Recommendation 13

Within three months, all chief constables should ensure that systems designed to identify, prior to police attendance, whether a reported incident involves or is at the address of a firearm certificate holder are in place and are always applied by staff dispatching officers to incidents; and that officers understand the risk assessment which they should be undertaking in such circumstances, and their power, when appropriate, to seize firearms and firearm certificates.

Recommendation 16

Within three months, all chief constables should ensure that their current arrangements for public engagement with regard to firearms licensing are practical, proportionate and well known. They need to enable the force to understand the experience of service users and other interested groups. Thereafter, all chief constables should introduce effective systems to consider the results of public engagement to inform the efficiency and effectiveness of their licensing arrangements.

Building on our article 'The Regulation and Retention of Police Intelligence' (to be published in the next issue of http://webjcli.org/), we are undertaking further research which aims to explore the definition and handling of intelligence across police forces in the UK. We are particularly interested in the practices and processes used by your force to assist officers in handling intelligence, including in relation to databases such as the Police National Computer and Police National Database or any localised or specialised intelligence databases.
To that end, would you be able to answer the following questions please:
1. Please could you describe the intelligence handling and analysis processes used by your force. For clarity, we are particularly interested in processes that relate to the definition, collection, use, retention and disclosure of intelligence, including the criteria for uploading onto the PND and specialised databases.
2. Do your officers and staff use any sort of computational or algorithmic data analysis or decision-making in relation to the analysis of intelligence? If so, could you confirm the nature of the algorithm(s) used and the purposes for which the algorithm(s) are used, for instance for prediction of risk of crime.

First of all I would like to thank you for your response to my previous FOI request regarding strip searches.
In order to gain a clearer picture of your policy, I would like to ask a few more questions. Following HMIC’s recommendations number 7 and 10, published on the report ‘Stop and search powers 2: are the police using them effectively and fairly?’ in March 2015:
1) Do you plan to start recording all searches that involve the removal of more than an outer coat, jacket or gloves (as described in PACE Code A 3.6 and Code A 3.7 in an easily retrievable format?

2) If yes, will the records of strip searches (PACE Code A 3.6 and 3.7) include:

a) What clothing was removed?

b) The sex of the officers present?

c) The location of the search including whether it was conducted in public view?

d) The age of the person searched?

e) Whether the removal of clothing revealed intimate body parts?
3) If the answer to question 1 is yes, in what form this data will be shared with the public?

a) Will it available on your force website? Where? How regularly shared?

b) How this data will be shared with the Police and Crime Commissioner’s Office?
