- What is to be procured?
- When is it required?
- Where is it required?
- Who can best do the procurement?
- How best can the procurement be done?
- How long will the procurement take?
- How much budget is allocated for the procurement and how is the cash flow planned?
- How are the procurement processes are going to be monitored and reported?
