As per request by the Directorate General of the Internal Security, it is recommended that:
- During the inception phase, the axes of the project are designed in collaboration with the EU Delegation and the Project Management Committee (PMC) by taking into consideration the security perspective of the ISF.
- To promote compliance with the national legal framework and respect of the Lebanese cultural environment, the legal texts, regulations and instructions shall be considered as the guiding principles in the design and implementation of activities. Each foreign trainer should get acquainted with training related legal texts and relevant internal regulations
- The content of the training sessions should be discussed, in advance, with the ISF Institute, to allow timely translation of training material into Arabic language, while ensuring that they are in conformity with applicable laws and regulations. At the end of each training session a report will be prepared and distributed to the EU Project Manager and the PMC, through the ISF focal point.
The activities described below are presented by components. In every field, activities will be described in order of priority (chronology of implementation may be different, if deemed necessary).
Description of activities
The ISF Strategic Planning Unit (SPU) under the ISF General Directorate has been previously supported under the SSP programme with the provision of appropriate expertise to facilitate the internal mainstreaming of strategic planning and the identification of organisational priorities, with the development of an ISF Strategic Plan, and the monitoring of its implementation.
The project will continue supporting the process of institutional change taking place within ISF through the revisions and updating of the training strategy and of training techniques in order to reach a full autonomy of ISF in designing, revising and assessing its training plans. This new project will undertake a) the full revision of the current curricula and of the design of the courses b) the introduction of a standardised system for the ex-ante and ex post evaluation of trainings c) the preparation of a plan for the inclusion of training merits gained as trainee or trainer in the career system, in order to create incentives for participation in the training system d) the development of analytical and management tools providing to the ISF hierarchy the possibility to calculate the impact in terms and finances and human resources of different reform alternatives.
The activities must include specific events and deliverables explicitly devoted to the protection of vulnerable groups, with special regard to improved awareness on Trafficking of Human being, domestic violence and other gender specific policing issues.
