3. STRUCTURE OF THE NATIONAL CENTRE

OF EDUCATION TECHNOLOGIES
3.1 NCET internal structure

NCET has been functioning in accordance with the presented structure with marginal changes (the position of Republician Education Portal Provision Specialist was added in 2006) since the day of its foundation. Within this period it gave an opportunity to solve the programmed problems, develop necessary work environment. Nevertheless today, when the volume, intensity of work and the number of objectives and arrangements has grown, there is need in a new structure which unlike the previous one will promote the solution of the following problems:



  • To separate the sphere of activities to functional subdivisions, define the duties and responsibilities of their managers;

  • To reduce day by day growing working load of the Director and give him an opportunity to spend more time on content work.

  • To have a new subdivision (with 3 new staff members) “Education Statistic and Information Service” which, in the frames of World Bank credit program, will help to continue collecting and storing information and solve the problem of electronic exchanging data and documents.

The new structure of NCET aimed at solving the above mentioned problems is presented in the next chapter




3.2 NCET new structure
The structure of NCET is presented below in the form of a diagram

As it is seen from the diagram there are supposed to be five divisions: four functional divisions with their heads, Office and Regional Coordinators division. There is also supposed to be a Deputy Director.

NCET functional divisions are responsible for the realization of Organization’s objectives.

ICT Content Division performs program work and arrangements determined by objectives 1,2,3,9, particularly, the creation of universal education information and communication environment, operation of the Portal, development of educational electronic materials, introduction of education management system, systematization of ICT programs in Armenian Education.

Schools Internet Network Division performs program work determined by objective 4, that is: ASIN management, maintenance, facilities preservation, development and operation of ASIN.

ICT Facilities Division performs work determined by objectives 5.7, particularly, provision of schools by computer equipment, development of computer centres, legalization/licensing of computer programs, training of teachers and specialists maintaining internet. This Division also performs the control over the regional coordinator’s activities.

Education Statistics Service operates database which reflects Armenian Education system, performs electronic exchange of data and documents.

Office performs paper work, registration of personnel, accounting, solves necessary economic problems (warehouses, security, transportation management, cleaning).

All the divisions of NCET work together under the direct leadership of Deputy Director. Director distributes responsibilities and manages NCET’s activities.

The structure presented by NCET will be put to use from January 1, 2008, after being approved by NCET Board.




3.3 NCET staff members’ responsibilities and minimum demands

for qualification.
There is supposed to be 31 staff members in the presented structure, 28 of them already exist in present staff list of NCET, the other three will be included in Education Statistics Service.

Responsibilities and qualification minimum demands for NCET functional positions are presented below according to divisions/subdivisions.




3.3.1. Schools Internet Network Division
a) Division Head

Responsibilities

  • is in charge of divisions’ activities, coordinates work directed to realization of corresponding objectives;

  • organizes and controls ASIN maintenance and management, works out suggestions on ASIN further expansion and development;

  • prepares and conducts tenders for purchasing facilities and other services necessary for the maintenance and preservation of ASIN;

  • organizes and controls the development and operation of ASIN;

  • studies the maintenance of ASIN and monthly reports of organizations operating ASIN and presents corresponding memorandums to the Director;

  • gives instructions to Senior Specialist and controls their implementation;

  • develops drafts of standard acts and documents directed to realization of the objectives;

  • develops quarterly and annual plan of the division’s activities and presents corresponding reports;

  • develops financial programs related to the division’s activities;

  • studies and approves Senior Specialist’s monthly work program and corresponding reports;

  • performs Director’s and Deputy Director’s instructions on realization of NCET’s objectives.


Minimum demands for qualification

Higher technical education, master’s degree or diploma in ICT, at least 3 years experience.

b) Senior Specialist

Responsibilities


  • realizes technical control over ASIN and MICS work, monitoring, efficient isolation of ASIN faults;

  • organizes ASIN maintenance, purchasing of facilities, technical support of MICS development and operation tenders;

  • compiles weekly reports on the present state of network and productivity of using communication;

  • compiles business correspondence to ASIN schools and examines received answers;

  • realizes regular refreshment ASIN “Educational Environment” website;

  • realizes maintenance of all NCET computers and local network;

  • acts as the direct mediator between the organization maintaining ASIN and schools;

  • compiles and presents weekly technical reports on ASIN and MICS work (character of communication blackout, counting of damaged facilities etc.) to Division Head;

  • compiles and presents to Division head’s approval monthly work programs and corresponding reports;

  • performs current instructions of Division Head;

  • performs other instructions of Director and Deputy Director on realization of NCET program objectives.



Minimum demands for qualification

Higher technical education, master’s degree or diploma in ICT, at least 2 years experience, deep knowledge in network technologies.



