MANPOWER: The Communication Unit is functioning under the direct administrative control of PRO (DCP/Comn). He is assisted by two Addl. DCsP and two ACsP/Comn.

In the subordinate ranks, there are three cadres specific to Communication Unit namely Operational, Technical and Stores. Whereas the drivers, ministerial and executive staff posted to Communication Unit is centrally controlled and managed by the Police Headquarters.



WORK DISTRIBUTION OF ONE POST OF DCP/COMMUNICATION TWO POSTS OF ADDL. DCsP AND ACSP/COMN. OF COMMUNICATION UNIT IN DELHI POLICE

DCP-COMN.:-

  1. General: Deputy Commissioner of Police/ Communications is the Head of Office of Communication Unit. The post of DCP/Communication is of technical nature in duty.

  2. Administration: (DCP/Comn.) is responsible for planning, execution & supervision, monitoring of performance, effective management and administration of the communication unit. He has to work out the requirement of communication staff for various Districts and Units and do their postings and transfers. He has to carry out the process of recruitment of various ranks and trades sanctioned in communication unit.

  3. Planning: He has to take care of the day-to-day Communication (Wireless, Cyber Highway and Telephone) requirements of Delhi Police as well as planning and implementation of communication projects on a long-term basis. Delhi being the capital of India, he is responsible for changes in the police Tele-communication by keeping a close liaison with the Directorate of Co-ordination Police Wireless, Ministry of Home Affairs. The recent innovation and modernization carried out by Delhi Police are looked upon by other states and Union Territory Police forces for adopting in their own environments.

  4. Procurement: He is responsible for the procurement of suitable and modern wireless sets, EPABXs, intercom system, repairing aids, test equipment and other stores for providing efficient communication to Delhi Police. He studies and plans the wireless as well as line communication requirements of the Districts and Unit of Delhi Police in consultation with Jt. CsP, Addl. CsP and DCsP concerned.

  5. Liaison: He has to keep liaison with senior officers of Delhi Police as well as with his counter parts in other States, Union Territories and Central Police Organizations for various arrangements.

  6. Arrangements: He is responsible to supervise the communication arrangements during the national events, religious & cultural festivals, VVIP arrangements, elections and other major & minor arrangements. He is also responsible for mobilizing the staff required for such arrangements and their effective deployment.

  7. Training: He is responsible for organizing and coordinating the imparting of training to the wireless operators and technicians for Grade-III, II & I, Induction Radio Training and other refresher training courses to maintain a high degree of technical skill among them. He has to keep pace with the changing communication technique and also to monitor & assess constantly and continuously, so that the training being provided is of up-to-date.

  8. Staff Welfare: He has to convene Sampark Sabhas to interact with the staff of communication unit to air their difficulties and suggestions. He is also responsible to give opportunities to the subordinate staff to appear in his orderly room to express their grievances and help them in solving/removing their just and genuine problems. He also has to perform any other duties entrusted to him from time to time.

  9. Being a technical officer, he is a member of most of the technical and purchase committees in Delhi Police. His inputs are considered vital in modernization planning and purchases.

ADDL. DCP-I/COMMUNICATION

  1. To survey, study and plan the wireless and line communication requirements of all districts of Central and Northern Ranges in consultation with the concerned ACsP, Addl. DCsP and DCsP/ Addl.CsP of the District.

  2. To supervise the work of Central & Northern Ranges, Inspectors of all five districts of Central & Northern Ranges and operation of the L.G. House Control Room.

  3. To supervise the work of Security, RP Bhawan & Traffic Units, OPL/Reserve and VVIP Route Arrangements etc..

  4. To supervise the work of accounting, condemnation, CCRs, short deposit cases, quarterly, half yearly, yearly physical inspections, store checking, fire fighting equipments, Battery Charging Shops, Radio Work Shops of Central & Northern Range, holding of orderly room & Sampark Sabha.

  5. To supervise the VVIP arrangements falling in his range.

  6. To supervise the maintenance & operation of Repeaters sites, Mobile Control Room, Base Work Shop, R&D Section, Radio Work Shop, installation work, PA system, work of various wings of New Police Lines Wireless Complex including IWD.

  7. To supervise maintenance & operation of Integrated Data Communication Network (Cyber Highway) having Data Centre at 10th floor PHQ and Disaster recovery (DR) site at OPL Rajpur Road, Delhi.

  8. To study, identify and draft specifications of various communication equipments for Delhi Police and acceptance testing of various equipments/ items purchased in Communication Unit.

  9. To supervise the coordination works, planning estimation, administration, inspections, maintenance of record, distribution of items of all stores functioning in communication unit.

