Mazel, Oliver C. A. A.

Citation:

The President of the United States takes pleasure in presenting the Army Distinguished Service Medal to Oliver C. A. A. Mazel, Major General, French Army, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, during World War I. After serving with eminent distinction at the front General Mazel was assigned to the Command of the 4th Region at Le Mans, France, where he continued to perform important duties with conspicuous ability. By his warm spirit of cooperation and appreciation of American needs he was of material assistance in connection with the establishment and development of our embarkation and replacement center at Le Mans, thereby rendering valuable services to the American Expeditionary Forces.

Menard, Victor R.

Citation:

The President of the United States takes pleasure in presenting the Army Distinguished Service Medal to Victor R. Menard, Major of Air Service, French Army, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, during World War I. From the inception of the American Air Service, Major Menard was its constant and reliable advisor, and rendered most important services in its training and development. He personally supervised the instruction of the first American pursuit squadrons. During the St. Mihiel attack the organization which he commanded was placed at our disposition, and in his personal direction of his group during the battle he showed military

ability of a high order, rendering most distinguished service.

Meyer, Maurice

Citation:

The President of the United States takes pleasure in presenting the Army Distinguished Service Medal to Maurice Meyer, Brevet Lieutenant Colonel, French Army, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, during World War I. Lieutenant Colonel Meyer served with marked distinction as Head of the 2d Bureau at French General Headquarters, performing duties of the utmost responsibility. At all times he manifested the most cordial spirit of cooperation and desire to assist our officers by all the means at his disposal, thereby rendering valuable services to the American Expeditionary Forces.

Michel, Camille C. G. A.

Citation:

The President of the United States takes pleasure in presenting the Army Distinguished Service Medal to Camille C. G. A. Michel, Brigadier General, French Army, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, during World War I. Serving as Chief of Staff of the French Army of the Rhine and Chief of Staff of the Interallied Armies of Occupation in Germany, General Michel rendered invaluable services to the

allied cause and to the American forces in Germany.

Michel-Levy, Marcel J. B.

Citation:

The President of the United States takes pleasure in presenting the Army Distinguished Service Medal to Marcel J. B. Michel-Levy, Second Lieutenant of Infantry, French Army, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, during World War I. Second Lieutenant Michel-Levy served with exceptional ability as Chief of the Administrative Offices of the French Mission at General Headquarters, American Expeditionary Forces, displaying the same sound judgment and untiring zeal which had previously characterized his service in the field. By his admirable tact and broad sense of justice he aided materially in solving many delicate questions which arose between the American Army and the French civilians, thereby rendering services of great worth to the American Expeditionary Forces.

Citation:

The President of the United States takes pride in presenting the Army Distinguished Service Medal (Posthumously) to Charles E. Moinier, Major General, French Army, for exceptionally meritorious and distinguished service in a position of great

responsibility to the Government of the United States, during World War I. As Military Governor of Paris, France, General Moinier constantly rendered services of the greatest value to the American Expeditionary Forces, in whose interests he proved himself zealous and self-sacrificing. Occupying a position of high distinction and with a multitude of important duties claiming his attention, he yet found time to aid us with his wise advice and extended hearty cooperation to the American military authorities.

Molinier, Frederic

Citation:

The President of the United States takes pleasure in presenting the Army Distinguished Service Medal to Frederic Molinier, Captain of Cavalry, French Army, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, during World War I. As an Aide-de-Camp on the Staff of the marshal Commanding the Armies of France, by his thorough military knowledge, tact, and keen judgment Captain Molinier has rendered valuable services to the allied cause. At all times he has shown an active interest in the American Army and has rendered them every assistance at his command.

Monier, Leon F. V.

Citation:

The President of the United States takes pleasure in presenting the Army Distinguished Service Medal to Leon F. V. Monier, Major, French Army, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, during World War I. When he became Liaison Officer between the Military Government of Paris and the Office of the Chief Surgeon, District of Paris, Major Monier brought to this important position a broad professional experience and devoted loyalty. During the summer of 1918, when the shortage our hospital facilities in Paris became acute, he worked with self-sacrificing energy and made available for us many additional beds in French hospitals, also securing numerous buildings which were subsequently converted into hospitals, thereby rendering invaluable services in securing proper care for the sick and wounded of the American Expeditionary Forces.

Monroe Dit Roe, Marie L. J.

Citation:

The President of the United States takes pleasure in presenting the Army Distinguished Service Medal to Marie L. J. Monroe Dit Roe, Brigadier General, French Army, for exceptionally meritorious and distinguished service in a position of great

responsibility to the Government of the United States, during World War I. General Monroe Dit Roe Commanded with great distinction the 60th French Infantry Division, which under his skillful leadership achieved brilliant successes in combat. The 1st American Division had a most valuable initial experience in actual warfare when it went into the trenches of the Toul sector under his supervision. He gave also equally valuable assistance in the training of other American Divisions which were attached to his command.

Mordacq, Jean J. H.

