Classification = Group ‘C’ (Non-Gazetted) (Technical).

They are responsible for putting up indents for all kinds of wireless equipments required in the future proposal, upto date recording of all issue and receipts entries made the ledger, balances brought forwarded from one ledger to another, renewal of signatures from all the static and mobile permanent stations and proper accounting of all equipments. He is also responsible for safe custody of all the stores and the smooth working of all the stores and under the charge including manpower.



SUB-INSPECTOR/ MINISTRIAL:

Classification = Group ‘C’ (Non-Gazetted)

  • SI (Min.) is responsible to act as Incharge /Head Asstt. of the branch.

  • The Head Asstt. is responsible for the disposal of cases in time.

  • He will maintain a Note Book in which he will note the action taken on the various cases in order to avoid delay in examining the timed, urgent and important cases so that reply could be sent on due date.

  • He will deal typical and intricate cases at his own level.

  • He will also check the tables of the dealing hands to find out that the no paper/reference is pending with them unnecessarily.

  • He will also be responsible for getting the important and secret files cleared from Senior Officers at his own level.

  • He will also think about the welfare of the staff who is working under him.

WIRELESS OPERATOR/(ASI/SI):

Classification = Group ‘C’ (Non-Gazetted)(Technical)

They are responsible for the operation of wireless sets under his control. He will also ensure minor adjustments in the wireless sets for betterment of the wireless communication. He is the shift In-charge of the operational control room.



RADIO TECHNICIAN/(ASI/SI):

Classification = Group ‘C’ (Non-Gazetted)(Technical)

They are responsible to repair all kinds of wireless equipments comprising of all kinds of wireless sets, P.A. equipments tenders, and battery chargers, measuring instruments etc. He will also be responsible for attending the break downs in case of all types of arrangements pertaining to law and order, relies VIP and VVIP arrangements. He will also be responsible for the proper installation and dismantling of wireless stations, static/mobile. Proper functioning of all the measuring instruments/gadgets in the workshop is also his responsibility.



WORKSHOP ASSISTANT /(ASI/SI):

Classification = Group ‘C’ (Non-Gazetted)(Technical)

They are in-charge and responsible or the mechanical workshop and will assist the Radio Technicians in the day to day mechanical repair and installation of wireless sets static/mobile.



STOREMAN (TECHNICAL)/(ASI):

Classification = Group ‘C’ (Non-Gazetted) (Technical)

They are responsible to keep a proper record of all temporary and permanent issue and receipts of all types of all the equipments. He shall prepare the S.C.R of all the fresh receipts and C.C.R of all the fresh equipments declared beyond economical repair. He is also responsible for up to date posting, entries and made in the ledgers and balance mentioned. He is also ensure proper placement of all the equipments in the presentable and good working condition.



ASI/MINISTRIAL:

Classification = Group ‘C’ (Non-Gazetted)

  • He will keep FR (Fresh Receipt) folder on his table and will check the same daily with the object that no FR is pending with him beyond 48 hours.

  • He will get all the files indexed, which are related to his seat.

  • He will maintain the files in tidy condition with proper paging and linking.

  • He will also maintain the Standing Guard files and also keep the handbook of the rules so that he could submit the papers on the file according the facts and rules.

  • He will maintain pendency Register and will submit the same to the Head Asstt. and will seek guidance from him for the disposal of pending references.

  • He will prepare a list of files, which are under his possession and paste the same on the almirah so that the files could be traced in his absence without loss of time on the demand of the senior officers.

ASI/SI (STENO):

Classification = Group ‘C’ (Non-Gazetted)

  • He is responsible to work as personal assistant of senior officers of Delhi Police.

  • He is also responsible to maintain the personal files of the upper subordinates as well as HCs (Min.).

  • He is also responsible to do all kinds of secret work to be assigned by senior officers

ASI/SI (DRIVER):

Classification = Group ‘C’ (Non-Gazetted)

  • He is responsible to maintenance the vehicle attached with senior officer as well as MT fleet of Delhi Police.

  • He will also responsible to perform duties with senior officers on the vehicles attached with him and also to maintain the log book of the vehicle of properly.

HC/MINISTRIAL:

Classification = Group ‘C’ (Non-Gazetted)

  • He will be responsible to dairy each and every paper received in the branch.

  • He will responsible to do all kinds of typing work of the branch.

  • He will also assist the dealing assistant in addition to his on duties.

ASSISTANT WIRELESS OPERATOR/TELE-PRINTER OPERATOR:

Classification = Group ‘C’ (Non-Gazetted) (Technical)

They are responsible for the passing/receiving transmissions of wireless messages from all corners. He will also be responsible for the maintenance of wireless log of all events of transmission and reception.