  10. To supervise the work of accounting, condemnation, CCRs, quarterly, half yearly, yearly physical inspections, store checking, holding of orderly room & Sampark Sabha.

  11. To supervise the work of wireless complex, New Delhi Line.

  12. Being a technical officer, he is a member of many of the technical and purchase committees in Delhi Police. His inputs are considered vital in modernization planning and purchases.

  13. He will have his office at wireless complex, New Police Lines.

  14. He will report to DCP/Communication in all matters.

  15. To perform any other duties assigned to him by DCP/Communication from time to time.

ADDL. DCP-II/COMMUNICATION

  1. To survey, study and plan the wireless and line communication requirements of all Districts of South-Western and South-Eastern Ranges in consultation with the concerned ACsP, Addl.DCsP and DCsP/Addl.CsP of the Districts.

  2. To supervise the work of South-Western & South-Eastern Ranges, Inspectors of all districts of South-Western Range & South-Eastern Range.

  3. To supervise the work of accounting, condemnation, CCRs, short deposit cases, quarterly, half yearly, yearly physical inspections, store checking, fire fighting equipments, Battery Charging Shops, Radio Work Shops of South-Western Range & South-Eastern Range, holding of orderly room & Sampark Sabha.

  4. To supervise the VVIP arrangements falling in his ranges.

ACSP/COMN.:-

1. ACP/COMN (Admin):

  1. To survey and identify suitable and State-of-the-art technology for wireless and line communication, test & measuring instruments, EPABXs etc.

  2. To supervise the work of Inspector/Admn. (Head Clerk/Comn.)

  3. To supervise the work of Technical, Establishment & Personnel Braches, Computer Center & Arrangement Cell.

  4. To conduct inspection, liaison work, holding Sampark Sabha, Orderly Room & other misc. work.

  5. To perform any other duties assigned to him by DCP/Communication from time to time.

2. ACP/COMN (CPCR):

  1. To supervise the maintenance & operation CPCR (PA-100, ACD, AVTS, Digital Mapping Section) and Integrated command, Control Co-ordination and communication centre (C4i).

  2. To supervise the maintenance & operation of the Control Rooms of Spl. Branch, Crime & Rly. & Delhi Sachivalya.

  3. To survey and plan the Communication requirements of CPCR/C4i in consultation with the concerned ACsP, Addl. DCsP, DCsP and Addl. CP of PCR, Crime & SB units.

  4. To supervise the work of Inspectors CPCR (Ops. & Tech).

  5. To conduct inspection, liaison work, holding Sampark Sabha, Orderly Room & other misc. work.

  6. To perform any other duties assigned to him by DCP/Communication from time to time.

3. ACP/COMN (NPL):

  1. To supervise the maintenance & operation of Repeaters sites, Mobile Control Room, Base Work Shop, R&D Section, Radio Work Shop, installation work, PA system, work of various wings of New Police Lines Wireless Complex including IWD.

  2. To supervise maintenance & operation of Integrated Data Communication Network (Cyber Highway) having Data Centre at 10th floor PHQ and Disaster recovery (DR) site at OPL Rajpur Road, Delhi.

  3. To study, identify and draft specifications of various communication equipments for Delhi Police as well as technical evaluation and acceptance testing of various equipments/ items purchased in Communication Unit.

4. ACP/COMN (South-Western Range):

  1. To survey, study and plan the wireless and line communication requirements of all three Districts of South-Western Range in consultation with the concerned ACsP, Addl.DCsP and DCsP/Addl.CsP of the Districts.

  2. To provide communication & maintenance in South-Western Range comprising South, South-West and West districts

  3. To supervise the work of Inspectors of all three districts of South-Western Range

  4. To supervise the work of accounting, condemnation, CCRs, short deposit cases, quarterly, half yearly, yearly physical inspections, store checking, fire fighting equipments, Battery Charging Shops, Radio Work Shops of South-Western Range, holding of orderly room & Sampark Sabha.

  5. To supervise the VVIP arrangements falling in his range.

  6. To perform any other duties assigned to him by DCP/Communication from time to time.

5. ACP/COMN (Central & Northern Ranges):

  1. To survey, study and plan the wireless and line communication requirements of all districts of Central and Northern Ranges in consultation with the concerned ACsP, Addl. DCsP and DCsP/ Addl.CsP of the District.

  2. To provide communication & maintenance in Central Range comprising of New Delhi District, Central District & North District and Northern Range comprising of North-West & Outer Districts.

  3. To supervise the work of Inspectors of all five districts of Central & Northern Ranges and operation of the L.G. House C/Room.

