Since all members of Council have been provided with a copy of the minutes of the Regular Meeting of March 18, 2014, and the Work Session of April 1, 2014 if there are no additions or corrections, I move we dispense with the reading of the minutes and that they be approved.

PUBLIC SAFETY
Public Safely met on Thursday, April 10, 2014 and in Courts, capital budget was approved so they were advised she was free to execute her expenditures, also for all other public safety departments. Nancy Bradley has been hired to fill the part time position in violations. In the department of fire, EMS, the new dispatcher system continues on its learning curve. The siren was interrupted for a couple of weeks and we are now back to sires being silent 7 pm to 7 am with the exception of one at the water tower.
Fire Chief Stanford, March for the Fire Department, 9 fire calls, 3 drills, one meeting, one work detail, total man hours 279. 2 mutual aid calls and 10 EMS calls. Fire Bureau, we have inspected 698 properties, 16 smoke detectors, 1 permit and conducted 2 fire drills.
OEM – moving ahead with purchase and installation of emergency generator to be utilized at the Recreation Building, to be used during extreme conditions.
Police – dispatcher system doing well from Avalon in support of Stone Harbor operations.

Police Chief Reynolds gave his report.

March 2014 - 902 incidents logged, 11,225 miles patrolled, 107motor vehicle stops, 22 moving violations, 1 parking violation, 3 suspicious motor vehicle investigated, 1 motor vehicle accident handled, 2 motorist assists, 6 alarm response calls, 4 fire calls, 10 medical calls, 2 Borough Ordinance violations issued. Also, 9 adults arrested, 1 DUI and 1 juvenile taken into custody. Various members of the department received In Service Training. Division busy, highlights, March 4 juvenile driver taken into custody possession of marijuana, March 20, arrest of 30 year old man from Brigantine for burglary, March 22, arrest 20 year old Clermont, N.J. man possession of marijuana, March 24 arrest 46 year old male from EHT to violating a domestic violence retraining order.
Councilmember Carusi, Council Liaison to the Museum gave the following update report:
On April 14, 2014, a meeting was held to discuss the proposal of the Stone Harbor Museum  with regard to the Pebbles property on 94th street and First Avenue.  Present at the meeting were Bob Ashman and Teri Cwik on behalf of the Museum.  Leslie Gimmeno, the County Planning Director and member of the Open Space Board.  County Counsel Barbara Bakley-Marino.  Council members Carusi, Kramer and Mastrangelo.  The Borough Solicitor, Administrator and Clerk.

It was a very productive meeting.   It was good to have everyone in the same room to discuss this concept.  We learned a lot.  The county representatives explained that in order for any application to be given consideration by the Open Space Board, the Borough would need to partner with Open Space and be the guarantor of the Museum's operation plan.  The next due date for applications is August 15, 2014.  The County officials explained that this would be a unique application, and did not give us odds on Board approval, but indicated that the Board would certainly consider an application.  As part of that application, the Borough would need to express its commitment to the plan.  The Borough would need to enter into a long-term lease/management agreement with the County.

At the conclusion of the meeting it was determined that several questions need to be answered before the matter can be fully discussed by the entire Council in a closed session, which the Solicitor indicates is appropriate in a real estate matter.  First, the cost of any rehabilitation of the building, reconfiguration of the building and costs related to code and Americans with Disabilities Act compliance would need to be determined.   Insurance costs would also need to be determined, including flood insurance.  The long-term maintenance and operational costs would need to be firmly established since, although the Museum has a fundraising plan, the Borough will be the guarantor for any maintenance and operational costs shortfalls that might occur.  In the event that the Borough would incur any indebtedness that would then be reimbursed by Open Space, the interest costs on such debt would need to be determined.

Our next step is to nail down these numbers with our Construction and Zoning Officials in conjunction with the Museum.  We are hoping to be in a position, at the latest, by the beginning of July, to make a decision on whether to pass a Resolution authorizing the filing of an application to the Open Space Board.  In the meantime, the County officials indicated that the Museum and Borough could begin to prepare the application so that in the event the Council does decide to proceed, the application will be well along and ready to file by the August 15, 2014, deadline.

We hope to have the cost figures nailed down by the end of May so that Council could discuss the concept with these blanks filled in at the first meeting in June.

NATURAL RESOURCES

BEACH – PW working on 90th crossover, possible areas will have some sand harvesting done. Beach Plum planting was a success, Middle Township Honor Society Students under the direction of Ms. Alma George planted 140 plants in the dunes at 95th and 96th Street, Walked back to the Firehouse for pizza. Next event – Clean Ocean Action Beach Sweep, April 26th 9 – noon, planned by Wetlands, POA and Borough. Sign Meeting on 4/1 to review and update our signs.

