1.5. Related programmes and other donor activities


Between 2007 and 2009, the project 'Improvement of Criminal Investigation at all stages of the Penal Process' (IFS-RRM/2007/144-953 and MED/2008/147-902) sought to improve of the quality of the whole investigative process and of judicial investigations, through the professionalization of the investigators at crime scenes, including the improvement of the crime scene preservation and improved management procedures for long and complex criminal investigations. Building on this previous work, the on-going EU ‘Security and Rule of Law’ (SAROL) project (MED/2006/018-301) focuses on more specific objectives, as detailed below.
All along the SAROL project, a constant effort has been made to also improve the coordination between the ISF and the Judiciary, in particular the General Prosecutor’s office. While these efforts gave some encouraging results, the situation of the Lebanese judiciary, characterised by considerable shortfalls in budget, human resources, and an almost non-existent training capacity pose a serious obstacle to improvements.
At the end of 2012, another EU-funded project, the ‘Developing National Capability for Security and Stabilisation’ (SSP) programme (ENPI/2010/021-838) commenced with a focus complementary to that of SAROL, and building on its achievements in the modernisation and improvement of the ISF own training capabilities.
EU Member States also have bilateral activities in support of the ISF, each with its own specific focus, namely:
1 – France: specific focus on special interventions (e.g. management of public order during riots, prisons), senior police training in France, language courses, support in the fight against terrorism and against drugs, negotiation skills, fight against urban violence, traffic management.
2 - United Kingdom: technical assistance for the creation and training of an ISF Strategic Planning Unit with the purpose to initiate an internal process leading to the drafting, adoption and implementation of a comprehensive “ISF Strategic Plan”, identifying key action areas for the development of the institution. A first draft of “Strategic Plan” has been produced so far, but no strategy for its improvement or implementation has yet been developed. A "Code of Conduct" for police officers was also developed with the help of UNHCHR and adopted by MoIM.
3- Germany: provision of laboratory equipment for the Technical and Scientific Police, firearms for the Department of Information and training activities in the field of forensic science.
4- United States: In parallel, the United States is the major donor to the ISF. Their activities have focused on supporting initial training for ISF recruits at the ISF Training Institute in Warwar, while specific and continuous training has also been given in the form of basic instruction on community policing and training in the use of firearms. These courses involve several hundred police officers from various departments of ISF and are given by US trainers. The U.S. government has supported the design, development and construction of large practical training facilities at the ISF premises in Aaramoun, which will complement the ISF Academy and integrate the Judiciary Police Practical Training Centre initially foreseen under the SAROL project. In the future, the United States will assist in establishing an emergency call centre.
5- UNDP: focus to train municipality police.
Coordination between different EU and other external (non-EU) projects is ensured through regular donor coordination meetings organised in Beirut (usually at the EU Delegation), where exchange of information takes places and concrete steps to improve coordination are made.