  4. To supervise the work of accounting, condemnation, CCRs, short deposit cases, quarterly, half yearly, yearly physical inspections, store checking, fire fighting equipments, Battery Charging Shops, Radio Work Shops of Central & Northern Range, holding of orderly room & Sampark Sabha.

  5. To supervise the VVIP arrangements falling in his range.

  6. To perform any other duties assigned to him by DCP/Communication from time to time.



6. ACP/COMN (South-Eastern Range):


  1. To survey, study and plan the wireless and line communication requirements of all three districts of South-Eastern Range in consultation with the concerned ACsP, Addl. DCsP and DCsP/Addl.CsP of the Districts.

  1. To provide communication & maintenance in South-Eastern Range comprising of South-East, East and North-East Districts.

  2. To supervise the work of Inspectors of all the districts of South Eastern Range

  3. To supervise the work of accounting, condemnation, CCRs, short deposit cases, quarterly, half yearly, yearly physical inspections, store checking, fire fighting equipments, Battery Charging Shops, Radio Work Shops of South Eastern Range, holding of orderly room & Sampark Sabha.

  4. To supervise the VVIP arrangements falling in his range.

  5. To perform any other duties assigned to him by DCP/Communication from time to time.

7. ACP/COMN (HQ & DDO):

  1. To supervise the work of Accounts Branch, Punishment Branch, Character Roll Branch, General Branch, Record Branch, Line Officer Branch, budget, Court Cases, audit liaison etc.

  2. To supervise the work of Inspector Accountant/Comn, MTO and Record Room Tis Hazari.

  3. To supervise the work of accounting, condemnation, CCRs, half yearly, yearly physical inspections, store checking, fire fighting equipments, holding of orderly room & Sampark Sabha of staff.

  4. To perform any other duties assigned to him by DCP/Communication from time to time.

ACP/COMN (Route & Line):

  1. To provide Communication for Security, R.P.Bhawan & Traffic Units, OPL/Reserve, VVIP Route Arrangements etc.

  2. To supervise the work of Security Control Room, R.P.Bhawan Control, Traffic Control Room, Inspector/Route.

  3. To supervise the work of Reserve Inspector (RI), including Rojnamacha/Old Police Lines, Barracks etc.

  4. To supervise the work of accounting, condemnation, CCRs, short deposit cases, quarterly, half yearly, yearly physical inspections, store checking, fire fighting equipments, Battery Charging Shops, Radio Work Shops of Security, R.P. Bhawan, Traffic Units & OPL, holding of orderly room & Sampark Sabha.

  5. To perform any other duties assigned to him by DCP/Communication from time to time.

INSPECTORS (COMMUNICATION)OPERATIONAL

Classification = Group ‘C’ (Non-Gazetted) /Technical

They are responsible for the Control and supervision of Operational Staff deployed in District/Unit Control Rooms and District Hdqrs. He shall ensure proper co-ordination between the Operational and Technical Staff deployed in District/Units for the smooth functioning and operation of all the static/mobile Radio Stations etc. He is also responsible for the proper functioning and maintenance of all the wireless equipments installed at the static/mobile and Motor Cycles etc.



INSPECTORS (COMMUNICATION)(TECHNICAL)

Classification = Group ‘C’ (Non-Gazetted)(Technical)

They are responsible for the smooth functioning of District/Units workshop, Battery Charging Shop, Section, if any, to upkeep the repairs, maintenance, modification and installation etc. works of Communication Unit. He shall also ensure for the proper maintenance and upkeep of all types of P.A equipments and other miscellaneous instruments/gadgets.



INSPECTORS(MINISTRIAL)

Classification = Group ‘C’ (Non-Gazetted)

Inspector/Administration is primarily responsible for office management and discipline. He will deal with all administrative matters and supervise the work of all Head Assistants. He shall inspect the tables of Head Assistants/ dealing hand frequently and satisfy himself that cases are properly and promptly submitted. All sections and the entire office of the DCP must be kept neat and tidy. This is also the responsibility of Inspector/Admn.



SUB-INSPECTOR(SUPERVISOR)(OPERATIONAL)(COMMUNICATION):

Classification = Group ‘C’ (Non-Gazetted)(Technical).

  • He is responsible for the administration of the staff working under him.

  • He will ensure that all the personnel under him are working efficiently.

  • He will check that all duty persons are present proper dress.

  • Enforce strict discipline throughout the radio station.

  • He will ensure that radio station is clean and tidy at all times.

  • Supervise the work of all personals.

  • He will inform to their senior officers anything of important interest immediately.

  • He will trained all personnel of his station so as to make them inter changeable on different duties.

