On October 22-25, 2007, Texas A&M University, the George Bush School of Government and Public Service, the George Bush Presidential Library Foundation, and the Chinese People's Association for Friendship with Foreign Countries hosted an international conference in Washington, D.C. focused on China-U.S. relations. The third conference in this historic series, the 2007 conference provided policymakers, scholars, and business leaders from both China and the United States an opportunity to collaborate and promote bilateral growth and development.

Former President George Bush and a host of other American dignitaries, including five members of President George W. Bush's Cabinet, joined with top-level Chinese officials to discuss the relationship between their two countries, one that former President Bush calls "the most important bilateral relationship." Over 600 registered participants took part in discussions on issues of importance related to development - including trade and investment issues and education - energy and security.

BEIJING, July 1 -- Chinese leaders have met with U.S. Secretary of State Condoleezza Rice in Beijing. Both sides spoke positively about Sino-U.S. relations and expressed a willingness to further develop bilateral ties.

    During the meeting with the U.S. top diplomat, President Hu Jintao expressed his appreciation for the U.S. government's support for the Beijing Olympics and its efforts in developing constructive Sino-U.S. relations.

    He said further developing Sino-US ties is in the interests of the peoples of the two countries. He said the ties have an important influence on peace, stability and development of Asia and the world at large.

    Hu Jintao said China wants to work with the U.S. to strengthen dialogue and exchanges based on mutual respect and trust.

    Rice said Sino-U.S. relations are enjoying positive momentum. President George W. Bush is looking forward to the meeting with President Hu Jintao at the upcoming G8 meetings. Rice said during the term of President Bush, the U.S. will continue to push forward bilateral ties and wants to work closely with China on the six-party talks. Rice wished for a successful Beijing Olympics games.

    President Hu Jintao reiterated China's stance on the Taiwan issue and Rice stressed that the U.S. will stick to the one-China Policy.

    Earlier on Monday, Premier Wen Jiabao also met with Rice.

    Premier Wen thanked the U.S. government and people for their assistance and support following the Wenchuan earthquake.



    Wen Jiabao said cooperation between the two countries has led to positive results in various fields such as economic and trade ties, anti-terrorism efforts, energy and environmental protection.

    Rice said China's quake rescue and relief work has been remarkable. She said the U.S. would like to continue its support and help during reconstruction of the quake-hit regions.

    The U.S. Secretary of State said the Bush administration is dedicated to improving Sino-US relations, and will help the next US government to understand the importance of maintaining stable development of bilateral ties.

China and US cooperating on economic issues now

The fourth session of the U.S.-China Strategic Economic Dialogue (SED) made important progress on issues that are vital to both countries, the U.S.-China Business Council (USCBC) said Wednesday.
"The SED has become a vital forum to ensure that U.S. interests are addressed in our relationship with China," USCBC President John Frisbie said in a press release obtained by Xinhua.
"For instance, this week's meetings focused on cooperative efforts on energy and environmental issues -- two topics that the U.S. and China have huge stakes in getting right so that future generations can continue to prosper," he said.
The 4th SED was held in Annapolis, Maryland, on Tuesday and Wednesday. In addition to energy and environmental initiatives, the two countries announced the launch of negotiations for a bilateral investment treaty (BIT).
"A high quality bilateral investment treaty with China would help reduce barriers to U.S. companies doing business in China," the USCBC president said.
Frisbie said, "In addition, it would encourage Chinese companies to invest here in the U.S., creating jobs for American workers. We look forward to working with U.S. negotiators on the specifics as the negotiations get under way."
The USCBC is the leading organization of U.S. companies engaged in business with China. It co-hosted a dinner in honor of the Chinese delegation headed by Vice Premier Wang Qishan here Wednesday evening along with the National Committee on U.S.-China Relations and the U.S. Chamber of Commerce.

China seeks cooperation, not competition

Visiting Chinese President Hu Jintao on Friday urged both China and the United States to promote their cooperation, saying their "closer cooperation serves the fundamental interests of the two countries and the peoples."

Giving a speech at Yale University, Hu said China and the United States are both countries of vast territory where many ethnic groups co-exist and different cultures intermingle.

