RisksAs under previous assistance provided within the security sector, the risks are partly related to a deterioration of the security situation at the regional level (Syrian crisis, Palestinian issue) and partly related to Lebanon’s internal political situation. In fact, an overall deterioration of the context could make difficult to launch and implement the institutional changes needed to keep moving the ongoing efforts for the transformation of ISF into a modern and citizen-oriented civilian police service. 4. SCOPE OF THE WORK4.1. General4.1.1. Project descriptionThe Project is designed in order to provide an adequate follow up to the achievements of the two phases of the SAROL project and of the Rule of Law and Fight against Crime component of the programme "Developing National Capability for Security and Stabilisation (SSP)" (2012-15), including in terms of training systems and the consolidation of the ISF Academy, automation issues, and of specific work on gender issues as part of the ISF organisational development, attention to vulnerable segments of the public including women victims of domestic violence or other crimes and the need for improved follow up investigations. Translating those changes into democratic institutions is slow and faces many obstacles, including the lack of appropriate legal frameworks and practical know how. Chronic instability and failed security have also been challenges. The activities will have an operational character i.e. will be pursued with the objective of attaining results that will help institutionalisation of structures that are indispensable for the maintenance of security and public order. 4.1.2. Geographical area to be coveredThe Republic of Lebanon 4.1.3. Target groupsMain beneficiaries will be the Ministry of Interior and Municipalities – General Directorate of the Internal Security Forces (ISF). Within these, the target groups will vary according to the different areas of intervention, and can be identified as follows: a) ISF departments via the Strategic Planning Unit; b) Training Department and generalist/technical trainers so far trained by the EU for the future facilities and the ISF Academy in Aaramoun; c) Department of Judicial Police and other ISF units; d) Municipal Police; e) Civil Defence and Lebanese Armed Forces (LAF) Download 67.98 Kb.