3.3.2. ICT Facilities Division
a) Division Head
Responsibilities

  • is in charge of divisions’ activities, coordinates work directed to realization of corresponding objectives;

  • organizes and realizes the provision of secondary schools with computer facilities and development of computer training centres in schools;

  • organizes legalization/licensing of computer programs used in education system;

  • organizes training of teachers and computer network specialists engaged in education system;

  • gives instructions to Senior Specialist and controls their implementation;

  • organizes regional coordinators’ work, develops their weekly work programs, gives instructions and controls their implementation;

  • develops quarterly and annual plans of the division’s activities and presents corresponding reports;

  • studies and approves Senior Specialist’s and Regional coordinators’ monthly work plans and corresponding reports;

  • develops drafts of standard acts and documents directed to realization of the objectives;

  • develops financial programs on the division’s activities;

  • performs other instructions of Director and Deputy Director on realization of NCET program objectives.


Minimum demands for qualification

Higher technical/economic education, master’s degree or diploma, at least 3 years experience

b) Senior Specialist

Responsibilities


  • within the frames of “Education Quality and Relevance” project accepts preliminary application-requests on purchasing computers for educational institutions, registers them, concludes contracts and additional agreements, and supervises regional coordinators’ work;

  • operates schools computer facilities database, refreshes data, performs analysis develops informational references;

  • realizes legalization/licensing of computer programs used in education system;

  • realizes training of teachers and computer network specialists engaged in education system;

  • NCET’s regional coordinators’ website;

  • develops and presents monthly work plan and corresponding reports to Division Head;

  • performs other instructions of Director and Deputy Director on realization of NCET program objectives.

Minimum demands for qualification

Higher technical education, master’s degree or diploma in ICT, at least 2 years experience, deep knowledge in filing database and scheduling.


c) Regional Coordinator

Responsibilities

  • performs organization work: provides regional secondary schools with computer facilities, develops computer training centres in schools;

  • supervises the operation of computer facilities, implementation of information and communication technologies, teachers training and develops corresponding references and suggestions;

  • performs current counting of computer facilities in schools, regular refreshment of schools computer facilities database, systematizes collecting and exchange of statistic information on education in regions;

  • studies the effectiveness of communication in regional schools involved in ASIN, realizes monitoring of ASIN and MICS operation;

  • introduces electronic educational materials, studies the effectiveness of their use;

  • systematizes ICT work in regional education system, closely cooperates with regional education department and corresponding local organizations;

  • develops and presents monthly work programs and corresponding reports to ICT Facilities Division Head’s approval;

  • performs current instructions of ICT Facilities Division Head and Senior Specialist;

  • performs other instructions of Director and Deputy Director on realization of NCET program objectives.



Minimum demands for qualification

Higher economic/technical/pedagogical education, bachelor’s degree or diploma, at least 1 year experience.




3.3.3. ICT Content Division


  1. Division Head


Responsibilities.

  • is in charge of divisions’ activities, coordinates work directed to realization of corresponding objectives;

  • organizes and controls the development and publishing of electronic calendar, IT supplementary workbooks, introduction of IT organization’s educational programs and management systems in educational institutions, refreshment of licensed program packages, operation of distance learning/teaching system;

  • establishes business relations with organizations using ICT educational programs, involves Diaspora education organizations in the program;

  • gives instructions to the division staff and controls their implementation;

  • studies and approves specialist’s monthly programs and corresponding reports;

  • develops quarterly and annual work plan of the division and corresponding reports;

  • develops drafts of standard acts and documents directed to realization of the objectives;

  • develops financial programs on the division’s activities and presents them to Director’ approval;

  • performs other instructions of Director and Deputy Director on realization of Nicety program objectives;


Minimum demands for qualification

Higher technical education, master’s degree or diploma, at least 3 years experience ICT.





  1. Senior Specialist


Responsibilities


  • organizes and performs operation of comprehensive schools Portal and NCET website, enriches their contents, realizes on-line arrangements, involving groups of students from specialized schools, higher educational institutions, special schools (for persons with subnormal ability), stimulates the development of electronic materials and their introduction in schools Portal and distance learning/teaching system, introduction of electronic workbooks, developed by other organizations, studies ICT organization’s programs

  • systematize the study of educational and ICT internet resources and the development and publishing of IT supplementary tutorials;

  • gives corresponding instructions to the division specialists and controls their implementation;

  • develops monthly work plans and corresponding reports and presents to Division Head’s approval;

  • performs Division Head’s current instructions;

  • performs other instructions of Director and Deputy Director on realization of NCET program objectives.


Minimum demands for qualification

Higher technical/natural sciences education, master’s degree or diploma, at least 2 years professional experience.




  1. Specialist


Responsibilities

  • realizes maintenance of Portal and NCET website network facilities and operating systems;

  • ensures on-line arrangements software;

  • realizes the introduction and operation of distance teaching/learning;

  • ensures Portal’s new pages operation aimed at the expansion of education environment (involves groups of students from specialized schools, higher educational institutions, special schools (for persons with subnormal ability) in this process);

  • develops electronic materials’ structure and design with the purpose to install them in Portal and distance teaching/learning system;

  • pis involved in the development of IT supplementary workbooks;

  • develops monthly work plans and corresponding reports and presents to Division Head’s approval;

  • performs Division Head’s or Senior Specialist’s current instructions;

  • performs other instructions of Director and Deputy Director on realization of NCET program objectives.


