The President of the United States takes pleasure in presenting the Army Distinguished Service Medal to Mr. Connop Guthrie, a British Civilian, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, during World War I. As a Member of the Shipping Control Committee, British Ministry of Shipping, Mr. Guthrie's services in connection with negotiations for British tonnage in the interchange of tonnage by the War Department and the British Government have been conspicuous.

Haking, Richard C. B.

General Haking rendered conspicuously meritorious service as Chief of the British Mission, standing shoulder-to-shoulder with the Chief of the American Mission in all questions of

policy, aiding with rare tact and a genial personality the cordial relations between the English-speaking missions. He saw 52 months of service in the field, Commanded the XI Army Corps, and is the hero of the relief of Lille in 1918.

An eminent orthopedic surgeon and Chief of the Division of Orthopedic Surgery in the British Army, General Jones placed at the disposal of the Medical Service of the American Expeditionary Forces his eminent talents and broad experience in standardizing methods of treatment for the sick and wounded and took an active personal interest in class instruction of American medical officers in this very important branch of surgery.

As Principal Assistant to the Chief of the British Mission attached to the American General Headquarters of the period, January 1918 to March 1919, by his brilliant military ability and his earnest spirit of whole-hearted cooperation with the personnel of our Fourth and Fifth Sections of the General Staff, Lieutenant Colonel Jury gave much valuable assistance to these sections during the period of their organization and development,

rendering services of inestimable value to the American Expeditionary Forces.

In command of the British Artillery supporting the 2d American Corps during the operations from 27 September 1918 to 21 October 1918, General Knapp proved of invaluable assistance to our Infantry. He showed himself an indefatigable worker, a brilliant tactician, and a loyal friend.

As Chief of Intelligence, Line Communications, British Expeditionary Forces, Major Lamb assisted most ably in the organization, instruction, and working of the American Intelligence Section in the Services of Supply. Due to his advice, experience and aid many of the difficult problems confronting our Services of Supply during its preliminary organization were successfully overcome. The services which he rendered the American Expeditionary Forces were most valuable.

By his fervent spirit of cooperation he rendered service of inestimable value to the American Expeditionary Forces.

His remarkable achievements in the domain of preventive medicine and wound bacteriology resulted in the saving of many lives among our wounded. His services were of great consequence to the American Expeditionary Forces.

It was largely through his cooperation and individual efforts that the Medical Service of the 2d Corps, American Expeditionary Forces, was prepared in time to proficiently discharge its duties to the sick and wounded in combat.