POINT – Working on new signage for point areas.



BIRD SANCTUARY – DOC work was amazing. Removed invasive vines on Third Avenue side of Sanctuary. Progress continues. On April 10th high definition real time camera turned on. First visitor Black-crowned Night Heron and an Osprey. We now have the ability to watch the birds without interference from humans. Tours will be on week-ends in the summer months. Wetlands have agreed to provide the tours.

BAY – Met on April 7th attending, Matt Dalon, Mayor, Jill, Karen Lane, Monica Chasten, conference all was Genevieve Bohm. Ocean & Coastal, Matt Dalon, Project Engineer agenda was SH DMM Plan, Scope, Schedule and Budget, USCOAE Dredging & Demands, NJDOT Dredging & Demands. Monica Chasten of USACOE working on plan to dredge an area in the ICW. It is at the entrance ICW going toward the channel to the Toll Bridge. Cubic yard approx 7,000. We have the capacity at Sedge Island. This fill would fit in the interior space at Sedge. The removal of this material would enchance and make that part of the ICW safer for all boaters. This is a proposal for us to discuss and move on before the summer.

Monthly Report

The regular meeting of the Recreation Advisory Committee was held on Monday, April 7 and the regular monthly meeting of the BRT Committee was held on Tuesday, April 8.



BEACH

Beach tags sales at the Chamber of Commerce office on weekends started this past weekend. In addition tags are on sale in Borough Hall Monday through Friday. Reminder – the Chamber office normally open 10am-3pm – will be closed Easter Sunday.

You will see that we have several resolutions concerning the beach on the agenda tonight including salaries for guards and beach tag checkers, dogs on the beach, designating protected beaches as well as beaches allowing rafts and boogie boards.

Positions are available for beach tag checkers and lifeguards . Applications can be downloaded from the Borough website. Lifeguard tryouts are scheduled for Saturday, June 7 at 10:00am.

A meeting was held on April 1 to review the existing signage at the beach. The ideas discussed were brought to the BRT committee for approval. New updated signs will be made and up before this summer season.
RECREATION

You will see we have on the agenda a motion to go out to bid to provide a concession stand at the Recreation Support Building. So many visitors and residents pass through this facility on a daily basis throughout the summer months and we think this would be a well suited amenity to add.

Stickers for kayaks have been ordered. Registration but no fee will be required. Only 24 spaces will be made available.

At this time this is no positions available for the recreation summer staff. Fortunately staff returns year after year.

Again, on the agenda you will see several contracts being awarded tonight for camps and programs to be held at the recreation building.
TOURISM

On Monday, April 14, 2014, the BRT met with the County Tourism Director to coordinate marketing and to see what services are offered to the Borough through the County which are already being supported by our tax dollars. Moving forward there will be a coordinated effort between the Administrator’s Office, the Recreation Department and the County to market Stone Harbor events and amenities and to market Stone Harbor as a vacation destination. The County offers mailings to second home owners as well as to vacationers interested in the Jersey Cape. We plan to have our Centennial events added to all their mailings.


Look for the six new umbrellas that will adorn our Farmer’s Market this summer! As those who attend know this will offer some welcome relief to the shoppers.

A couple things to mark on your calendars that will take place in the near future are:


The Chamber of Commerce is sponsoring Derby Day Fun Day and Seafood Festival on 96th Street 11:00am to 6:00pm. It will feature food, music, a beer and wine garden, clam shell pitching and a big TV broadcasting the Kentucky Derby.
The Re-enactment of the first meeting of Borough Council is Friday, May 16 at the Stone Harbor Yacht Club. Logistics are being finalized. This should be a fun event!
The official opening of the beach by the mayor is scheduled for Thursday, May 22 at 3:00pm. Mark your calendars!

UTILITIES
UTILITIES COMMITTEE MEETING HELD 04/04/14 In attendance, the committee.

Well #6 update – Our testing levels have improved substantially as to be in line with DEP Standards. The well was shut down Friday at 3:00 pm and remained shut down through Monday while results are determined. If test results are in line with requirements, the well will be placed back on line. Grant has spoken with the DEP and they were very pleased with all the work SH has completed to take care of any issues. I asked Scott Wahl to put a press release on Chamber Chatter regarding the flushing of the well and the water on 95th street. Also, the rust you may see on the street and in the parking lot is not from our water, rather it is from rust that was in the contractor’s pipe that was used for the flushing.


