2 SUMMARY OF OPPORTUNITY

    1. PURPOSE


The purpose of this solicitation is to establish a statewide contract for the as needed purchase of Model Year 2011/2012 Vehicles, Model Year 2011/2012 Automobiles, Vans, Trucks, and Police Vehicles. If model year 2011 vehicles are no longer available bidder may offer 2012 model year vehicle with delayed production.
    1. CONTRACT SCOPE

    1. CONTRACT TERM


The initial term of this contract is for one (1) year from the effective date of the contract with the option to extend for additional term(s) or portions thereof.

    1. ESTIMATED USAGE


Based on customer feedback, the requirements identified herein are critical to meeting our customer’s mission and estimated contract value is about $14,000,000/year. Historically, approximately 68% of the purchasers were made by participating political subdivision and approximately 32% of the purchases were made by state agencies, institutions, colleges and universities*. But no guarantee is being made.

Contract is not exclusive. The Office of State Procurement reserves the right to purchase other vehicles through other means and from other sources. NOTE: Some categories of 2010 vehicles are already on contracts as a result of exercising prior contract extension options. This estimate was provided solely for the purpose of assisting Bidders in preparing their Response. Orders will be placed only on an as needed basis



The State of Washington does not represent or guarantee any minimum purchase, and does not guarantee any purchases will be made.

*The Department of General Administration hosts an annual Training Conference and Trade Show for our customers. It is scheduled for October 27th and 28th at the Tacoma Convention and Trade Center. Dealers and/ or their manufacturers interested in possibly displaying and marketing awarded vehicles to our customers should visit our website at http://www.ga.wa.gov/events/tshome.htm

    1. EXPECTED RESULT


Office of State Procurement seeks to acquire the materials that best meet the State’s needs and offers best value.
    1. AWARD


The intent is to make a single award per category. However, the Purchasing Activity, at its sole discretion, may choose to make multiple awards. This will only be considered for those Bidders whose lowest responsive responsible Bidder is within 1% of the lowest responsive responsible bidder. Please reference Section 8 for further details.

The Office of State Procurement reserves the right to award on an All or Nothing consolidated basis taking into consideration reduction in administrative costs as well as unit bid prices.


3 PROCUREMENT PROCESS

    1. PROCUREMENT SCHEDULE


The dates listed below represent the projected procurement schedule. The Procurement Coordinator reserves the right to change the schedule. Notification of amendments to the procurement schedule prior to bid opening will be sent electronically to all properly registered users of the Department of General Administration’s Washington Electronic Business Solution (WEBS) who downloaded this IFB from WEBS.

NOTE: Bid information, including price sheets, will not be available for public disclosure until after award of the contract consistent with RCW 43.19.1911(8). At bid due date and time, only the name of the Bidder and time of Bid receipt will be read aloud. After award, information regarding results of the solicitation may be obtained by contacting the Procurement Coordinator.
    1. PRE-BID CONFERENCE


An optional pre-bid conference to address solicitation requirements will be held at the time and location indicated below. While attendance is not mandatory, Vendors are encouraged to attend and actively participate. If interpretations, specifications, or other changes to the solicitation are required as a result of the conference, the Procurement Coordinator will make amendments to the solicitation and provide those amendments by posting them on WEBS at www.ga.wa.gov/webs.

Assistance for disabled, blind or hearing-impaired persons who wish to attend is available with prior arrangement with the Office of State Procurement. Contact the Procurement Coordinator identified on the face page of this Invitation for Bid.
