As Prefect Maritime, Governor of the Place of Brest, by his splendid spirit of whole-hearted cooperation with the American authorities in all matters concerning the welfare and comfort of the large number of American troops which constantly passed through the important Port of Brest, Admiral Salaun has rendered services of signal worth to the American Expeditionary Forces. Every demand upon the facilities of his office received the same courteous consideration which characterized all the dealings of the Americans with him and his efficient personnel.

The President of the United States takes pleasure in presenting the Army Distinguished Service Medal to Georges Thenault, Captain of Air Service, French Army, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, during World War I. Captain Thenault Commanded the Lafayette Escadrille from the time of its creation in April of 1916 until it was transferred to the Air Service, American Expeditionary Forces, in January 1918. He led the squadron throughout the operations in Alsace and the Verdun offensive in 1916, later participating in the Allied offensive on the Somme and the Aisne. In 1917 he continued to command the squadron which was withdrawn from the line, and participated immediately afterwards in the operations on the Chemin des Dames. During this time more than 50 American pursuit pilots served in this unit. By his initiative, force, courage, and devotion to duty he contributed materially to the successful operations of the squadron and instilled in the American pilots under his command the principles of pursuit aviation, which contributed materially to the success of other American pursuit organizations when these pilots were transferred. By his ability as a pilot and his frequent missions over the lines he set an admirable example to the American officers under his command.

He gave us his time willingly, although his duties were pressing, aiding us most ably in the development of plans, and frequently furnishing us with labor and construction material in time of emergency.

As Chief of the French Officers assigned to the 90th Division during the training period and later as Liaison Officer of the Division at the front, by his tireless efforts, willing spirit of cooperation, and his high military attainments, Major Tremblay rendered services of great value to our troops and won the warmest admiration of both officers and men. On the front in the St. Mihiel and Meuse-Argonne offensives his conduct and courage were a marked example to the men of the 90th Division.

As Assistant Chief of Staff of the French Army and as Head of the 2d Section of the General Staff, particularly charged with relations with foreign armies and of the Special Franco-American Bureau, General Vidalon successfully and most satisfactorily managed and coordinated the relations of the Ministry of War with the American authorities. To him is due much credit for the able direction of all the American units in French territory. His able assistance has contributed in a large measure to the friendly spirit that has existed between the French and the Americans.

As Commander of the 1st Brigade, Artillery of Assault, by his marked ability, initiative, and sound judgment, Colonel Wahl gave much valuable assistance to the American armies operating in the St. Mihiel and Meuse-Argonne offensives. His earnest cooperation in carrying out the details of the plans of operations had a marked influence on the success of the Tank Corps units in those important operations.
