  economic and financial pressures;
  
• 
  national agri-ecological conditions;
  
• 
  consumer behaviour and choices, and
  
• 
  social and demographic factors.
  

5. Improving the monitoring system and ensuring compliance with the SUD and with National Action Plans:

• 
  improving monitoring of progress at national and EU level;
  
• 
  developing an EU-wide database not only for sales, but also for the use of different categories of pesticides and their application rate;
  
• 
  enforcing penalties for Member States that do not comply with the rules; and
  
• 
  introducing other measures to ensure that pesticides can only be used by appropriately trained people.
