The President of the United States takes pleasure in presenting the Army Distinguished Service Medal to Herbert E. Watts, Lieutenant General, Royal British Army, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, during World War I. While Commanding the 19th Army Corps, British Expeditionary Forces, General Watts rendered invaluable service to the American Expeditionary Forces and to the cause in which the United States has been engaged.

As British Surveyor General of Supplies, Mr. Weir displayed ability of a high order, untiring devotion to duty, and zeal in the performance of his exacting duties. At all times he worked with singleness of purpose for the good of the allied cause, rendering service of exceptional value to the American Expeditionary Forces.

In the performance of his important duties, Mr. Weir displayed great energy and ability of a high order. He handled difficult situations with tact and aggressiveness, achieving brilliant results. At all times he was zealous to the best interests of the American Expeditionary Forces.

Wellesley, Lieutenant Colonel, Royal British Army, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, during World War I. In his capacity as Undersecretary of State for War, Lieutenant Colonel Wellesley manifested a constant desire to assist the American Expeditionary Forces in every possible way. The cordial spirit of cooperation and harmony which has marked the relations between the British and American forces during their struggle against the common enemy has been due, in large measure, to his zealous efforts.

Serving as Chief of the Imperial General Staff, British War Office, General Wilson rendered invaluable service to the American Expeditionary Forces and to the cause in which the United States has been engaged.

Winterbotham, Lieutenant Colonel, Royal British Army, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, during World War I. Lieutenant Colonel Winterbotham's advice, constructive criticism, and keen personal interest influenced greatly the organization and methods of training for topographic and ranging work in the American Expeditionary Forces. He personally furnished us with a large amount of important topographic data and information on survey and ranging work in the British and German Armies which could not have been obtained elsewhere and which proved of the greatest value to us.

The President of the United States takes pleasure in presenting the Army Distinguished Service Medal to Edward S. Worthington, Colonel, Royal British Army, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, during World War I, for services demanding the fullest of his time and energy. Colonel Worthington exerted himself to such good purpose in behalf of Medical Officers of the U.S. Army that large numbers of them were sent for special and intensive instruction to the various special medical and hospital centers in the British Isles, where they received at the hand of Great Britain's most eminent instructors the lessons learned from three years of war, thereby enabling the American surgeons to apply the knowledge acquired, with the result that many lives and limbs were conserved in the American Expeditionary Forces.

Albricci, Conte Alberico

The President of the United States takes pleasure in presenting the Army Distinguished Service Medal to Conte Alberico Albricci, Lieutenant General, Italian Army, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, during World War I. As Commander of the 2d Italian Army Corps in France, General Albricci rendered services of great distinction to the allied cause. Later, as Minister of War, he showed a keen spirit of cooperation with the American forces in Italy, assisting by all means at the disposal of his extensive office. He has given services of great value to the American Expeditionary Forces.

While Commanding the Arditi Assault Battalion, Italian Army, while attached to the 332d Infantry, American Expeditionary Forces, Major Allegretti rendered serviced for the American Expeditionary Forces and to the cause in which the United States has been engaged.

As Director General of Engineers, Italian Army, General Angelozzi performed his exacting duties with eminent technical skill. At all times he was actuated by a desire to aid the American authorities by all the means at his command, thereby rendering services of the greatest value to the common cause.

As Liaison Officer with the American Red Cross, by his admirable tact and helpful spirit of cooperation Lieutenant Colonel Apolloni aided materially in the effective relief work of this organization in caring for the sick and wounded of the American and Italian Armies.

As a Member of the Interallied Commission on the Repatriation of Prisoners of War, General Bassi has rendered highly meritorious service to the United States and allied Governments in connection with the repatriation of American and allied prisoners released by the armistice. He always displayed a cheerful and active interest in all that pertained to their welfare, and rendered sympathetic and practical cooperation.

The President of the United States takes pleasure in presenting the Army Distinguished Service Medal to Luigi Bongiovanni, Major General., Italian Army, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, during World War I. In Command of the Italian Air Forces during the time American pilots attached to Italian squadrons were on active duty at the Italian front, General Bongiovanni exercised great ability, tact, and energy in his direction of the work of our officers. At all times he showed the highest military attainments, and his enthusiasm was an example to all. He rendered a most valuable service in his prosecution of operations against the enemy.

The President of the United States takes pleasure in presenting the Army Distinguished Service Medal to Mr. Eugenio Chiesa, Italian Minister of Aeronautics, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, during World War I. As Minister of Aeronautics for Italy, Mr. Chiesa rendered very valuable services to the American Expeditionary Forces in connection with the training of our pilots and the supply of aviation material. At all times he displayed a helpful interest in our Air Service, going far beyond the bounds of duty to render us advice and assistance. He has proved himself possessed of a wide knowledge of all matters pertaining to aviation and was always a loyal friend.

By his sympathetic knowledge of American needs he was of the greatest assistance in securing proper care for our sick and wounded in Italy.