Water Increase Application – The DEP has indicated that the testing wells at site 103 and N. Wildwood would be able to be used as acceptable resources for testing of salt water intrusion. This will save the Borough from installing a new testing well at a cost of at least 15k. These wells will only require testing 1-2 times yearly. These wells were originally installed by the DEP & Geologic to calculate the drift to hopefully determine why and how salt water intrusion would be infiltrating the aquifer.
Electric Car Charging Station- Changes to the requirements are being finalized. There are plans to include 1 or2 stations at the new parking lot scheduled for the Hand lot on Second Avenue. The Reeds will be adding 4 charging stations to their lot and we may have an opportunity to share costs on a joint venture with the Reeds. Nothing is concrete. We are exploring that possibility.
A resolution was approved by the committee to refund street opening charges since this property is included in the Spring Road restoration plan. I will present that resolution this evening.
A neighbor reported water leaking at a property on Stone Court. When our inspector checked the meter, there was rapid movement, but no obvious leak outside the property. The homeowner was notified and there evidently was a problem under the house. The leak consumer 772,500 gallons of water. Again, everyone should check your properties on a regular basis or have someone check them in your absence. We have had numerous leaks this year, due to the frigid weather.
Water usage – We used 3.605 mg in March compared to 3.603 mg March 2013 or 2Kmg more than last year. Our next meeting is May 2 at 9 am.
GO GREEN

Reminder, Go Green is again sponsoring a paper shredding day 5/17/14. All property owners as well as SH Businesses may shred up to 4 boxes of records. The time will be 9 am until 1 pm or until the truck if full, but no later than 1 pm. This will occur in the parking lot adjacent to the Garden Club Yard Sale. We will be meeting in May to discuss our application for Sustainable NJ and hopefully file after that.


PUBLIC WORKS Councilmember Kramar reported that the committee met on April 11th. We received $18,000 for a trash truck we sold to Middle Township and did not have to rent a bulldozer for beach work since the beach has stated to heal itself. We passed a resolution for kayaks down at the marina We have seasonal racks that will hold 24 kayaks. Kayaks must be registered at the Borough and a sticker placed on the kayak. Season runs from May until November, and there is not cost. Fishing pier is completed.

County Engineer Dale Foster said reconstruction of the 104th Street bridge will start in the fall. Dale is sending out their structural engineer to make sure the bride is safe. Snow removal was discussed and improvements for the upcoming winters.

Farmers Market tables are being built by PW and umbrellas were purchased.

Flowers are ordered for the hanging baskets and urns.

POA is having a walk around on May 23 and have asked Barry and Joan along with a representative from PW to go with the.

Bocce Court is getting ready for the upcoming season at Chelsea Park. You can register on line. Bulk trash is May 5

5 new kayaks racks were built at the marina – hand rails installed at the Fishing Pier, bubble system removed and 1 dock rebuilt

Crossover accesses and vehicle ramps are being graded, new crossover is in the process of being built at 90th Street / Kudos to Craig and his team on reconfiguring this crossover

Parking meters are fixed, cleaned and ready for May 1

Automotive division is busy maintaining all vehicles, replaced ceiling fan at the water plant and working on the webcam project a the Bird Sanctuary. Special events Shiver 101.5 hrs, Ocean Drive run 1 hr.

Grounds, flower beds along Second Avenue cleaned and mulched. 80th street ball field was core-aerated and dragged.

Bird Sanctuary fence and benches along shell patch set back 30 feet.

Centennial committee met April 3rd Reenactment will be May 16 at 5 pm at Yacht Club Please call if you are coming

  • Monthly Meeting - Held A&F meetings on March 17th. And April 11th..

  • 2014 Budget Review:

We realized $477,189.48 for the month of March. We continue to see an increase in Construction Fee Revenues, collecting $156,239 in March 2014 compared to $124,809 in March 2013.

Met with Joe Meola, JIF Rish Management Consultant to discuss use of Alcohol on Public Property.



HGAC Program – Committee met to discuss utilizing the HGAC program to purchase Fire Vehicles as well as other Borough Equipment. After review it was determined that the Borough could realize savings by purchasing through this program.

Open Space and Museum – Met with representatives of the County Open Space Board along with Borough Solicitor and representatives from the Museum to discuss questions and concerns related to submitting an Open Space Application to purchase the Pebbles Guest House to house the Museum. Based on this meeting the Borough is in the process of developing and gathering the necessary information in order for Council to make a decision on submitting an application.

Waterfront Business District – Committee recommends that the Planning Board revisit the Waterfront Business District and make recommendations to the Borough Council for amendments that will assist in development moving forward or recommend that the District be repealed.