  • Constantly check messages and registers and see if there any delay in clearing the messages and any discrepancies observed brought into the notice of senior officers.

  • He will himself operate the set in case of need.

  • Supervise all tests and see that they are carrying on in accordance to the instructions issued from time to time.

  • He will take quick action of any faults occurs.

  • Supervise the disposal of all secret waste paper are done properly.

  • He is also responsible to see the welfare of all the staff working under him.

  • He will in case of any break down well immediately inform the regional workshop for repairs.

  • He will maintained the communication un-interrupted by switch in on the stand by sets.

  • He will ensure that the batteries are replaced well in time whether used or unused.

  • He will be present during the important arrangements.

  • He will carry out the normal/supervise checks and the observations sent to DCP/Comn. through I.C.T. every Monday.

  • He will ensure that the sets are not left unattended under any circumstances.

  • He will leave the station during office hour only after informing DCP/Comn., I.C.T.

  • The duty of the supervisor Control Room is to be co-ordinate the work of console operators and assist the Inspector incharge from communication point of view.

  • He will ensure that the communication with the mobile vans is satisfactory.

  • He will enter in the S.O.D any important events relating to communication.

  • He will assists the duty operator in case of any guidance needed.

  • He will ensure that the equipment is kept in proper working condition.

  • Ensure that the batteries are changed regularly with in the stipulated period.

  • He will arrange relief’s from his own resources in case of any body proceeds on leave or falls sick.

  • He will ensure that no unauthorized/illegal transmission made on the sets.

SUB-INSPECTOR (SUPERVISOR) (TECHNICAL)(COMMUNICATION):

Classification = Group ‘C’ (Non-Gazetted) (Technical).

  • He has to ensure proper installation maintenance and rapiers or wireless equipments in the charge of radio stores No. I, II, III.

  • He has to ensure proper installation maintenance and repairs of the wireless equipments installed at different police stations.

  • He has to ensure proper installation, maintenance and repair of wireless equipments on the charge of all security & traffic deptt. Including that PM’s and President of India. The job is taken up when ever the radio workshop were not able to handle the situation.

  • He has to ensure proper installation, repairs and maintenance of all PA equipments on the charge of radio stores deployed in different arrangement.

  • He has to ensure repair of all the wireless sets and PA of the sets deployed in different types of arrangements with regards to security and traffic, law & order, VIPs visits to metropolitan cites, historical functions & public meetings, public demonstration etc.

  • He has to maintain the job cards and a job cards register for all the jobs done in the main workshop as well as , while breakdown is detailed with a radio technician.

  • To attend to all official correspondence and pass on necessary instruction of higher authorities for compliance.

  • To ensure proper inspection of stores, vehicles from B.E.L. Banglore and other organization and prepare the inspection report.

  • To bring to the notice of I.W.D. the non-availability in the stores for maintenance and repairs of the equipments for arranging the procurement.

  • The newly introduced PA & EPABXs incharges required his direct touch with the officers for installation and maintenance and arranging/shifting of telephones.

  • To attend the any outside officers meeting and when required or ordered to do so either with DCP/ACsP.

  • To prepare the C.R of the cases in which loss or damage has been reported being a nominated member of the committee under order of DCP/Comn.

  • To get the order of ACP/Comn/IWD or higher authorities carried out through the respective section.

  • He has to ensure repairs of wireless equipments installed in the static/mobiles in the respective districts.

  • He has to ensure the speedy attendance of the breakdown in the police stations.

  • He has to ensure the proper distribution of work & duties to the radio technician posted at his radio workshop.

  • He has to deal with all the correspondence needed from I.W.D office as well as from the subordinates.

  • He has to maintain the decentralized stores and see that whatever is required is procured for main store Old Police Lines/new Police Lines.

  • He has to prepare CCRs in which DCP/Comn nominates him as a member.

  • He has to prepare a duty roster for the staff and ensure that round the clock technicians are available in radio workshops.

  • He has to carryout the inspection of the wireless equipments received for repairs and point out to IWD and misuse and man handling of equipments by the users.

  • He has to carry out the repairs and maintenance through his staff and ensure proper installation of P.A equipments.

  • He has to liaies with SHO’s of respective districts for provision of accommodation & furniture to the staff posted at the radio workshop.

  • He has to supervise the VIPs arrangement and an when they occur in their districts.

  • He has to carryout the inspection of radio stations of their districts for proper upkeep and cleanliness and report to IWD of any neglect to the equipments.

  • He has to guide the radio technician for repair of WT equipments

SUPERVISOR (STORES) (SUB-INSPECTOR):