STORE CLERK (HEAD CONSTABLE):

Classification = Group ‘C’ (Non-Gazetted) (Technical)

They are assist ASI/SI Storeman Technical as well as Supervisor Technical for keeping a proper record of issue & Receipts, Maintenance of ledgers and proper placement of Store Articles in the respective almirah and bins etc.



TELEPHONE EXCHANGE OPERATOR (HEAD CONSTABLE):

Classification = Group ‘C’ (Non-Gazetted) (Technical)

  • While taking over the operator will be briefed by his predecessor about the faults and the calls pending.

  • Will always be polite and brief.

  • He will not indulge in unnecessary arrangement with the subscribers and loose temper.

  • On receiving a call the subscribers will be addressed by the work “JAI HIND” and the identity of exchange is disclosed such as “Police exchange Kashmere Gate Sir” etc. etc.

  • The work “HELLOW” will not be used.

FITTER ELECTRICIAN (HEAD CONSTABLE):

Classification = Group ‘C’ (Non-Gazetted) (Technical)

They are responsible for the upkeep and maintenance of battery charging shop and shall ensure for proper initial charging, re-charging of all type of Batteries with the held of required toners/battery charges. He shall also be responsible for proper counting, distribution and collection of all type of Batteries/ Battery charges in the Battery shop.



FITTER (BATTERY)(HEAD CONSTABLE):

Classification = Group ‘C’ (Non-Gazetted) (Technical)

They are responsible for the repair and maintenance of all types of batteries, battery chargers, battery charging boards/ circuits and other types of implements/instruments required for the repairs work.



FITTER (ENGINE)(HEAD CONSTABLE):

Classification = Group ‘C’ (Non-Gazetted) (Technical)

  • He is responsible for the repair of all kinds of patrol and as well as diesel engine on the charge of Delhi Police.

  • He will assist the workshop Asstt. And other technicians on duty for any mechanical job.

  • He will test the standby generator one a week at least.

  • He will assist the workshop Asstt. In the drawl of stores for the main station/store.

MAST LASKER (HEAD CONSTABLE

Classification = Group ‘C’ (Non-Gazetted) (Technical)

  • He will be responsible or the installation of aerials under directives of supervisor Incharge.

  • He will assist the radio technical in day to day work when installation work is in hand.

  • He will dismantle the aerials for checking/repaired and reinstallation.

  • He will responsible for the upkeep of the tool kit held by him.

  • He will remain attached to O.P.L. major workshop.

DRAFTSMAN (HEAD CONSTABLE)(TRACER):

Classification = Group ‘C’ (Non-Gazetted) (Technical)

They are responsible for the preparation of all types of organizational diagrams of various Estt. of Comn. unit and diagram of the deployment of wireless sets etc., required according to the fresh proposal.



HEAD CONSTABLE(CARPENTER)(COMMUNICATION):

Classification = Group ‘C’ (Non-Gazetted) (Technical)

  • He will carryout the carpentry jobs entrusted to him by the Sup/Radio tech. workshop Asstts.

  • He will maintain the tools in his custody in perfect working condition.

  • He will also assist in the installation work.

  • He will fill in the job cards of the jobs carried out by him.

  • He will keep his working bench in order.


HEAD CONSTABLE(DRIVER):

Classification = Group ‘C’ (Non-Gazetted) (Technical)

  • He is responsible to maintaince the vehicle attached with senior officer as well as MT fleet of Delhi Police.

  • He will also responsible to perform duties with senior officers on the vehicles attached with him and also to maintain the log book of the vehicle of properly.

CONSTABLE(DRIVER):

Classification = Group ‘C’ (Non-Gazetted) (Technical)

  • He is responsible to maintain the vehicle attached with senior officer as well as MT fleet of Delhi Police.

  • He will also responsible to perform duties with senior officers on the vehicles attached with him and also to maintain

WORKSHOP HAND (CONSTABLE):

Classification = Group ‘C’ (Non-Gazetted) (Technical)

  • He will assist the radio technicians on duty in the maintenance and repair of the electronic equipment.

  • He will draw the defective equipment from store for early repairs and deposit them back in store after repairs.

  • He will clean the working bench in the workshop and arrange necessary equipment for the repairs.

  • He will carryout minor repairs as directed by Sup./duty officer

CONSTABLE(EXECUTIVE):

Classification = Group ‘C’ (Non-Gazetted)

  • He is responsible to performed all kinds of law and order duties in the jurisdiction of NCT of Delhi.

  • He is responsible to work as dak runner /motor cycle rider /personal orderly, of senior officers i.e. above the rank of Insprs.

