Section 3: Defence Explanatory Tables and Budgeted Financial Statements

3.1 Explanatory Tables


Section 3 presents explanatory tables and budgeted financial statements which provide a comprehensive snapshot of agency finances for the 2016-17 budget year. It explains how budget plans are incorporated into the financial statements and provides further details of the reconciliation between appropriations and program expenses, movements in administered funds, special accounts and government indigenous expenditure.

Defence Indigenous Employment Strategy

Defence continues its commitment to increasing employment opportunities for Indigenous Australians through the Defence Reconciliation Action Plan 2015-2018. The Defence Reconciliation Action Plan outlines Defence’s desired achievements and measurable actions against the three key reconciliation elements of ‘respect’, ‘relationships’ and ‘opportunities’. The Defence Reconciliation Action Plan 2015-2018 provides an insight into the disadvantage faced by Aboriginal and Torres Strait Islander people today and the role Defence plays in contributing to the national efforts to close the gap through offering employment, professional development and contracting opportunities for Aboriginal and Torres Strait Islander people across Australia.

Defence has committed to the following key focus areas against the Reconciliation Australia themes of relationships, respect and opportunities:



  • Relationships – building respectful relationships with Indigenous people, community and organisations.

  • Respect – continuing to build cultural competency across Defence and raising awareness and education of Defence’s Indigenous plans, programs, policies and activities.

  • Opportunities – earlier engagement with youth in relation to future employment; professional development for Indigenous staff and increasing awareness of procurement policy in respect of Indigenous suppliers.

The key areas where Defence can contribute to the national efforts in closing the gap of Indigenous disadvantage are through:

  • Offering employment opportunities to Aboriginal and Torres Strait Islander people across Australia aimed at increasing Defence’s Indigenous workforce representation to 2.7% by June 2018.

  • Providing professional and career development opportunities for our Aboriginal and Torres Strait Islander workforce.

  • Providing Indigenous businesses with contracting opportunities to meet Defence’s 3% target by 2020 as outlined in the Indigenous Procurement Policy.


Army Aboriginal Community Assistance Program (AACAP)

As reported in the 2016-17 Portfolio Budget Statements except for the following revisions:

Project funding for 2016-17 is $5.7 million. This expenditure does not include the cost of Army furnished equipment or labour. AACAP funding will increase to $7 million per year from 2017-18.


3.1.2 Grants


The following changes to the grants program since the 2016-17 Portfolio Budget Statements total $27,795,342 (GST Exclusive).

The following are the grants that have been approved since the 2016-17 Portfolio Budget Statements (2016-17 PBS):
Family Support Funding Program

Since the publication of the 2016-17 PBS, the Family Support Funding Program has approved grants totaling $1,698,703. This program provides funds to support projects and services initiated by Defence families and are available to existing groups in the community composed of or benefiting Defence families.
Team Navy Australian Surf Rowers League Series

This grant of $530,000 provides funds to support the Team Navy Australian Surf Rowers League Series. This series aims to build fit and skilled lifesavers to patrol the nation’s beaches and promote the Royal Australian Navy.
AAFCANS Special Amenity Grant

This is a multi year grant to the Army and Air Force Canteens Services (AAFCANS) totaling $2,200,000. The purpose of the grant is to enable the refurbishment of on-base facilities and services for the entertainment and recreation of people connected to Army and Air Force.
National Boer War Memorial

This grant to the National Boer War Memorial Association of $500,000 is for a Memorial to commemorate the Colonial and Australian soldiers & nurses who served in the Boer War in South Africa from 1899 to 1902. The Memorial will recognise the contributions of Colonial and Australian soldiers & nurses during the Boer War as one of the foundation stones of the Australian Army.
Aboriginal Communities and Traditional Owners Support

This grant of $220,000 to aboriginal communities is to support the ADF in and a round the Woomera Prohibited Area. The support of the traditional owners and communities in this area will support the testing of war materiel and ensures that the testing conforms to agreed cultural and heritage clearance protocols.
Manual of International Law Applicable to Military Uses of Outer Space (MILAMOS)

This is a multi-year grant to the University of Adelaide of $120,000 with the aim to clarify the legal rules applicable to military use of space, including during hostilities, as noted in the 2016 Defence White Paper. The grant will lead to the development of a “Manual of International Law Applicable to Military uses of Outer Space (MILAMOS)”.


Shedden Professorship in Strategic Policy Studies

This is a multi-year grant to the Australian National University of $900,163 for the Shedden Professorship in Strategic Policy Studies, with the aim to prepare and educate the next generation of strategic leaders – military, civilian and academic – in Australia and the Asia-Pacific region by providing world-class educational programs in strategic and defence studies.
Institute for Regional Security

This is a single year grant to The Institute for Regional Security of $176,000 for the 2016 Strategic Dialogue and the Future Strategic Leaders Congresses. The 2016 Strategic Dialogue aims to address political and strategic issues in the Indo-Pacific region with senior leaders from India, United States of America, Japan and Australia, including inviting the Minister for Defence to speak at the Annual Dinner. The Future Strategic Leaders Congresses aims to develop the skills of future strategic leaders and engage with Australia’s senior national security officials and leaders.


