessantly to our best interests, manifesting at all times a spirit of loyalty and friendship for the American Expeditionary Forces.

As Chief, Bureau of Franco-American Service, Administration Division, Ministry of War, Mr. Crolet rendered great service to the United States in the adjustment of numerous and complicated accounts between the United States and France.