Note:-The existing staff deployed in Control Rooms of Distts./Units including Police Stations is working round the clock in shifts i.e. 0800 Hours to 1400 Hours , 1400 Hours to 2000 Hours and 2000 Hours to 0800 Hours in accordance with their respective duties & responsibilities.

XIV)   ANTI-RIOT CELL, DELHI POLICE:-

1.Allocation business (i.e. work of whole Unit)- The Anti-Riot Cell is a non-sanctioned unit. It has especially been established for the ‘Pairvy’ and prosecution of Nov.’84 Anti-Sikh Riot Cases.

2.Duties to be performed to a chief the mission: This cell has been established for the ‘pairvy’ and prosecution of Nov.’84 Riot Cases. At present, there is one case pertaining to Nov.’84 riot case is still pending trial in the lower court in the city. Approximately 35 appeals are pending in Delhi High Court. One SI (Exe.) with two ASIs (Exe.) under the overall supervision of Inspector/Anti-Riot Cell are deputed for the pairvy in the courts. This Cell is functioning with the following staff:

3. Details of service rendered: This Cell maintains Nov.’84 riot records. The staff is monitoring the trials of the Nov.’84 riot cases which are pending in the court.

(XV) SECURITY UNIT:- 

          The aim of Security unit of Delhi Police is to provide a foolproof security to Hon’ble Vice President of India, Prime Minister of India, Ex. Prime Ministers of India, Council of Ministers, Head of States, Foreign dignitaries & other VVIPs and deployment at place of functions to be attended by Hon’ble President of India as well as other VVIPs. The Head Quarter of Security unit of Delhi Police is functioning at Main Security Lines, Vinay Marg, Chankya Puri, New Delhi. The Office of Jt.CsP/Addl.CsP/DCsP/Addl.DCsP of Security unit is functioning at Main Security Lines. However, the Office of DCP/Supreme Court Security is situated at Supreme Court Complex, Tilak Marg, New Delhi.  



XVI) SINGLE WINDOW COMPLAINT ENQUIRY CELL/PHQ 

          A Complaint Monitoring and Tracking System has been introduced and a Complaint Cell has been created in all the Districts/Units of Delhi Police.  Complainants can check the status of their complaint between 10.00 AM to 5.00 PM on any working day from any of Complaint Cells of the Districts/Units.  A Single Window Complaint Enquiry Cell has also been set up at Ist. Floor, Police Headquarters.  



(XVII)                        SENIOR CITIZENS CELLS/POLICE HDQRS

                   The Senior Citizens’ Security Cells (SCSC) are functioning at PHQ and in all the 11 districts contact elderly persons living alone through telephones almost everyday for their safety and renders other assistance. Senior citizens living alone or with spouse are registered by Delhi Police.  They can also register themselves by contacting on telephone numbers 23490233, 23490010 Extn. No. 4336, Helpline No. 1291 or 1091, through Delhi Police website www.delhipolice.nic.in or through SHO/ACP/DCP office of their area.  Registered senior citizens are visited and also contacted telephonically by the PHQ as well as local police staff.  Complaints of senior citizens are dealt on priority basis. Security audit of senior citizens is also done by the local police.  Special helpline number 1291 (toll free) has been introduced to handle the distress calls from Senior Citizens exclusively. 

(XVIII)                      QUARTER ALLOTMENT CELL/POLICE HDQRS.

The function of this cell is to allot vacant government quarters to Delhi Police officers/personnel. An independent web-site i.e. www.delhipoliceqac.in is available in public domain containing various information i.e. colony-wise seniority list of police officers, fresh allotments orders, details of vacant quarters etc. 



(XIX)                         RIGHT TO INFORMATION CELLs.

For effective implementation of Right to Information Act -2005, Delhi Police has designated PIOs/APIOs/First Appellate authority in each District/Unit.  Moreover, Nodal Officers under Right to Information Act – 2005 are also designated under RTI Act- 2005 to obtain applications/appeals at a single point. 



8 & 12. Citizens/Public Interaction: -    Several Community Policing programs involving interaction of citizens for maintenance of law and order are listed below:-

1) Public Meetings :-  Regular public meetings are held at all levels with RWAs, MWAs, various Social Organizations and the people.

2) Involvement of School Children / College Students :-  Efforts have been made to involve school / college students in community policing initiatives.

3) Self Defence Training :- For school and college girls students were organized with the help of ‘Self Defence Academy’ of Martial Arts’ & SPUW&C / Nanak Pura.

4) Public Awareness and Education :-  A massive campaign was launched to make the people aware about the basic security precautions to be taken by them to prevent crimes.

