This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.

Key Executive Leadership Certificate Program
Based on the Executive Core Qualifications (ECQs) developed by the U.S. Office of Personnel Management (OPM), the Key Executive Leadership Certificate is an eight course program designed to provide substantive knowledge and to increase leadership capacity. Each course is tied to the five Executive Core Qualifications for the Senior Executive Service as defined by the Office of Personnel Management. Council of the Inspectors General and American University's Leadership Development Program
The Leadership Development Program has two separate elements. One pertains to New Leaders, GS-13 or GS-14 who have not had formal leadership opportunities, and Experienced Leaders, long time GS-14 or GS-15 leaders who may or may have had formal leadership development opportunities. Each element is scheduled for two weeks with a break between the first and second week to enable participants to apply what they have learned and then reconvene to discuss their experiences. This course will explore two objectives. First, it investigates how leaders can develop a vision and communicate it to create and sustain a positive workplace. Developing a vision statement requires it to fit within the mission and values of the organization as well as lead to a tangible strategy and set of strategic initiatives. The vision statement is a bridge between an organization's mission and its strategy. Second, the course examines specific methodologies and provides practical tools for leading change in complex organizations. Developing a vision statement, strategy, and set of strategic initiatives is a social enterprise.
