JSTARS CGS STRAP, ANNEX I

TADSS

1. Training Concept. All CGS operator and maintenance personnel receive institutional training. Training unique for maintenance and repair of CGS equipment and components is identified in institutional training plans. All instructors for institutional training will receive IKPT and subsequent P3I instruction.

  1. Training Devices.

a. Operator A CGST consisting of four eight seat training devices are provided to the training institution (Fort Huachuca, AZ) that will simulate an E-8 SCDL link to a CGS. Ten instructor consoles which include two in each of the five rooms (at Goddard Hall), eight LCW’s (Lesson Control Workstations) and two extended trainers with 32 student workstations are the primary institutional training devices to train MOS 96H students in the operations of the J-STARS CGS. The CGST is interactive, (simulating actual mission lengths) with the Air Force Joint Stars training system, training sites and DoD Battle Labs. This system is used to actually link CGS GDT/SCDL with the source using realistic search track-track procedures in the CGS. The CGS and CGST is HLA capable/compliant, interacting with Army simulation systems. Other planned TADDS will include the IEWTPT system, and the CSTARS and VSTARS simulation trainers. Refer to Training Products, paragraphs 7(3)(4)(5) for a description of these simulation training devices. Assets required to support BNCOC training are a minimum of one (1) Joint Services Workstation System (JSWS) and 8 workstations remoted off of the JSWS. Five CGS’s (2 fielded and 3 temporary) are located at Goddard Hall with four of them connected to the extended trainers. The CGS, CGST, LCW’s, extended trainers and the BNCOC training equipment will be maintained by Motorola until 1 Oct 2001 at which time STRICOM will take over hardware maintenance responsibility. The maintenance of the Uninterruptible Power Supply (UPS) located at Goddard Hall will be funded by the installation.
b. Maintainer. Two CGS systems, and one CGSMT (clamshell) will be provided for system training. One instructor and eight student workstations will be provided for overview of system operations at Nicholson Hall. These are the primary institutional training devices to train MOS 33W students in the maintenance of the J-STARS CGS. Refer to paragraphs 7b(1)(2)(3) for a description of these simulation training devices. The two CGS’s and the clamshell will be maintained by Motorola until 1 Oct 2001 at which time STRICOM takes over the responsibility for maintenance of those systems.

3. Embedded Training. Embedded training for NET, individual and crew sustainment training. Fully embedded training will ensure that operators have the ability to configure the system to provide training on all CGS tasks taught in institutional training. The CGS will provide growth capability to improve the embedded training to keep pace with the CGS functional upgrades/modifications. This includes operator practice interactions with the Joint Stars Aircraft via data link, practice interactions with the battlefield operating systems (e.g. AFATDS, ASAS, Maneuver Control Station (MCS), etc.), and practice interactions with appropriate sensor systems as they are integrated into the CGS, using either simulated or real sensor data, or a mix of simulated and real data. It will also include selected unit level CGS maintenance tasks. Embedded training will not affect the ability to conduct a live mission (i.e., training and active missions can take place simultaneously).
4. Intranet Based Training. Unit CGS operator training uses HLA scenarios, dial-up capability to the school trainer to participate in instructor-led lessons, and recorded missions. Lessons, funded and developed by the PM, are available to the unit through computer-based training, (CBT) and also over the Internet.
5. Additional Manpower Requirements. There are no additional requirements for officers or warrant officers to operate the CGS. The estimate for enlisted operators is approximately 696, based on a six-man crew and current system requirements. The required force structure is determined by HQDA and supported in the tables of organization and equipment. The estimate for enlisted 33 CMF personnel is 40 (two per Division Military Intelligence Battalion, two per corps military intelligence brigade (MI BDE), and two per corps support command.