5) Care of Senior Citizens :-   Regular interactions with senior citizens are maintained  at all levels and meetings have also been held with them to sort out any problem, being faced by them.  Any Senior Citizen of Delhi living alone or with spouse can register himself/herself with Delhi Police.

6) Utilizing the services of Civil Defence Volunteers: - The services of Civil Defence Volunteers are being utilized effectively for maintaining Law & Order.

7) Functioning of Rape Crisis Intervention Centers: - To help rape victims all necessary assistance is provided by RCICs.

8)  Student Police Community Defence Programme: - aims to sensitize school going children for visiting to Senior Citizens, following up servant / tenant verification and responding to their needs empathetically.

9) Parivartan: - It is an initiative by Delhi Police to change the patriarchal mindset of society toward women.  The Mission of Parivartan is to reduce violence against women particularly rape in the city and to create an atmosphere of safety wherein women would feel safe and secure.

10)Navchetna:- A unique Police-Public Partnership Initiative
TO NURTURE YOUNG ADULTS.

11) AREA POLICING PLAN: It is a strategic policing scheme intended to blend our community policing efforts with professional District policing.  It envisages optimization of available police resources and eliciting maximum citizen’s participations.  It is to ensure result oriented effective policing on ground. Element of surprise, decentralized policing and people’s participation will be the three pillars of this scheme.  Element of surprise is to counter criminal’s imagination. It is also to instill uncertainty and fear among mischief mongers.  Decentralized policing is to activate Division Officers and Divisions of a police station as hub centers of area policing.  It increases the policing canvas manifolds making the police presence in the field organized, focused, responsible and more accessible. 

12)   Thana / District Level Committee: These meetings are being organized on monthly basis.

13) Eyes and Ears Scheme  and Tenant verification:

      Eyes and Ears Scheme:- Delhi Police has launched a scheme captioned ‘Public As Eyes and Ears of the Police’ with special emphasis to sensitize all the stake holders such as Rehri Patriwalas, Chowkidars, guards, vendors, parking attendants TSR drivers, residents/traders welfare associations etc. to keep a watch and look for suspicious persons and share the information with local police immediately.  Regular meetings are held by all the officers to sensitize and motivate them. 



  1. Tenant verification:  In order to detect any terrorist or any person with a dubious character taking shelter in Delhi as a tenant, Delhi Police carries out regular tenant verification.  The owners of the house are required to inform local police whenever they keep a tenant.  Special drives are conducted for verification of tenants. 

14) Delhi Police Yuva Foundation:- The objective of the Yuva Foundation is:- (i) To take all possible initiatives to wean away young adults and under-privileged children, who for want of proper educational and sports facilities may take to crime, in selected Police Stations. To identify the areas and assess the feasibility of implementing the initiatives. To arrange art workshops and vocational studies to keep such young children and adults engaged in constructive activities for acquiring life skills to become responsible citizens. To engage willing NGOs, corporate houses and social volunteer organizations or bodies for augmenting resources for the execution of the initiatives. To disseminate information about the initiatives undertaken by the Foundation for underprivileged and street children for the awareness and support of general public. To lay down necessary administrative, financial, legal and technical framework and resources for the initiatives. To seek and accept grants, donations, assistance from public bodies, corporations, companies or trusts Indian/corporation /companies and foundations for the purposes of the Foundation and to manage efficient, effective and permissible fund flow and fund utilization in consonance with the objects stated herein. To enter into any arrangements/agreements with any Government (s) or authorities whether Central, State, municipal, local or any other agency including NGOs, Corporate Houses, Social Volunteer Organizations or bodies that may seem conducive to the objectives of the Foundation. The Foundation shall not accept any help from anyone in his individual capacity. To allow promoters/sponsors of any Organisation/Department/ Authority to initiate any productive activity such as development of playing grounds in indentified localities provided or allocated by government bodies. To decide whether the promoters/sponsors of any Organisation / Department/Authority should be allowed to carry sponsored activities for their publicity/sign-boards. To organize and participate in seminars, conferences, fairs related to the objects of the Foundation and to compile, collate, edit and publish technical reports and papers related to the objects of the Foundation. To pay all expenses, preliminary or incidental to the formation of the Foundation and its registration as a Society as per the statute. To run educational institutions, training institutions and publish books, reports, journals, magazines, newspapers, periodicals, thesis, research papers, writings, discoveries, documents, news and information etc. and to generally undertake all such other lawful activities as may be incidental to or conducive to the attainment of the above objectives of the Foundation etc. To do all such other lawful things as may be necessary, incidental or conducive to the attainment of the above objectives of the Foundation.
