This change is for urgent US federal compliance requirement, which will take effect Oct 2nd, 2014, to capture the Ultimate Consignee address (existing Automated Export System [AES] filing requirement) at order entry for all orders with at least one shippable goods line (physical shipment line) shipping out of US. Consignee Address is required for each Ship to on an order.
Partners need to send the Ultimate Consignee Address and Consignee Type in the purchase order request with at least one shippable goods line (physical shipment line).
NOTE: As of Q2Fy15 release, these are not mandatory to be passed on the purchase order request. System will default Ship To address to Ultimate Consignee address and Consignee type as ‘Reseller’ if the purchase order request does not have these details.
In future release (TBD), business rules would be set up in the system to validate and mandate Ultimate Consignee Address and Consignee Type while submitting purchase order requests. This IG will be updated as and when these business rules are set up in the system.
Ultimate Consignee Address will be validated against Cisco Customer Registry. It will be handled like any other address creation/validation through CPAM integration, especially during address creation.
Partner needs to pass one of the four valid Ultimate Consignee Type value (highlighted within the quotes) in the purchase order request based on who will be the ultimate consignee of the order.

“Direct Consumer” – If the Ultimate Consignee is a non-government institution, enterprise, or company that will consume or use the exported good as a consumable, for its own internal processes, as an input to the production.

“Government Entity” – If the Ultimate Consignee is a government-owned or government-controlled agency, institution, enterprise, or company.

“Reseller” – If the Ultimate Consignee is a non-government reseller, retailer, wholesaler, distributor, distribution center or trading company.

“Other/Unknown” – If the Ultimate Consignee is an entity that does not fall under one of the other three ultimate consignee types or whose type is not known at the time of export.
There will be delay in the order processing and booking for the below scenarios

If Ultimate Consignee Address is not valid

If Ultimate Consignee Type is not valid

If Ultimate Consignee Address is provided and Ultimate Consignee Type is not provided in the purchase order request.
