5. LOGISTICS AND TIMING

5.1. Location


The project will be based in Beirut in order to facilitate liaison with line ministries and national counterparts. The activities will be carried out throughout Lebanon, with possible study tours or visits to the European Union.

5.2. Starting date and implementation period


The date for the commencement of activities is foreseen for October 2017. The duration of contract implementation will be 21 months from this date. Articles 4 and 5 of the Special Conditions to the contract will determine the actual start date and implementation period.

6. REQUIREMENTS

6.1. Staff


The Contractor will be responsible for the selection of adequate TA expertise and of its timely deployment for both the long-term TA functions and short term missions. On the basis of the ToR agreed in consultation with the EU Delegation and the Beneficiary, the Contractor will propose to the EU Delegation the CV of the selected experts for approval. The support of the EU Member States administrations will be crucial for the effective search and mobilisation of national expertise. Confirmation of the experts proposed will be subject to the approval by the Contracting Authority in consultation with the Beneficiary.
Once the contract is signed between the Contractor and the experts concerned, the Contractor will be responsible for all logistical, administrative and financial arrangements necessary for the deployment of the expert.
Timesheets related to the working days carried out by all experts, prepared by or under the supervision of the Team Leader according to an agreed template, will be signed by the head of the PMC and endorsed by the Project Manager in the EU Delegation. Timesheets will report the number of days worked per each calendar month, including mission outside the duty station, with a succinct description of the activities carried out per worked day.

6.1.1. Key experts


Experts who have a crucial role in implementing the contract are referred to as "key experts". The Contractor will provide a Technical Assistance core team composed of three experts based in Beirut. This core expertise will be complemented by non-key expertise required for the implementation of project activities. The number of working days will be spread over the total period of implementation of the contract and adjusted according to the working needs of the project.
