Name of assignment or project: Consulting Services for Undertaking of Environmental Assessment of Regional Maintenance Unit Facilities
Main project features: To enable the efficient operation of Regional Maintenance Units, new and rehabilitated buildings and facilities are to be provided at selected regional locations. These sites, buildings and facilities must conform to all relevant regulations applicable in the Republic of Azerbaijan as well as World Bank Safeguards requirements, including social and environmental provisions. The objectives of this assignment are to conduct environmental screening of the selected locations and to ensure the designed facilities comply with safeguard requirements. For each location where RMU facilities are to be constructed (project sites), an Environmental Impact Assessment and Management Plans shall be prepared which shall determine adequate mitigation measures as well as define the institutional responsibilities and implementation arrangements for implementation of the mitigation measures and monitoring plan. For the purpose of the Environmental Impact Assessment, the study area should include the whole area of each RMU location. The assignment should cover the following element: (a) project definition, (b) initial screening and scoping, specifically identification of sensitive, (c) impact identification and analysis (including utilization of wastes, impact to soil, underground water, (d) public consultation and disclosure; and (e) development of mitigation or management measures and actions.