"Due to different historical backgrounds and national conditions, there are differences between China and the U.S.. But this enables us to learn from each other and draw on each other's strength," he said.

The Chinese president said closer cooperation between the two countries "is also of far-reaching significance for peace and development of the whole world."

He said the world has continued to undergo profound changes after entering the 21st century. "Peace and development remain the calling of our times," while factors causing instability and uncertainty are increasing and new challenges and threats are looming, he said.



"Against this backdrop, the common interests between our two countries are increasing and the areas of our cooperation widening," he told the audience, noting that the global peace and security now face new challenges such as fighting international terrorism, preventing the environment and human habitat and combating transnational crimes.

He said it is exactly in these fields that China and the United States share important strategic interests.

"China has a huge market and its development has generated strong demand, while the United States has advanced technology and high quality products. This has created enormous opportunities for economic and technical cooperation between our two countries," he said.

"When we focused on the overall interest of China-U.S. relations, respect and show understanding to each other, I am confident that our relations will move ahead in a healthy and steady manner and contribute to the well-being of our two peoples and bring greater hope to people around the world," said the Chinese president who arrived the Yale campus for a brief visit on Friday morning from Washington.

Talking about culture and civilization in the world, Hu said all civilization in human history have contributed to human progress in their own unique way.

"Culture diversity is a basic feature of both human society and today's world and an important driving force for human progress," he said.

"Differences in ideology, social system and development model should not stand in the way of exchanges among civilization, still less should they become excuses for mutual confrontation.

"We should uphold the diversity of the world, enhance dialogue and interaction between civilization, and draw on each other's strength instead of practicing mutual exclusion," he stated

Talking about Yale, the Chinese president said his host is a forerunner in conducting China-U.S. educational exchanges and provides an important platform for cultural exchange between China and the United States.

"Exchanges in culture and education and among young people serve as a bridge for increasing mutual understanding between our two peoples," he said.

At the end of his speech, Hu used an old Chinese saying which goes "as in the Yangtze River where the waves behind drive on those before, so a new generation always excels the last one" to encourage the young people.

"I sincerely hope that the young people in China and the United States will join hands and work to enhance friendship between our two peoples, and together with people of other countries, create a better world for all," he concluded.

U.S. and China cooperating to solve oil problems now, plan unneeded

BEIJING, CHINA - The United States and China today announced that China will join the Government Steering Committee of the FutureGen project making China the third country to join the United States in the FutureGen International Partnership.  The U.S. and China also signed an Energy Efficiency and Renewable Energy Protocol renewing cooperation in advancing clean technology including solar, wind, and biomass.  The agreements were made as an outcome of the U.S.-China Strategic Economic Dialogue (SED) in Beijing.

”We welcome China and their expertise to the FutureGen project.  China and the U.S. share a common energy resource in coal, so it is imperative that we work together to find ways to use coal effectively, efficiently, and without contributing emissions,” Secretary Bodman said.  “Our joint efforts in developing new energy technologies including clean coal and renewable energy will enhance our nations’ energy security, provide for economic growth, and reduce harmful pollutants."

The $1 billion FutureGen initiative is a ten-year effort announced by President Bush in 2003.  Once operational, this plant will remove and sequester carbon dioxide while producing electricity and hydrogen, making it the environmentally cleanest fossil fuel fired power plant in the world.  FutureGen will initiate operations in 2012 and will be the first plant in the world to produce both electricity and commercial-grade hydrogen from coal, simultaneously.  Virtually every aspect of the 275 megawatt prototype plant will be based on cutting-edge technology.  Once completed, the technology will be used by member countries to reduce emissions around the globe.



In addition, the U.S.-China Energy Efficiency and Renewable Energy Protocol renews the joint collaboration in developing and deploying clean, energy efficient and renewable energy technology including solar, wind, biomass, geothermal, and hydrogen energy.  Secretary Bodman and China’s Minister of Science and Technology (MOST) Xu Guanhua pledged to continue work to advance clean renewable energy technologies through discussions on market potential and commercialization and methods and results of research and development.
