4.2.2. Activities concerning the structural improvement of core police services


Description of activities
The activities implemented during the previous technical assistance, highlighted that there is in Lebanon a major need for improving technical levels and policy directions in specific areas of police activity, like in the first place community safety and public order response, where the Lebanese institutions remained behind the parallel developments in Europe. The low performance in difficult situations in these fields proved also prejudicial for the public perception of the police forces. Against this backdrop, the SAROL project already started a training of the Mobile Forces on public order and riot control that included Training of Trainers and a number of training stages abroad.
To move beyond the SAROL’s accomplishments, the project will have to support a far reaching revision of ISF’s operational patterns in a number of areas, trying to transpose “best practices” and models developed in the EU Member states. The support will have to take place in different steps and at different levels, that can be so articulated: a) review of operational patterns and procedures in key policing sectors (community safety and public order), by involving also the staff that has already been exposed to specific training under the previous projects; b) assessment of the potential for improvement and identification of relevant models; c) drafting of new operational manuals and revision of the standard directives, if needed; d) delivery of trainings of trainers on the basis of the new materials and procedures; e) dissemination of the materials in order to reach the highest number of operators, and sensibilization on the values underlying the new technical approaches.
The activities must include specific events and deliverables explicitly devoted to the protection of vulnerable groups, particularly in the context of community safety.
The support mentioned in this section will consist, besides technical advice by the experts, also in study trips in Europe.
