- Timeliness - when are the items needed?
- Economy of scales - like items together
- Geographical distribution –separate packages for each location
- Institutional capacity -single or multiple contracts ?
- Packages determine the procurement method
- For example, for goods:
- -Below 100,000 shopping
- -Above 100,000 but less than 10,000,000 NCB
- -Above 10,000,000 ICB
- How long does it take to:
- Prepare bidding documents
- Advertise
- Receive bids
- Evaluate bids
- Get internal approvals before signing the contract
- receive delivery of the goods etc..
Step 6. Prepare a procurement implementation schedule - Sequencing of procurement activities taking into consideration:
- Procurement activities that are interrelated
- Physical constraints
- Financial constraints
- Institutional constraints
- Procurement plan will include:
- A work plan;
- A timetable, key
- Cost;
- Procurement method;
- Contract award dates;
- The office responsible for the procurement process;
- The monitoring of implementation.
- Procurement plan should be
- Realistic
- Monitorable
- Easy to update
