    1. Liaisons

The following Liaison inputs were reviewed, and dispositions were prepared in coordination with JCT-VC and JCT-3V, as applicable. An additional liaison N13781 was sent to Qualinet, continuing on previous communication of 2012, regarding a potential joint effort to collect data for the purpose of developing objective quality scores.

15.0.0.1.1.1.1.1.16m29565 Liaison Response to W13356 [SMPTE]

Responded to in N13780 on HEVC extensions development, which also went to various other organizations.

15.0.0.1.1.1.1.1.17m29621 ATSC Liaison on MPEG-H [Jim Kutzner, Walt Husak]

Responded to in N13780 on HEVC extensions development, which also went to various other organizations.

15.0.0.1.1.1.1.1.18m29936 Liaison Statement from 3GPP to SC 29/WG 11 on HEVC level definitions [3GPP via SC 29 Secretariat]

Indicates that HEVC has been specified for support in 3G-DASH and 3GPP file format. 3GPP is considering specifying the minimum client capability requirement for HEVC decoding, with WVGA(800x480)@30fps and 720p@30fps as two potential candidates. The existing Level 3.1 was said to be well suited for 720p@30fps. However WVGA(800x480)@30fps sits roughly in the middle (from the number of samples per second or the maximum bit rate points of view) between Level 2.1 (Q720p(640x360)@30fps) and Level 3 (QHD(960x540)@30fps). 3GPP suggests considering the specification of a new hypothetical Level 2.2.

Responded to in N13782, indicating that it may be feasible to define such a level if needed.

15.0.0.1.1.1.1.1.19m30487 Report of DVB-EBU UHDTV Fact Finding Meeting [DVB-EBU]

Responded to in N13783, thanking DVB-EBU for it UHDTV fact finding meeting report.

    1. NB positions

The following NB inputs were reviewed, and dispositions were prepared in coordination with JCT-VC, JCT-3V and other subgroups, as applicable.

15.0.0.1.1.1.1.1.20m29612 USNB Comment on “HEVC Range Extensions” [A. G. Tescher for USNB]

Handled by Video and JCT-VC jointly with Requirements, response in N13894 thanking USNB for comments on non-camera-captured content coding and describing work on draft call for proposals and future specification of a 4:4:4 profile.

15.0.0.1.1.1.1.1.21m29613 USNB Comment on “Subjective Video Quality Assessment” [A. G. Tescher]

Handled by Video jointly with Requirements and Test, N13895 thanking the USNB for drawing our attention to the investigation of subjective video quality work in WG 1, indicating an intent to coordinate through SC 29 and at upcoming meeting collocated with WG 1.

15.0.0.1.1.1.1.1.22m30385 KNB comment on 3D-AVC depth tools performance [Kyeongok Kang on behalf of the KNB]

Handled by JCT-3V, per resolution 3.6.5; considering the fact that the compression benefit is rather small (1.5% on average over all sequences in the best known codec settings), the compatibility with depth map streams and decoding of MVC+D is considered more important, no action was taken.

15.0.0.1.1.1.1.1.23m30508 Finnish NB Comment on Internet Video Coding Call for Proposals [J. Ridge on behalf of FI NB]

Handled by Video, response in N13791 with timeline plan for standardization of coding format compatible with VP8 with extension, and discussion of schedule and process for associated software.