Minimum demands for qualification

Higher technical education, bachelor’s degree or diploma, at least 1 year professional experience, deep knowledge in Network and Web technologies.




  1. Specialist


Responsibilities

  • designs the Portal and NCET website and enriches their content;

  • Enriches the content of on-line arrangements and distance education system, studies ICT internet resources;

  • introduces electronic materials in Portal and systematizes distance education;

  • introduces and publishes electronic tutorials developed by other organization;

  • develops monthly work plans and corresponding reports and presents to Division Head’s approval;

  • performs Division Head’s or Senior Specialist’s current instructions;

  • performs other instructions of Director and Deputy Director on realization of NCET program objectives.


Minimum demands for qualification

Higher technical/natural sciences education, at least 1 year professional experience, deep knowledge in Web technologies and design.



3.3.4. Education Statistics Service Division
a) Division Head

Responsibilities

  • is in charge of divisions’ activities, coordinates work directed to realization of corresponding objectives;

  • organizes and controls the collecting, transfer, introduction of statistic data, operation of database, exchange of information and documents, development and publishing of reference books;

  • gives instructions to Senior Specialist and Specialist and controls their implementation;

  • develops drafts of standard acts and documents directed to realization of the objectives;

  • develops quarterly and annual work plan of the division and corresponding reports,

  • develops financial programs of the division’s activities;

  • studies and approves Senior Specialist’s and Specialist’s monthly programs and corresponding reports;

  • performs other instructions of Director and Deputy Director on realization of NCET program objectives;


Minimum demands for qualification

Higher technical education, master’s degree or diploma in ICT, at least 3 years professional experience.


b) Senior Specialist
Resposibilities

  • collects and transfers data related to education system;

  • uses electronic system data exchange and ensures its functioning;

  • prepare the system of documents exchange by e-mail for operation and ensures its operation;

  • develops monthly work plans and corresponding reports and presents to Division Head’s approval;

  • performs Division Head’s current instructions;

  • performs other instructions of Director and Deputy Director on realization of NCET program objectives.


Minimum demands for qualification

Higher technical education, master’s degree or diploma in ICT, at least 2 years professional experience.

c) Specialist
Responsibilities.


  • introduces statistics information on education system in data base;

  • systematizes, reviews and analyses information introduced in data base;

  • prepares education statistics reference book for publishing, develops short references and analytic documents;

  • develops monthly work plans and corresponding reports and presents to Division Head’s approval;

  • performs Division Head’s current instructions;

  • performs other instructions of Director and Deputy Director on realization of NCET program objectives.


Minimum demands for qualification

Higher technical education, bachelor’s degree or diploma in IC technologies, at least 1 year professional experience, deep knowledge in data base filing and scheduling.



3.3.5. Office
a) Secretary

Responsibilities

  • accepts and registers received documents, letters and instructions (including the ones received by e-mail), organizes their distribution;

  • draws up and sends off outgoing correspondence, including transmission by e-mail,

  • classifies and preserves Director’s and Deputy Director’s written instructions to subdivisions and separate staff members and controls terms of their implementation;

  • registers working agreements, makes records in the registration book, performs counting of personnel and working hours;

  • prepares documents (letters, orders, instructions, injunctions, working agreements) for signing;

  • preserves documents (letters, orders, instructions, injunctions, working agreements);

  • preserves and counts material assets, registers incoming/outgoing correspondence;

  • operates legal documents data base;

  • performs other instructions of Director and Deputy Director on realization of NCET program objectives.


Minimum demands for qualification

Higher economic/technical education, bachelor’s degree or diploma, at least 3 years professional experience.


b) Chief Accountant
Responsibilities

Are determined by RA “Business Accounting” Act.

Higher economic education, master's degree or diploma in accounting and business accounting, at least 3 years professional experience.

3.3.6. Deputy Director
Responsibilities


  • systematizes and organizes subdivisions work, ensures business relations and cooperation between the subdivisions;

  • gives instructions Divisions Heads, Secretary and controls their implementation;

  • organizes subsidiary office jobs (watchman, driver, and charwoman), solves the problems of labour discipline, security, purchasing necessary materials and equipment, intrusion protection, sanitary, fire safety and repair of the territory;

  • in accordance with work plans received from divisions develops Organization's quarterly, annual and long-term plans and corresponding reports and presents them to the Director;

  • in accordance with documents received from divisions develops drafts of standard acts and documents, directed to the realization of the objectives and presents to the Director;

  • in accordance with suggestions received from divisions develops financial programs of the division’s activities and presented to the Director;

  • performs other instructions of the Director on realization of NCET program objectives;

  • in case of Director’s absence undertakes Directors responsibilities on the instructions of the latter.

Higher technical/economic education, master’s degree or diploma, at least 5 years professional experience.
