2-1. The Chief of Staff of the Armyis thesoleapproval authorityfor:

2-2. The Department of the Army (DA) Deputy Chief ofStaff,G-3/5/7:
a. Approves participation of foreign militaryunits at the MCTP continental United States exercisesin accordance with AR350-50. b. Approves changes to the MCTP staffingand manning. c. Requests Joint and Special Operations personnel required to meet trainingguidance anddirectives as outlined in the Exercise Support ManningDocument (ESMD)produced for eachexercise.
2-3. Commanding General (CG), United States Army Training and Doctrine Command (TRADOC):
a. Establishes priorities forthe allocation ofTRADOC resources identifiedto support the MCTP.
b. Provides AOC/Ts tobackfill the MCTP TDA shortfallsin support of standard exercises. c. Conducts CTC Program accreditation visits everytwoyearsin accordance with AR 350-50.
2-4. Commanding General, Forces Command (FORSCOM)
a. Sources required trainingsupport, response cell, and work cell personnel, special skilledpersonnel, and AOC/Ts required above the MCTPTDA as outlined in theESMD when modularsubordinate units cannotfill thosepositions.
b. Schedules WFXs within the MCTPcapacityto meet ARFORGEN requirements. c. Approvesexercise locations formajorsubordinate commands.
d. Appoints EXDIRfor majorsubordinate command’s WFX no later than the Concept Development Video Teleconference (VTC). e. Enforces trainingunit responsibilities and the MCTP planning guidance to training audiences. f. Approves WFX Training Objectives.
2-5. Director, Army National Guard
a. Sources required trainingsupport, response cell, and work cell personnelas outlined inthe ESMD when modular subordinate units cannot fill thosepositions.
b. Schedules majorsubordinate command’s WFXs with FORSCOM at theASRC.
c. Approvesexercise locations which meet Department of DefenseInformation AssuranceCertification and Authorization Process and Authorityto Operate requirements for majorsubordinate commands.
d. Enforces trainingunitresponsibilities and the MCTP planning guidanceto rotational units.
2-6. CG,U.S. Army Combined Arms Center(CAC):
a. Executes oversight ofthe MCTPin accordance with CSA, HQDA, and TRADOC directives. b. Provides required Title10 support to the MCTP.
c. Resources the MCTP personnel requirements. d. Develops trainingandcurriculum resources tosupport the MCTP missionand OC/Ttrainingbased on emergingdoctrine.
2-7.Deputy Chief ofStaff for Intelligence(G-2), TRADOC:
a. Researches, prepares,and updates the DecisiveAction TrainingEnvironment and hybrid threatconceptand doctrine. b. Prepares the base OPFOR threat characteristicsfortheWCOPFOR to derive specificexercise threat characteristicsin ordertoaccomplish exercise objectives. c. Conducts validation andassistance visitsforthe WCOPFORin accordance with AR 350-50.
d. Provides intelligencesupport to WCOPFOR requests for information (RFIs). e. Assists the MCTP in developingworkarounds and/or simulation requirements to integrate operating environment variables into exercises. f. Provides relevant targetingdatabases based onthe operatingenvironment(s) developed inthe common base scenario(s).
2-8. Deputy CG, U.S. ArmyCombined ArmsCenter-Training (CAC-T):
a. Manages overall MCTP program trainingandsupport requirements necessaryto trainArmyunits and leadersfor decisive action.
b. Serves as approval authorityforchanges in timeor location ofthe ELCtoincludeMCT fortraining audiences.
c. Serves asapprovalauthorityfororientation visits to the MCTP exercise events (seeparagraph 3-5, c.1.) d. Oversees and approves the execution of the MCTP budget for exercises.
2-9. Commander,MCTP:
a. Responsible forplanningandexecution oftheMCTP exercises. b. Applies the CTC concept of operationsto allMCTP exercises (see AR 350-50, chap 1).
c. Supervises development of scenariosforuse inWFXs. d. Ensures WCOPFOR portrays accuratehybridthreat doctrine and threat characteristics. e. Ensures proper conduct and coordination oftheELC. f. Ensures simulation capability, to include hardware requirements, that supports training exercises.
g. Approves all exercisecontrol group (ECG) decisions regardingpersonnel, equipment, orfacilities for each WFX.
h. Develops, publishes, and distributes rules, parameters, and workaroundsthat govern the MCTP operations usingthe associatedsimulationprograms. i. Assigns responsibilitytoOPSGRPs forplanning, coordination, and execution of eachexercise. j. Ensures OPSGRPs conduct OC/T certification and AOC/T training. k. Serves as the DeputyEXDIR fordivision/corps WFXs, responsible to the EXDIR for thecommand, control andsupervision of MCT and exercise planning,preparation, and execution. Duringthe execution ofthe WFX, in the absence of theMCTPCommander, theChiefofOPSGRP Xis theDeputyEXDIR. l. Exercises operationalcontrol oftheMission TrainingComplex(s)(MTC)facilities, equipment, andplayer/controller personnel throughout train up, execution, andtermination. m. Identifies and develops logistical requirementsto supportMCT and exercise operationalneeds. Requirements include equipment availabilityand transportation, technical andmaintenance support, and personnel augmentee requirements. n. Responsible for controlling, manning,equipping, and executing support contracts attheMcHugh TrainingCenter,FortLeavenworth, KS. o. Responsible for the collection of observation and trends.Conduct semi-annual reportingto the Centerfor Army LessonsLearned.
2-10. National Simulation Center (NSC):
a. Provides all simulation and model support to theMCTP mission.
b. Gives priorityforsupport to the MCTP missions. c. Provides software andhardwaremaintenance support forsimulation systems used by the MCTP.
d. Reports potential shortfalls in equipment and/ormanningsupport of anexercise to the MCTP when identified.
e. Annually reviews thememorandum of agreement (MOA) during the first QTR, whichoutlines responsibilities with the MCTP. The MOA will be updated as required.
f. Oversees the support fromthe logistics federation which is required fordetailed sustainment feeds that support AMCS fidelityon logistics and properlystresssustainment trainingunits. This is conducted within theLogistic ExerciseandSimulation Directorate owned by the Global Simulation Capacity. g. Provides full motion video and virtual Joint Surveillance and Target Attack Radar System (JSTARS) downlink from the simulation into trainingunit command post.