Citation:

The President of the United States takes pleasure in presenting the Army Distinguished Service Medal to Jean J. H. Mordacq, Major General, French Army, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, during World War I. As Chief of the Military Cabinet of the Minister of War, General Mordacq at all times accorded most valuable assistance to the American Expeditionary Forces. In the discharge of his exacting duties he cooperated loyally with the American military authorities, and by his timely advice and whole-hearted service greatly increased the efficiency of our forces.

Morel, Mr. Paul

Citation:

The President of the United States takes pleasure in presenting the Army Distinguished Service Medal to Mr. Paul Morel, a French civilian, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, during World War I. As French Assistant Secretary of the Board of Finance, charged with the liquidation of stocks, Mr. Morel ably discharged difficult and important tasks and rendered great service to the United States in

the settlement of complicated claims and the liquidation of stocks involving millions of dollars.

Mornet, Charles L. D.

Citation:

The President of the United States takes pleasure in presenting the Army Distinguished Service Medal to Charles L. D. Mornet, Rear Admiral, French Navy, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, during World War I. In Command of the French Marine at Marseille, Admiral Mornet showed rare tact, judgment, and energy in the performance of his varied duties. He gave generously and untiringly of his services in furthering the interests of the American base, placing every facility at the disposal of the American authorities.

Morreau, Frederic P.

Citation:

The President of the United States takes pleasure in presenting the Army Distinguished Service Medal to Frederic P. Morreau, Vice Admiral, French Navy, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, during World War I. Admiral Morreau rendered most valuable assistance to the American Expeditionary Forces in the solution of difficult problems arising at Base Section No. 5 at Brest. He unified the energies of the French and American authorities, working whole-heartedly in the interest of the Allied cause.

Mortier, Pierre F.

Citation:

The President of the United States takes pleasure in presenting the Army Distinguished Service Medal to Pierre F. Mortier, Surgeon Major of the 1st Class, French Army, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, during World War I. As Medical Member of the French Mission at General Headquarters, American Expeditionary Forces, and later in the Medical Section of the Central Bureau of Franco- American relations, Surgeon Major of the First Class Mortier labored ceaselessly and with conspicuous success in the interests of the sick and wounded. He obtained for us hospital sites, hospital trains, and ambulances in times of emergency.

Mourier, Mr. Louis

Citation:

The President of the United States takes pleasure in presenting the Army Distinguished Service Medal to Mr. Louis Mourier, a French civilian, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, during World War I. As Undersecretary of State of the Medical Service, Civilian Chief of the Medical Department of the French Army, Mr. Mourier placed all available resources of his great department, both in material and personnel, at the disposal of the American Expeditionary Forces. His advice was of great value, aiding us in the solution of many problems, and he rendered services of inestimable value in assisting us in securing proper evacuation and hospitalization for the sick and wounded.

Moyrand, Auguste E. M.

Citation:

The President of the United States takes pleasure in presenting the Army Distinguished Service Medal to Auguste E. M. Moyrand, Brevet Lieutenant Colonel, French Army, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, during World War I. In his capacity as Assistant Chief, 3d Bureau, French Army, Lieutenant Colonel Moyrand proved himself at all times a loyal friend of the American Expeditionary Forces, being ever ready to aid us. He gave advice on important matters which proved of the greatest value in handling difficult problems which we were confronted with. At all times he afforded us most hearty cooperation in the performance of all his duties, rendering us valuable assistance.

Muteau, Paul J. H.

Citation:

The President of the United States takes pleasure in presenting the Army Distinguished Service Medal to Paul J. H. Muteau, Major General, French Army, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States, during World War I. General Muteau served with notable success as Commanding General of the 8th Region, in which was located our Intermediate Section, Services of Supply. By his sound judgment and unfailing cordiality he was of the utmost assistance in the solution of many problems which h arose, thereby rendering services of distinction to the American Expeditionary Forces.

Citation:

As Commanding General of the 21st Army Corps, French Army, General Naulin rendered invaluable service to the American Expeditionary Forces and to the cause in which the United States has been engaged.

His brilliant mental and exceptional professional attainments, coupled with rare tact and tireless devotion to duty, caused his services to be of signal worth to the United States Army.

Forces, Major Normand rendered valuable services. He took an active interest in the transportation problems of our service, and by his energy, zeal, and good judgment aided us materially in solving the perplexing problems that confronted us.

As Commander, General Nudant rendered notable service in the field in Command of the 34th Army Corps. As a diplomat, his keen sense of the situation, his tact and firmness toward the enemy, sound judgment in questions of moment, and constant devotion to the cause of the Allies made his services as President of the Permanent International Armistice Commission conspicuously meritorious.

By his efforts in devising and developing the French system of fire control for anti-aircraft artillery, adopted by our armies, and in Command of the French Officers' Anti-Aircraft Artillery School at Arnouville les Genesse, Lieutenant Colonel Pagzey rendered most valuable service to the American Expeditionary Forces.
