2. OBJECTIVES, PURPOSE & EXPECTED RESULTS

2.1. Overall objective


The overall objective of the Project is to strengthen the resilience of Lebanon's security institutions to withstand internal and external pressures and shocks, and to reinforce the role they can play as drivers of stability and national cohesion, further contributing to the strengthening of the rule of law and the continuous progress towards the alignment to international legal frameworks, principles and standards.

2.2. Purpose


Lebanese police services deliver more effective, better-managed and more accountable police services to citizens
To achieve this purpose, the Contractor shall ensure high level technical advisory services, and an adequate logistical, administrative and financial management of the project activities as described in these ToR

2.3. Results to be achieved by the Contractor


To achieve the specific objectives, the Contractor will endeavour to achieve the following results:
Component 1 - Further development of ISF training capacity.
Continued development of ISF training systems and capacity, including in the areas of training strategy, training management, training evaluation, curriculum and course design, trainer career and skills development;
Component 2 - Structural improvement of core police services.
Development, dissemination and implementation of policy and procedure in core police service delivery areas, with a focus on skill areas relevant in the current context, e.g. community safety and public order response;
Component 3 - Joint trainings in selected areas.
Promotion of joint ISF training with other agencies having key responsibilities in service delivery in areas of relevance in the current context; in particular the Municipal Police (community safety) and Civil Defence/LAF (crisis risk management and disaster response).

3. ASSUMPTIONS AND RISKS

3.1. Assumptions underlying the project


As was the case under previous assistance provided within the security sector, the biggest assumption regarding the implementation of this contract is that the political and security situation in the country remains reasonably stable, and that eventual sporadic violent clashes are limited in magnitude and duration. In case of political stalemate/instability, undertaking the envisaged activities will possibly require adaptations and adequate institutional support. Furthermore, it is assumed that:

  1. The concerned stakeholders ensure the adoption of the institutional changes promoted under the previous and the new programme

  2. Police services maintain their focus on respect for human rights, integrity, transparency, and excellence in service.