The Australian Chapter of the Council for Security Co-Op in the Asia-Pacific (AusCSCAP)

This is a single-year grant to the Australian National University of $128,615 to support the Australian representative to the Council for Security Cooperation in Asia Pacific.
Australian Women's Pilots' Association

This is a single-year grant to the Australian Women’s Pilots’ Association of $57,400 with the aim to assist women achieve their goals in aviation including encouraging women into careers in the Royal Australian Air Force and achieving gender equality.
Temora Aviation Museum Operation Enduring Sustainability

This is a multi-year grant of $8,000,000 with the aim of securing the sustainability of the Temora Aviation Museum. The museum has strong ties with the local community and promotes the reputation of the Royal Australian Air Force.
Army History Research Grants Scheme

Since the publication of the 2016-17 PBS, grants totaling $63,338 were approved for the Army Military History Research Grants Scheme. The scheme has been in operation since 1992. These grants promote the study and understanding of Army, its history and traditions, which contributes to the achievement of Government’s Defence policy objectives through the provision of capabilities for land and special operations.
UNSW Airport Apron Pavement Research

This is a multi year grant to the University of New South Wales totaling of $60,000 with the aim to undertake research and develop jet exhaust and fuel damage-resistant concrete for airfield aprons.
Australian Airport Association (AAA) Aircraft Pavement Research

This is a multi year grant to the Australian Airport Association Limited of $1,980,000. The aim of the grant is to address key technical issues in relation to airfield pavements such as bitumen quality, asphalt performance, and the effects of aircraft on pavements.


Australian International Military Games (AIMG)

This multi-year grant totaling $ 7,000,000 is to provide funds to enable Australia to host the 2018 Invictus Games in Australia. The Invictus Games are an international multi-day sport event in which wounded, injured or ill (WII) armed services personnel and veterans take part in adaptive sports. These Games include and celebrate novice, experienced and elite athletes and contribute to raising awareness, understanding and respect for those who have served their country. The Games inspire recovery and support recovery, not just of the servicemen and women involved, but to all who witness their physical and mental rehabilitation.
Centre for Defence Industry Capability (CDIC)

Capability Improvement Grants totaling $17,480 have been approved since the 2016-17 PBS. The Centre for Defence Industry Capability (CDIC), launched on 5 December 2016, aims to help transform the Defence and industry relationship, and to fund defence industry development, critical skilling and export initiatives.  The CDIC also facilitate access to Defence’s new innovation programs for Australian industry, academia and research organisations, working closely with the Defence Innovation Hub and Next Generation Technology Fund.  The CDIC’s activities include advisory and facilitation services to defence sector small to medium enterprises (SMEs) to improve business management, skills development, innovation and access to export initiatives and international and domestic supply chains and grants (Capability Improvement Grants) to defence sector SMEs to implement recommendations from CDIC advisory and facilitation services.
Industry Skilling Program Enhancement – Schools Pathways Program

Since the publication of the 2016-17 PBS, the Industry Skilling Program Enhancement – Schools Pathways Program has approved a grant of $600,000. This Program raises students’ awareness of possible career opportunities and knowledge of Defence and Defence Industry pathways, whilst increasing the number of students undertaking science, technology, engineering and mathematics subjects in participating schools.
United Nations Peace Operations Training Institute (POTI)

This is a multi-year grant to the United Nations to provide funding to the Peace Operations Training Institute (POTI) totaling USD 875,000. This gives effect to the pledge made by the Minister for Foreign Affairs at the September 2015 UN Peacekeeping Summit to increase capacity building initiatives for regional peacekeeping delivered through the ADF Peace Operations Training Institute.
New Air Combat Capability – Industry Support Program (NACC-ISP)

Since the publication of the 2016-17 PBS grants totaling $1,599,595 were approved for NACC-ISP. The program provides funding to Australian companies and research organisations to support the development of new or improved capabilities that may enhance the ability to win work in the production, sustainment and modernisation phases of the Joint Strike Fighter Program.
ADF Long Tan Youth Leadership and Teamwork Grant Program

This is a multi-year grant program of $1.7 million which supports the ADF Long Tan Youth Leadership and Teamwork Grant Program (Long Tan Awards). These awards encourage leadership and teamwork among school age students as integral parts of their personal development and their contribution towards enhancing community spirit within their schools and the broader community.

The Long Tan Awards recognise secondary school student’s achievement in teamwork, leadership and community service. Approximately 2300 schools are involved in the program, with awards being presented to chosen students in Year 10 and Year 12.
