4.2.3. Activities concerning joint trainings in selected areas


Description of activities
The observations made during the previous EU support highlighted the absence of a structured system of joint training between the different public agencies that can be involved in events with a magnitude imposing a general mobilisation of all available human resources, like in the case of disaster response and the management of major crises. At the same time, the relevance of joint trainings applies also in fields not related to specific “emergencies” but also to topics that have a crosscutting value for public bodies, like fight against corruption and misconduct, for gender relevant issues, and as an occasion to introduce relatively new concepts like that of “community policing”.
Against this backdrop, the project will undertake a number of joint training activities involving ISF, Municipal Police and Civil Defence/LAF dealing with the following topics: a) techniques for ensuring community safety b) principles of community policing c) ethical standards applicable to police activity e) disaster response. Additional topics might be agreed in consultation with the project main beneficiaries.
The project will, moreover, undertake a study about needs and potential for an improvement of interagency cooperation, with the preparation of an Action Plan.

4.3. Project Management

4.3.1. Responsible body


The Delegation of the European Union in the Republic of Lebanon is the Contracting Authority responsible for managing this contract.

4.3.2. Management structure


The Project Management function on behalf of the Contracting Authority will be provided by the Cooperation Section of the EU Delegation.
At management level, a Project Management Committee (PMC) will be established under the chair, direction and control of the head of the ISF Academy, to oversee and approve the overall management of the project. Among its tasks, the PMC will be responsible for providing a constant follow up to the project; liaising with all the relevant stakeholders and authorities involved (including MoIM, MoJ and EU Delegation) in order to ensure the adequate implementation of the activities agreed; approving, on the basis of the advice provided by the TA, the ToR for the non-key expertise required as well as the CV proposed by the Contractor on the basis of the agreed ToR.
The Head of the PMC will appoint a Focal Point for this contract. The ISF Focal Point will be in charge of:

  1. Ensuring a daily interlocution with the TA in order to guarantee a smooth project implementation;

  2. Checking the consultants’ timesheets confirming the days worked by the TA (key experts and non-key experts) in order to be signed by the Head of The PMC.

The PMC meetings might be organized based on the initiative by the Beneficiary or on requests of the TA team or the EU Delegation, according to needs.
The PMC will be composed by relevant Heads or representatives of ISF departments, the ISF focal point and representatives from the EU delegation and by the TA Team. Representatives of donor countries actively supporting the ISF may be also invited as observers.
At the strategic level, a Project Steering Committee (PSC) will be established to oversee and validate the overall direction and policy of the project. The PSC will be jointly chaired by the Director General of the ISF and the Head of the EU delegation (or their representatives).
The PSC will meet at least once a year, and will have the following composition: a) the ISF Director General or a representative b) the Head of the EU Delegation or a representative and c) PMC members. Representatives of other relevant administrations and donor countries actively supporting the ISF may be also invited as observers.
The TA team, jointly with the relevant team from the PMC, will act as technical secretariat of the PSC, taking care of the organisation of the meetings according to the agreed calendar and preparing, in close coordination with the Beneficiary, all the relevant inputs for the discussion and follow-up (including ad hoc reports for the PSC meetings and meeting minutes)
The Contractor will ensure the project’s proper implementation from a technical and operational point of view. For this purpose, a Technical Assistance Team will be mobilised. The responsibilities of each key member of the technical assistance team are detailed in the experts’ profiles. The Contractor will ensure the adequate provision of technical assistance services to the Beneficiary in defining the actions to be carried out, through the mobilisation of the expertise needed to reach the overall objectives of the project, and in particular:

  • Guarantee the effective and timely implementation of all advisory and training activities foreseen in these Terms of Reference, and as detailed in the Logical Framework presented in Annex III – Organisation and Methodology, including the follow up of the indicators there identified

  • Make sure that all the logistic, administrative and financial requirements are met vis-à-vis the Contracting Authority, ensuring the adequate management of the project in terms of financial and administrative follow up, in line with these ToR, the contract Specific Conditions, General Conditions and Budget, narrative and financial reporting, etc. As part of the project management tasks, the Consultant will have to fulfil the reporting requirements specified in Section 7 of these ToR.

The Contractor will also assist the Contracting Authority and the Beneficiary in procurement of supplies and management of supply contracts in the framework of the project. In this respect, the Contractor will:

  • Provide the Contracting Authority with all necessary inputs for the preparation of the tender(s) file(s) for the procurement of supplies (i.e. properly liaising with the beneficiary authorities for the definition of priorities in terms of equipment to be procured and of technical specifications required, providing an overall budget estimate, etc.)

  • Provide the necessary inputs to the EU Project Manager for the approval of the drawings, documents, samples or models submitted by the supplier, ensuring they satisfy the technical specifications laid down in the supply contract

  • Supervise the necessary tests and preliminary quality control checks of the goods delivered to verify their conformity with the technical specification prior to the provisional acceptance to be carried out by the Contracting Authority and the PMC throughout the focal point and any other expert assigned by the PMC if needed.

  • Support the EU Project Manager in reviewing the supplier’s payment requests in order to confirm their eligibility and conformity (i.e. check all appropriate substantiating documents have been provided, revise all the technical documents and certificates to make sure the equipment delivered complies with the eligibility requirements e.g. certificate of origin, etc.)

  • If needed after the end of the SAROL and SSP projects, the Contractor will be also required to follow up – with the suppliers and the Beneficiary – on the proper installation of the equipment purchased under the previous projects.

It is the responsibility of the Contractor to inform the Contracting Authority within the shortest possible delay of any event that may hamper the good start or development of the actions foreseen.
In carrying out its daily work with the Beneficiary, the TA will ensure the adequate mentoring and transfer of capacities in the areas prioritized by the project.
